2 TSO responsibilities: impact pilot project Scope of pilot project: Design and evaluation of a harmonised reactive balancing market with XB optimization of Frequency Restoration while keeping control areas, bidding zones and regulatory oversight intact. NC LFC&R: TSO responsibilities Conclusion: Elia and TenneT NL operate an LFC Block coinciding with the LFC Area. TenneT NL and Elia individually responsible for the dimensioning of FRR for their LFC Block; TenneT NL and Elia individually responsible to achieve satisfactory FRCE (ACE) regulation quality for their LFC Blocks. 2
3 NC LFC&R: Control Processes Terminology for Control Processes for the sake of pan-eu harmonization: Frequency Containment: (mandatory) stabilize frequency change after imbalance to value <> 50 Hz Frequency Restoration: (mandatory) restore (the balance of the LFC Area &) the frequency of the Synchronous Area within Time to restore frequency (TTRF), being currently 15 minutes for RG CE Replacement: (optional) free-up FRR to cope with future imbalances/incidents Reserves / Frequency Frequency Containment Process FCR automatic FRR manual FRR Frequency Restoration Process FRR Reserve Replacement Process RR Time to Restore Frequency Mapping of current reserves on new terminology (RG CE area) FCR: former primary reserves. Out of scope. FRR: sum of former secondary and tertiary reserves (activation time < TTRF). In scope. RR: all flexibility with an activation time > TTRF; in some market designs (e.g. Belgium and TenneT) this is left up to the market itself. Out of scope. 3
4 FRR dimensioning rules FRR dimensioning rules to be respected on level of LFC Block Upward (downward) FRR Capacity shall cover > 99% of negative (positive) ACE_OL of LFC Block; FRR Capacity shall be sufficient to cover dimensioning incident (upward/downward); Indirect link between FRCE (ACE) quality, afrr - mfrr ramp rates and dimensioning Split between afrr and mfrr / ramp rates of afrr and mfrr to be defined with the aim to respect FRCE (ACE) quality targets Level 1 FRCE Range: max. 30% of FRCE 15-min values can exceed Range Level 2 FRCE Range: max. 5% of FRCE 15-min values can exceed Range Conclusions: Indirect link between product ramp rates, volumes and dimensioning Important to consider in case of harmonizing FRR products Hence harmonization of afrr ramp rates for exchange of afrr energy can have potential impact on afrr capacity procurement costs Link between ACE_OL of LFC Block and required FRR Capacity Important to consider for the case that the exchange of FRR balancing energy impacts local ACE_OL 4
5 Activation sequence Frequency Restoration Process in BE & NL The Frequency Restoration Process in BE and NL consists of three processes: First stage: igcc (automatically and continuously) Avoid simultaneous counter-activation of FRR balancing energy by Imbalance Netting Requires sufficient cross-border transmission capacity after ID market is available. Reduces need for activation of balancing energy and impacts remaining transmission capacity for further XB exchange of balancing energy. Already capturing a large share of benefits of Xb collaboration. afrr (automatically and continuously): Automatic controller of LFC Block reacts on residual ACE_OL of LFC Area after Imbalance Netting; and mfrr activation. mfrr: (ad-hoc decision, discretely): Dispatcher of the LFC Block can decide to activate mfrr balancing energy in case afrr capacity is insufficient; or has to be relieved for further imbalances. TenneT and Elia do not perform economic optimisation in the use of afrr and mfrr. Activation trigger for both products is based on technical considerations (regardless of underlying price of products). afrr and mfrr shouldn t be combined into a single MOL due to risk of counter-activation Different activation order of reserves at TSOs would result in barrier for CoBa formation 5
