2 POLICY STATEMENT This is Wiltshire Police s training policy which follows the College of Policing requirement for officers and identified police staff to undertake Personal Safety Training. This policy sets out the expectations and requirements in relation to the completion of Personal Safety Training. It also outlines the expectations upon managers to ensure their staff attend and the potential consequences of non-attendance on the individual officer and staff member. Initial Training The initial and refresher training in personal safety is based upon the role being performed. All initial and refresher training for police officers and police staff in personal safety is underpinned by the National Occupational Standard (NOS) - GC10 Managing Conflict. It is this standard which is integral to the Initial Police Learning and Development Programme (IPLDP) for the initial training of police officers and for the PCSO initial training programme. Different modules will be applied to the different role profiles as appropriate. Refresher Training Personal safety refresher training has to be delivered with such frequency as to maintain and develop skills and competence. Within Wiltshire Police the current policy is that all Police Officers, PCSO s, Detention Officers, Prisoner Escort Officers and Local Crime Investigators will undertake assessed Personal Safety Training on an annual basis unless exceptions apply (See below). All officers will undertake the same refresher training and will be assessed to the same level of competence. At the start of the PST refresher training, all officers must successfully pass the Job Related Fitness Test (JRFT), or the Alternative Fitness Test (Chester Treadmill test) prior to the start of PST training. (See JRFT and Health Screening). Officers of all ranks must attend within 12 months of their previous refresher training. As the annual refresher programme changes each year, each officer must undertake each annual refresher programme. Each officer must achieve competence to the required level and will be assessed against this standard. Any officer failing to achieve competence will be fully supported through a further course of instruction in an attempt to achieve competence. Personal safety refresher training is to be regularly completed by all PCSO s, Detention Officers, Prisoner Escort Officers and Local Crime Investigators. Other front facing police staff roles will be assessed on a role by role basis as to any requirement for this training. Exemptions Exemptions to this policy will only be based upon medical grounds. Officers who have a passport exempting them from Personal Safety Training will not be required to undertake any of the training. Officers have to attend ALL sessions of PST. If Officers are unable to complete the JRFT then they will not be able to complete the rest of PST. Deferred officers are those who may have a short term medical issue and they will report this through their line managers in order to delay their completion of Personal Safety Training. There should be consideration at this time as to whether or not they are fit for operational duties. Appeals Procedure See Recording Process Version: Next Review Date: October 2018 Page 2 of 5

3 Students Standards The expectations for students attending any learning event are written into the People Development Department Codes of Practice and are covered within the force values and behaviours. It is a requirement that in order for officers to attend any internal or external training courses, they must be Personal Safety Training compliant, taking into account the exemptions as above. Assessment Process At the beginning of the course the lead trainer for the days training will inform students of the assessment process in that it will be ongoing throughout the course and will consist of observation, demonstration and nominated Question & Answers. Formative assessment will be used to improve student attainment, Summative assessment used to monitor outcomes of individual lessons in line with NOS GC 10. During any dynamic training session students will be observed by trainers who will judge if the students have achieved a level of competence. Where students skills fall below an acceptable level 1:1 coaching will be given to the student and they will then be reassessed. Trainers will ask questions at regular intervals to the students in relation to the area of training being taught, ensuring that the underpinning knowledge associated with the lesson is known to the student/s. Students will be asked at the start and end of training to demonstrate a number of linked drills as an individual and as a pair. The trainer may require the students to hold a position prior to them being told to continue. This will allow for the trainer to ensure that the student s technique in a dynamic scenario demonstrates a continuing level of competence. JRFT and health screening Every officer will have to take the multistage bleep test during their Personal Safety Training. This is mandatory. If for medical reasons an officer is unable to complete or take part in the multistage bleep test, then a referral to OHU will be requested through their line manager. OHU will then assess the officer to see if they can undergo the JRFT, or they undergo the alternative fitness test (Chester Treadmill test) When given a date for PST, All Police Officers and Police Staff will go to the joining instructions and complete the medical questionnaire and forward it to the Occupational Health Unit (OHU). This will be done at least four weeks prior to the course date. Failure to complete the questionnaire and send it to OHU prior to attendance on the day may lead to the officer being returned to station and line management being informed. If the test is failed, the officer will not be allowed to proceed