13 2006/117/EURATOM Application by the Holder in the Country of Origin and responsibilities (Import to EU) the Consignee submits an application to CA in Country of Destination (MS); CA agrees in Country of Origin and measures for return (Export from EU) Holder submits a request to CA; CA shall contact the CAs in the Countries of Destination and Transit Shipment only after approval received by Country(ies) of Destination or Transit For EU more stringent criteria than the national law for similar shipments cannot be made 13 EC Recommendation 2008/956/Euratom - Criteria to be applied
14 2006/117/EURATOM Prohibits export to To a destination of latitude 60 south To African, Caribbean countries (Cotonou agreement) To a third country which does not have the resources to manage the radioactive waste safely 14 If the conditions are not met or the shipment cannot be completed A Competent Authority may decide that the radioactive waste must be returned to the holder if no safe alternative can be found

17 Regulation 1493/93 (EURATOM) A holder shall obtain a prior written declaration by the consignee of the radioactive substances to the effect that the consignee has complied: Article 3 of 80/836/Euratom (now 2013/59) Requirements for storage and disposal 17 Declaration standard document (Annexes I and II to the Regulation) 3 year validity Consignee shall send the declaration to CA (Country of Destination) for confirmation (stamp) Consignee shall send it back to the Holder
18 Regulation 1493/93 (EURATOM) The Holder provides within 21 days the CA (Country of Destination) with information on: Names and addresses of consignees the total activity per radionuclide delivered to each consignee and the number of such deliveries made the highest single quantity of each radionuclide delivered to each consignee the type of substance: e.g. sealed source 18
19 under revision 2009/71 Scope Any civilian nuclear installation operating under a licence at all stages covered by this licence Objectives Community framework to maintain and promote the continuous improvement of nuclear safety and its regulation Provide for appropriate national arrangements for a high level of nuclear safety Also important to ensure the safe management of spent fuel and radioactive waste, including at storage and disposal facilities 19
