2 SE4All Africa Hub Set-up Hosted by the African Development Bank in partnership with the African Union Commission, the NEPAD Agency, UNDP and a rotating representation of the Regional Economic Communities. SADC Secretariat joined the Oversight Committee at the beginning of the year. 3 The SE4All country action process Key steps for achieving SE4All objectives Partnership Declaration ( opt-in ) Rapid Assessment Action Agenda Investment Prospectus(es) Implementation Monitoring & Reporting ACTION AGENDA The AA is a strategy-driven and holistic document that intends to determine how the three goals of SE4All could be achieved by 2030 Umbrella framework for the sector that includes nexus angles Long-term vision which ensures the sector-wide coherence and synergy of accumulated efforts towards SE4All goals Developed in an inclusive manner INVESTMENT PROSPECTUS(ES) The IPs provide an approach to operationalizing the Country Action Agenda Short- to medium-term set of investment opportunities (3-5 years) Conversation starter for a variety of investment opportunities that will provide preliminary information to prospective investors

5 Significant developments in 2015/16 Increased support to SE4All country action processes and development of AA/IP in new countries, by many development partners incl. EC, WB, US, ECREEE, and Africa Hub partners Guidance, quality assurance and harmonization of the SE4All country action processes: Country Action Reference Document (CARD) Action Agenda template Stakeholder consultation guidelines Investment Prospectus concept note Quality Circle for AA and IP Outline actions steps, AA and IP principles and partnership ethics Establish a common structure for guidance Provide support and quality for setting assurance up the participatory Offer guidance process to necessary countries in to Process develop developing of and voluntary implement coherent quality IPs the to AA review be presented of the AA/IP to potential to be undertaken investors before political validation. 6 The AA an implementation tool for SDG 7 Implementation of the Sustainable Development Goal (SDG) 7 will be key for Africa. Encourage that the SE4All Action Agenda be formally recognized as an implementation tool for proposed SDG7 at national level, SE4All Energy Access Committee, May 2015 National AA and IP present a robust framework for accelerating the implementation of energy related goals and targets of the country, SE4All Advisory Board, May 2015 We welcome [ ] the development of Action Agendas and Investment Prospectuses at country level, Financing for Development Outcome Document, July 2015 Support the ongoing and future African voluntary country-led processes to develop SE4All Action Agendas with appropriate goals as an umbrella framework for energy sector development at the national level., G20 Action Plan on Energy Access in SSA, October 2015 We welcome the development of SE4All Action Agendas as umbrella energy sector development documents looking at access, renewables and energy efficiency in a holistic manner, SAIREC declaration, October 2015 To promote continuous partner coordination through the SE4All Action Agenda process at country level and to formally establish the AA as a framework for SDG7 implementation at national level, SE4All Africa workshop, February 2016

7 Where do we stand in Africa? Countries developing AAs June 2016 SE4All Action Agendas are under development or finalized in half of the African countries West Africa is following a coordinated regional approach under ECREEE lead AA/IP processes are ongoing in Angola, DRC, Malawi, Zimbabwe, Zambia, Cameroon and Swaziland, with support of AfDB and UNDP AA process finalized/well advanced AA process starting/ongoing SE4ALL Partner country Several East African countries, including Kenya, Rwanda, Tanzania and Uganda finalized their AA. In 2016, the Hub received a new request from Botswana 6 In total, some 28 countries have embarked on the process

14 Implementation of the AA: Tracking and Monitoring Challenges at the country level : Develop methodologies to track and measure progress towards SE4All targets at country level Data availability and quality Limited capacities and resources in many cases Best practices: Establish a flexible but robust monitoring and evaluation framework for the Action Agenda to monitor implementation and make necessary adjustments over time Mechanism should link to the Government s own monitoring and evaluation instruments and where relevant build on existing monitoring exercises by the different partners Implicate national statistical offices in the monitoring efforts the monitoring of the AAs should ultimately provide one source of input for the global monitoring of SE4All/SDG 7 implementation.

15 Some recommendations from SE4All Africa workshop Definition : have a common definition of service level in the MTF Develop a coherent narrative accessible to a non technical audience to set policy goals, track their processes, and explain the results from binary indicators on energy access and how they relate to the MTF Create awareness via webinars on MTF targeting various stakeholders (e.g. a webinar was organized in April to present the MTF to SE4All focal points and other institutions) Integrate the MTF into the AA process Data collection and monitoring Avoid duplication of effort in data collection across frameworks at the global, regional, local levels (align definitions across frameworks, build local capacity, etc.) Institutionalizing the process within the SE4All framework Ensure sustainability and built capacity at the local level: make links with national statistical agencies, ministries, etc. and build their technical capacity Encourage the use of country processes for data collection, e.g. household surveys, to ensure country ownership of results Socialize the MTF approach by organizing webinars with a wider range of stakeholders (private sector, CSO, etc.)

16 Focus on implementation of AA/IPs 1/ Concerted follow-up to AA/IPs: AA to be recognized as coordination and implementation tool for SDG 7 at national level Government to maintain consultation processes focused on medium-term strategic agenda with clear decision-making processes Promotion and networking including the facilitation of dedicated SE4All investment fora and matchmaking making use of market places Political engagement/awareness raising/lobbying, recommending inter alia the engagement with development partners to use the AA/IP as guiding tool Mobilization of resources, including the facilitation of access to finance from available resources of partners linking demand with supply Systematic involvement of SE4All HIOs in the follow-up to AA/IPs

17 Focus on implementation of AA/IPs 2/ Coordination & Institutionalization AA process provides a platform for coordination at country-level and guidance for partner engagement Donor discipline to keep new initiatives aligned with agreed priorities, and maintain focus on medium- to long-term strategic goals Institutionalising SE4All processes in the countries and strengthening of SE4All Secretariats Regional coordination and leadership (e.g. RECs, AELG) 3/ Tracking and Monitoring Develop methodologies to track and measure progress towards SE4All targets at country level Make the link between monitoring efforts on SE4All at a country level and the Global SE4All monitoring and tracking work (GTF, MTF)