with PST and will be returned to station. The line manager will be notified and will take the appropriate action to support the officer, make an OHU referral and review capability for frontline work. This will be risk assessed on a case by case basis. We do not require the police staff to carry out the fitness test prior to PST but the health screening is required in order to take part. 4 On arrival at People Development, during the briefing prior to commencing the PST, any Police Officer or Police Staff will be required to inform the training staff prior to training if there is a change in their medical condition or they have an injury since completing the medical questionnaire. It will be the discretion of the training staff if they are allowed to continue with the training. Staff attending training, having not completed this process, or disclosing an injury/condition on the day that would prevent them taking part, will be returned to their stations and line management informed. Instructor s liability Training staff are not able to make decisions in relation to any officer or staff member s ongoing medical condition. If an officer arrives at a training day with an existing injury then in conjunction with the training staff a decision will be made as to whether they should continue training or be referred to Occupational Health or their supervisor. Training staff have the discretion to refuse to train an officer or staff member if they consider that they are not fit enough to complete the training without undue risk of injury to health. Training staff will be in charge of the training session, irrespective of rank and will have the discretion to terminate the training, or an individual s participation in it, if they consider it to be necessary. If appropriate then a report will be submitted to the individual s supervisor via the OSPO Supervisor or Training Delivery Manager. Manager s Liability There is a requirement of supervisors and managers to ensure their staff attend PST sessions in the appropriate time frame. During appraisals, quarterly reviews and sessions, the topic of skills accreditation and refreshing should be discussed. PST compliance falls within this topic. Recording Process All PST will be subject to an assessment process taking account of the NOS GC 10 Managing conflict. This will ensure that students not only receive suitable training for their role within the Wiltshire Police but they can also demonstrate their own level of competence in applying a variety of skills to ensure their safety, the safety of colleagues and that of the public On the morning of PST, the OSPO training team will update GRS for Officers who have not attended PST or who have failed the JRFT or Alternative Fitness Test. They will also send an to RMU, Attendance Management and three Hub Supervisors to inform them of the officers who have not attended PST. When a student successfully completes PST an attended pass will be recorded against the students name on the GRS course record. If a student fails to complete the course or fails the course this will be recorded against the students name on the GRS course record. Where blended learning has formed part of the students training a record of any NCALT packages completed will be recorded on the forces IT systems. Where there is an appeal against a decision, the principles of the IPLDP Assessment Appeals process will be adhered to. This strategy outlines the appeal to the assessor/trainer in the first instance, OSPO Supervisor and then finally to the Training Delivery Manager. 5 POLICY AIM The aim of this policy is to ensure that officers and staff take personal responsibility to maintain their own personal and professional development in relation to Personal Safety Training and to ensure that we recognise we are one team, working together to deliver the highest possible quality of service to the public by maintaining our competency levels. APPLICABILITY This policy covers all police officers, special constables and staff members who as part of their role have a requirement to attend and complete Personal Safety Training. LEGAL BASIS AND DRIVING FORCE The Collage of Policing (CoP), on behalf of the Police Lead for Personal Safety, it sets the standards for Chief Officers to provide appropriate learning, delivery and assessment of personal safety training based on the 2009 ACPO Guidance on Personal Safety Training. The ACPO Personal Safety Manual is the reference point for officer safety tactics and procedures for all personnel. DATA PROTECTION Any information relating to an identified or identifiable living individual recorded as a consequence of this policy will be processed in accordance with the Data Protection Act 2018, General Data Protection Regulations and the Force Data Protection Policy. FREEDOM OF INFORMATION ACT 2000 There are no issues within this policy which would mean that it could not be open to public scrutiny. MONITORING AND REVIEW The effectiveness of this policy will be monitored by measuring compliancy levels from the Force Performance team for officers and staff completing their annual Personal Safety Training. This policy will also be monitored against changes in the Personal Safety Guidance document and the ACPO Personal Safety Manual. This policy will be reviewed on an annual basis prior to the completion of the design for the following years training by the Training Delivery Manager and the OSPO Supervisor. There will be on going monitoring in relation to the following indicators: Assaults and injuries to officers and staff (Form 230) Complaints against police officers and staff involving use of force. Monitoring of use of form 770, Use of Force Forms which must be submitted in accordance with Force Policy. WHO TO CONTACT ABOUT THIS POLICY Training Delivery Manager in People Development.
