4 Statement of support The Royal Cornwall Hospitals Trust (RCHT) is working to embed sustainability at all levels in our organisation so that staff are empowered to feed into the sustainable development of our services. This strategy is a major landmark in driving forward carbon reduction activity. It is absolutely vital that sustainability performance, such as reducing carbon emissions is measured and managed effectively as part of core business. To assist RCHT in fulfilling statutory sustainability and carbon reporting requirements, RCHT has developed Key Performance Indicators (KPI s). These KPI s have been produced in line with guidance from the NHS Sustainable Development Unit and will help to benchmark and assure performance, identify and target inefficiencies, whilst enabling RCHT to compare performance against a broad range of sustainability criteria such as carbon, waste and travel reduction targets. RCHT recognises that tackling climate change and moving towards a more sustainable future will provide healthcare and wider social benefits. Active travel is a prime eample of where a no carbon solution helps to address one of the major health challenges, helping tackle obesity, whilst reducing the risk of heart disease and strokes. Buildings that RCHT deliver services from can play an important role in reducing RCHT s carbon footprint. RCHT recognises that there is a lot of scope for improving the efficiency of our buildings and we have implemented a major carbon and energy project to reduce down our carbon emissions to meet the 2020 UK Government Carbon Reduction Target 2 years early and will continue working with partners to identify where further improvements can be made. Sustainability applies to all aspects of healthcare delivery and needs to eert a strong influence on the way RCHT develops services. Sustainability needs to be embedded into healthcare delivery so that it is considered alongside the quality, effectiveness and safety agendas, particularly with regard to the delivery of patient services. 5 1. Introduction 1.1. This policy provides guidance to Royal Cornwall Hospitals NHS Trust in its aims to become a sustainable organisation and compliant with the NHS Carbon Reduction Strategy for England (CRS) ( Furthermore, RCHT believes that sustainability and corporate social responsibility is essential to the business of providing an efficient, effective and good value health service for the future The policy will embed sustainability in all aspects of the organisation and ensure effective monitoring of resources. Sustainability will be incorporated into all aspect of service provision and ensure that responsibility and accountability for sustainable development is clear within our organisation with effective governance and leadership This policy supports the Trust vision and values, integrating health promotion and reducing health inequalities The policy will enable RCHT to: Demonstrate commitment to sustainable development Implement measures necessary for the reduction of CO² to ensure compliance with the UK Government Carbon Reduction Targets of 34% by 2020 and 80% by 2050 (based on 2007 levels) as agreed in the Climate Change Act Manage resources including energy, materials and people in a more efficient and effective way This version supersedes any previous versions of this document. 2. Purpose of this Policy/Procedure 2.1. To provide clear structure and guidance for Sustainable Development at RCHT. 3. Scope 3.1. This policy applies to all Trust staff members and specifically to those with responsibility for decision making for activities that impact on the RCHT carbon emissions (energy management, planning, building and maintenance, refurbishment and site utilisation) This policy applies to all staff members with a responsibility for staff welfare This policy applies to all staff members with a responsibility for financial planning and management. 6 4. Definitions / Glossary 4.1. SDMP 5. Ownership and Responsibilities 5.1. Role of The Director of Estates & Facilities Designated by the Chief Eecutive Officer, has the responsibility for ensuring this Sustainable Development Management Policy is implemented throughout the organisation Role of the Managers Line managers are responsible for ensuring that: Members of staff have access to a copy of the Trust Sustainable Development Policy. Staff members understand how they can influence and affect the successful implementation of the Policy. Staff members have the necessary support and tools to be able to implement the policy Role of the Sustainable Development Management Group The Sustainable Development Management Group is responsible for: Providing the framework to ensure Royal Cornwall Hospital Trust is able to move forwards to a low carbon future. Monitoring performance on carbon reduction and adjusting activity accordingly. Embed sustainability into all aspects of the Trust operations and healthcare delivery. To influence service and site development and ensure sustainability is considered alongside quality, safety, effectiveness and financial implications Role of Individual Staff All staff members are responsible for: Awareness of the policy. Carrying out their duties in a way that does not compromise the sustainability of the Trust. Page 6 of 16

