1 ALLEGANY COUNTY RISK MANAGER/SAFETY INSTRUCTOR GENERAL DEFINITION OF WORK An individual in this position is responsible for work involving planning, implementing, monitoring, and enforcing a County-wide safety program under the guidelines of the Federal and State Occupational Safety and Health Acts, and all adopted County policies. This position is responsible for investigating and preparing reports, documenting conditions related to workers compensation, vehicle, and general liability, and property damage claims; conducting safety education training seminars and on-site inspections of work areas and equipment. Establishes and promotes the maintenance of a safe, accident free and healthy work environment by performing the following duties personally or through subordinate supervisors. ESSENTIAL TASKS Conduct studies and analyses of industrial accident causes and hazards to health for use by County personnel. Works with Human Resources Director and Department Heads to formulate and design risk management programs. Formulates general safety policies and procedures to be followed by County personnel in compliance with local, state, and federal Occupational Safety and Health Administration (OSHA) rules and regulations. Consults with all departments on design and use of equipment, shops, and fire prevention and safety programs. Inspects or tours County facilities, as well as job sites, to detect existing or potential accident and health hazards, and recommends corrective or preventative measures where indicated. Keeps managers and employees alerted as to the hazards of working with toxic fumes, dangerous chemicals, and any other hazardous substances. Participates in the investigation, evaluation, adjustment, and settlement of personal injury, property, liability, and workers compensation claims; and cooperates in the preparation of material and evidence for the County s use in hearings, lawsuits, and insurance investigations. Oversees the administration of worker s compensation program, including working with the insurance carrier to reduce accidents and injuries, lost employee time, and unjust claims. Complies and submits accident reports required by regulatory agencies and insurance carriers. Devises, supervises, and coordinates training programs or media which will increase proficiency in safe practices and promote safety consciousness. Represents the County in community or industry safety groups and programs. Maintains safety files and records. Provides a monthly summary to the County Administrator and Human Resources Director on incidents, claims, and claim payments. Actively participates in a facilities committee related to risk management, safety, and quality improvement. 1
2 Represents the Department of Human Resources in a variety of hearings, meetings, and other settings. (These are intended only as illustrations of the various types of work performed. EDUCATION AND EXPERIENCE Graduation from an accredited four-year college or university with a Bachelor s Degree in Safety Studies, Business, Finance, Public Administration, or a closely related field. Five (5) years of progressively-responsible related experience or any equivalent combination of education and experience. Master s Degree in Safety Studies and certification from the Board of Certified Safety Professionals, American Board of Industrial Hygiene, or similar organization preferred. Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle or feel objects and controls. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to, a personal computer, calculator, copier, and fax machine; and gain access to and work in and around tightly spaced equipment, confined spaces, and in inclement weather and under adverse work-site conditions. Some standing, walking, moving, climbing, carrying, bending, kneeling, crawling, reaching, and lifting, handling, pushing, and pulling required. SPECIAL REQUIREMENTS Ability to plan, coordinate, and initiate action necessary to implement decisions or actions with a minimum of direct supervision; interact effectively with personnel and the public at all organization levels and on occasional function in stressful situations which require negotiation or persuasion; read and interpret a variety of complex policies and regulations pertaining to insurance coverage; and make effective oral and written recommendations and presentations. 3 ALLEGANY COUNTY RISK MANAGER DEPARTMENT OF HUMAN RESOURCES SUMMARY This is responsible work involving planning, implementing, monitoring, and enforcing a County-wide safety program under the guidelines of the Federal and State Occupational Safety and Health Acts, and supporting all County personnel policies. MINIMUM QUALIFICATIONS Graduation from an accredited 4-year college or university with a Bachelor s Degree in Human Resources, Safety Studies, Business, Finance, Public or Insurance Administration, or a closely related field. Four years of recent and progressively-responsible professional experience in risk management, claims adjustment, and/or safety and loss control programs for worker s compensation and liability. Knowledge and/or experience in human resources management helpful. Physical capability to effectively use and operate various items of office-related equipment, and gain access to and work in and around tightly spaced equipment, confined spaces, and in inclement weather and under adverse work-site conditions. Possession of a valid driver's license and eligibility for coverage under the County s motor vehicle insurance policy. Master s Degree in Safety Studies or Human Resources and certification from the Board of Certified Safety Professionals, American Board of Industrial Hygiene, Human Resources Certification Institute, or similar organization desired but not required. (A comparable amount of training and experience may be substituted for the minimum qualifications. SALARY RANGE This is a Classified position at Grade 11 with a salary range of $39,572 - $75,198 and a complete benefit package, including life and health insurance, paid leave, and retirement.
