1 Woodburn Fire District Part Time Fire Marshal $25 to $30 per hour Depending on qualifications The Woodburn Rural Fire Protection District #6(WRFPD) provides fire suppression, fire prevention services and emergency medical assistance to residents located within its 75-square-mile boundary. This boundary includes the City of Woodburn, the City of Gervais and a large area of unincorporated northern Marion County. Originally, WRFPD was two separate entities. Established in 1901, the City of Woodburn Fire Department provided fire suppression and prevention services to residents within the city limits, while the Rural Fire Protection District, established in 1946, provided the same services for residents outside the city limits. In 1984, an election was held and voters chose to annex the city department into the rural protection district. In 1987, the City of Gervais was added to the District, rounding out its current service area. The Woodburn Fire District is a combination district that utilizes career firefighters, paid-on-call volunteers and student-interns. Career firefighters work 24 hours on shift, and 48 hours off, providing alarm coverage 365 days a year. Student- interns are present on evening and weekend shifts. Volunteers provide much-needed coverage when multiple calls for assistance come in, or when large incidents require increased manpower. The District maintains a proactive fire prevention program which is overseen by the Fire Marshal. The fire district answers an average of 2000 calls a year with 3 pumpers, 3 engines, 2 aerials, 4 tenders, and a breathing air support unit.

2 Primary purpose of this position The Fire Marshal is responsible for planning and directing Fire Prevention activities for the District. The position involves continual contact with others, both inside and outside the organization, as he or she performs a wide variety of complex duties and responsibilities under general supervision. Though this position works mostly in an office setting, exposure may be required as needed during investigative activities to hazards such as fumes, chemicals, body fluids, and other hazards encountered within his or her investigative role. The position may also require exposure to adverse environmental conditions including inclement weather, extreme temperatures, noise, dust, dim lighting, and other conditions that may be present while performing any of the essential functions. This position may involve regular stress related to the performance of the job, frequent travel inside the District, occasional travel outside the District, and working long hours as needed. Desired experience for position 5 years of experience in a responsible top management position within the fire service, and preferably with a fire district. Ability to work independently as well as establish and maintain working relationships with the community. Ability to incorporate creative problem solving between work groups and individuals. Ability to communicate effectively in English, both orally and in writing, including the ability to speak effectively before large groups. Bilingual preferred. Knowledge of all laws, rules, regulations and codes related to fire prevention. Knowledge and/or certification in the Oregon Fire Code and Oregon building codes. Ability to perform those physical activities required for the essential functions including, but not limited to, continual sitting and a continual ability to be mobile at all times, frequent standing and walking, regular keyboarding, and continual talking and hearing over the phone and in person to a wide variety of persons. Infrequent kneeling, crawling, turning, climbing, balancing, pushing, pulling, lifting, and carrying as needed in investigative activity and in emergency situations as necessary. Must have experience in customer service. Must have experience in working with other agencies such as law enforcement, public works and special interest groups. Must have experience working with the media both broadcast and print.

3 Must have an understanding of the Fire District s population and diversity. Must have experience and working knowledge in fire and injury prevention. Must have incident command experience including; o Multi-alarm structure fires o Multi-alarm EMS situations o Local EOC situations Must have experience with specialty apparatus such as ladder trucks, tenders and rescues. Must have experience in fire suppression. General Statement of Duties Provides for the efficient and effective delivery of Fire District prevention programs. Supervision Received Receives direction from the Fire Chief and is accountable for all prevention, inspection and investigation activities as indicated in this position description. Supervision Exercised Exercises administrative supervision for prevention activities and other associated activities. Qualifications & Education Minimum Qualifications: Associate degree from an accredited college or university in, fire science, public administration, business administration, management is desired, or a related field as determined by the Board of Directors. Five years of progressively responsible administrative and supervisory experience or the ability to demonstrate the necessary knowledge skills and abilities, acquired through a combination of education, training, or experience. Possession of, or the ability to secure, a valid Oregon driver s license with an insurable driving history.