7 6. Standards and Practice 6.1. The Trust will commit to reducing CO ² and carbon emissions in line with the Government guidelines in all aspects of its activities by: Monitoring and controlling building energy use. Ensuring that buildings and infrastructure are correctly maintained. Investing in low energy options where possible (lighting and heating solutions). Optimisation of space and support for fleible working environments. Identification and disposal of least efficient buildings. Setting realistic targets to achieve overall reduction of carbon emissions in line with Government requirements The Trust will commit to promoting low carbon travel, transport and access by: Continuing to develop and monitor the RCHT Travel Plan which encourages safe, healthy and sustainable travel options. Reducing car travel and single-occupancy car use by 50%. This will improve health and wellbeing, free up car parking spaces and make a positive contribution to the community and the environment. Supporting developments to encourage cycling and walking to work (cycle sheds, changing rooms with showers, participation in local schemes to provide more facilities such as cycle lanes and associated links). Supporting the Cycle to Work Scheme an initiative enabling the purchase of a cycle via salary sacrifice. Working with other agencies to promote sustainable travel. Implementing the salary release car policy and assess the feasibility of incentives for low carbon vehicles. Promoting the use of tele and video conferences to avoid attendance at off site meetings and reduce business mileage by 5% per year, this includes the support of procurement and maintenance of required equipment. Encouraging the use of car sharing and rail transport for attendance at regional and national events. Promoting the opportunity for mobile working as per the Trust s Occasional Homeworking Policy. Investigating options for using community facilities to provide healthcare closer to home where appropriate. Reviewing patient transport options to ensure efficiency. Ensuring courier vehicles operate efficiently and where possible are low carbon options. Page 7 of 16

8 6.3. The Trust will commit to promoting a sustainable commissioning and procurement process through: Integration of sustainability into the procurement process Raising awareness of sustainability in the procurement team Ensuring all tenders include a sustainable development clause Reviewing pack sizes and order frequency to minimise waste Reviewing deliveries to rationalise where possible Encouragement of local suppliers, small to medium enterprises (SMEs) and providers to bid for Trust business where possible Working with suppliers to develop more sustainable and environmentally responsible products or packaging 6.4. The Trust will manage facilities including water, waste and chemicals responsibly with a view to reducing the impact on the environment: Ensure that the Trust waste segregation is compliant with regulations. Develop annual waste minimisation and recycling targets. Work with waste contractors to develop more sustainable waste disposal opportunities (processing of obnoious waste). Eplore opportunities for processing waste materials for onward sale (cardboard and paper). Work with suppliers and contractors to minimise the amount of waste produced. Incorporate waste management targets into all building and maintenance proposals. Maintain the water supply to all parts of the Trust in good order to minimise leaks. Monitor consumption via the use of meters. Research water efficiency and the potential for rainwater harvesting. Aim to reduce water usage. Draw up contingency plans for water supply in the event of interruption or contamination to the mains water supply. Review use of hazardous substances and ensure their use is essential and disposal is safe and compliant 6.5. The Trust will embed the new Good Corporate Citizen model into all areas so that it can assess how it is progressing against the UN Sustainable Development Goals. RCHT staff members are informed, empowered and motivated to delivery high quality healthcare today without compromising our ability to provide the same standard of care in the future: Inclusion of sustainability in all recruitment, selection and induction processes. 9 Inclusion of sustainability in all appraisals. Enhance engagement with all staff through a programme of activities. Develop volunteering and links with community groups. Communicate and support opportunities for fleible working where appropriate. Develop and communicate action plans to support healthy choices in all parts of the workforce and promote healthy food choices and stress management strategies. Provision of rest and reflection spaces, and breast feeding areas. Promote staff development and learning opportunities and encourage internal recruitment 6.6. Royal Cornwall Hospitals NHS Trust is committed to effective governance and the use of significant levers in terms of finance, contracts and other relationships to ensure a sustainable and low carbon healthcare service: Agreement of Sustainable Development Action plan detailing responsibility. Consider Sustainability in all Business Cases. Ensure that the Risk Register and Board reports address sustainable development. Inclusion of climate change and its effects on the risk register and consider the effects in the RCHT Business Continuity Planning Policy and Procedures. Eternal reporting including Trust Board report on sustainability and carbon emissions Royal Cornwall Hospitals NHS Trust believes in working with the broader community to encourage sustainable development: Develop a Trust plan for community engagement. Develop the Green Champions role within the Trust. Conduct a member s survey on potential interest and contribution to sustainability agenda. Review register of assets that could potentially be shared with the wider community. Include information on sustainability on Trust Website. Introduce sustainability updates and items in to Team Brief, One+All Communications and stakeholder newsletters. Page 9 of 16

Royal Cornwall Hospitals Trust see sustainable development and carbon reduction as being integral to sound financial management and essential for delivering a high quality service: Ensure processes to account for the whole life cycle costs and payback periods are included in business cases and capital developments. Understand Carbon Reduction Commitment which imposes a carbon trading requirement. Research and apply for funding streams which are available to help implement carbon efficient initiatives. Embed principles of sustainability in the delivery of health services in Speciality Business Plans Royal Cornwall Hospitals NHS Trust will aim to ensure that new buildings are designed to encourage sustainable development and low carbon usage in every aspect of their fabric and function and that the eisting estate is operated in a way so as to manage resource as efficiently as possible: Develop methods of embedding sustainability into pre-project planning. Develop sustainable design briefs that will include site waste management plans. Integrate a performance review into the defects assessment for new builds and major refurbishments. Develop sustainable procurement specifications for smaller projects. Ensure energy and carbon is included in the new design brief. Monitor energy performance of new buildings and major refurbishments to evaluate whether performance matches design epectations. Include consideration for green spaces in design brief. Implement the five year plan for the development and utilisation of eisting green spaces within the Trust Royal Cornwall Hospitals NHS Trust will aim to ensure that all Information Technology will: Be as energy efficient as possible. Operate with correctly programmed energy saving programmes. Rationalise printers where possible. Promote paperless working and e-filing, with systems that synchronise. Page 10 of 16

11 6.11.Royal Cornwall Hospital NHS Trust will aim to communicate the sustainability agenda to all staff, patients, visitors, stakeholders and the wider community by: Regular updates via Team Brief and One and All. Regular updates to Trust Board. Involvement of staff through energy saving campaigns, promotion of active travel, purchasing and supplies campaigns, waste reduction campaigns and voluntary and local community programmes. 7. Dissemination and Implementation 7.1. Following approval, a copy of the policy will be stored electronically in the Estates section of the Trust s documents library on the Intranet/Internet site A clear communication will be sent to manager to make them aware that the policy has been issued and that they are responsible for cascading the information to their staff members, including staff members who do not have regular access to their Monitoring compliance and effectiveness Element to be monitored Lead Tool Frequency Reporting arrangements Acting on recommendations and Lead(s) Change in practice and lessons to be shared Monitoring of the various elements will be done via the associated action plan Estate Development will collate this data The Performance Assurance Framework and the Trust Management Committee will monitor performance Performance indicators will be submitted monthly. Board reports as and when action is required Trust Management Committee Estates Development will lead on recommendations and submit to the appropriate group/department for further action Required changes to practice will be identified and actioned within one month. A lead member of the team will be identified to take each change forward where appropriate. Lessons will be shared with all the relevant stakeholders 9. Updating and Review 9.1. The policy document will be reviewed no less than every three years Revisions may be made ahead of the review date when the procedural document requires updating. Where the revisions are significant and the overall policy is changed, the revised document will be taken through the standard consultation, approval and dissemination processes Where the revisions are minor, e.g. amended job titles or changes in the Page 11 of 16

12 organisational structure, approval will be sought from the Eecutive Director responsible for signatory approval, and will be re-published accordingly without having gone through the full consultation and ratification process Any revision activity is recorded in the Version Control Table as part of the document control process. 10.
