Elia s proposal on Transfer of Energy PATRIK BUIJS (MARKET DEVELOPMENT) ARP WORKSHOP, 16/03/2017, BRUSSELS

Overview 1. The BidLadder pilot project: a pilot for a new product and for transfer of energy 2. Transfer of Energy: an introduction to the concept 3. Transfer of Energy brought to reality a) Phase 1: As from 1/7/2017 b) Phase 2: As from the necessary legal framework is in place 4. Key messages 24

1. The BidLadder pilot project: a pilot for a new product and for transfer of energy 25

The BidLadder pilot project: a pilot for a new product and for transfer of energy CIPU Non-CIPU Reserve products (R3 std, R3 flex, ICH) Non-reserved ( free bid ) 1/7/2017 Market opening: Flexibility from non-cipu units (both load and generation) can be offered to Elia as free bids for balancing as from 1/7/

The BidLadder pilot project: a pilot for a new product and for transfer of energy Minimum volume Activation period Activation duration Pricing Award criteria Availability Gate Closure Time Requirements for a non-reserved tertiary control power for non-cipu ( Non- CIPU Free bid ) 1 MW (at pool-level, not at delivery point level) Only the periods as offered to Elia, on 15min basis Maximum four 15min periods, but subject to prolongation information included in the offer (ranging from 1 QH to max 4 QH) Free in /MWh, paid-as-bid Based on techno-economic merit order (cf. balancing rules) Only for the 15min periods for which a volume was offered at Gate Closure Time Real-time minus 45 minutes Non-reserved tertiary control power: A low-barrier product for all kinds of flexibility available on a 15min basis. 27

The BidLadder pilot project: a pilot for a new product and transfer of energy TSO ** DSO Focus of the remainder of this presentation Without ToE* 1/7/2017 With ToE Adapted legal framework needed * ToE = Transfer of Energy ** Including delivery points within a TSO-connected CDS and delivery points with a submeter DSO involvement needed The pilot project starts without Transfer of Energy and with delivery points connected to the Elia network. However, the ambition is clear, i.e. to also enable delivery points from DSO networks and to enable Transfer of Energy. Transfer of Energy is a feature that will not be limited to one product, also R3 and other products will evolve including ToE 28

2. Transfer of Energy: an introduction to the concept 29

Transfer of Energy: an introduction to the concept Energy Market Balance Responsible Party (BRPsource) Without a ToE-mechansism, the supplier would make a loss as he bought (and pays to the market) the energy, but can only invoice a smaller amount to the end consumer who reduced its load as requested by the BSP Also the BRP(source) needs to be corrected, otherwise he suffers an imbalance for the activated volume beyond its control. Elia = FRP* Balancing Service Provider (BSP) BRP of the BSP Energy Supplier Transfer of Energy boils down to 2 things: - Correction of the perimeter of the BRP(source) - Financial compensation between BSP and Supplier End consumer * FRP = flexibility requesting party 30

Transfer of Energy: an introduction to the concept Contractual Set Up Supply Flex Activation Info provision Settlement Energy Market 100MWh Supplier Grid User BSP OUT ( ) In ( ) 100@50 In (MWh) 82@55 18@yy BRP source OUT(MWh) Supplier Contract 82MWh@55 82MWh Imbalance Correction (18MWh) Based on baselining Settlement Contract 18 MWh@yy Aggregated Info to allow settlement TSO Flex Contract 80MWh 20MWh@XX BRPbsp AS supply contract In ( ) OUT ( ) 20@xx AS Capa Contract In (MWh) OUT(MWh) @yy Rem. Flex Contract 20MWh 100MWh

The contractual setup: who is who The Base Case BSP (6) (9) (1) BRP BSP (11) (2) Elia/FDM (3) ACH (7) (10) (4) BRP source (5) Supplier Contracts signed by Elia: 1) «New» GFA for Tertiary Control Non-Reserved Power 2) «classic» BRP contract 3) «classic» ACH contract 4) «classic» BRP-contract 5) New data contract with supplier for facilitating data-transfer ToE Arrangements Elia knows/should know about: 6) BSP assigns a BRP BSP 7) ACH assigns a BRP source 8) GU assigns an ACH 9) GU Declaration 10) Supplier notification (ACH contract, Annex 3) 11) BSP-Supplier Agreement on financial compensation ToE (8) GU Other relations (not exhaustive) BSP= Balance Service Provider (~FSP) BRP= Balance Responsible Party ACH= Access Holder GU= Grid User FDM = Flexibility Data Manager The above scheme is the generic view with all roles shown separately. However, the scheme can be simplified when one party takes more than one role. e.g. BRPsource is also BSP and BRPbsp e.g. Grid Users acts as BSP 32

3. Transfer of Energy brought to reality Phase 1: As from 1/7/2017 Phase 2: As from when the necessary legal framework is in place

Transfer of Energy brought to reality a) Phase 1: as from 1/7/2017 As the legal framework was not adapted in time to allow a Go-Live of the BidLadder project including Transfer of Energy However, the product Non-Reserved Tertiary Control for Non-CIPU units goes live on 1/7/2017, accepting situations where all ToE aspected are arranged between those parties involved for a delivery point. Two schemes will be allowed: Situation 1: BSP = BRPbsp = BRPsource = Supplier Situation 2: At least one of the four parties involved in ToE is different from the others, BUT their is a joint agreement amongst all parties involved BSP (6) (1) BRP bsp (2) (3) Elia/FDM (4) BRP source (5) BSP (6) (1) BRP bsp (2) (3) Elia/FDM (4) BRP source (5) (7) (11) (7) (11) Supplier ACH Supplier (9) (10) ACH (9) (10) (8) (8) GU 34 GU

Transfer of Energy brought to reality b) Phase 2: once the legal framework is in place Once the legal framework is in place, all parties can be different and there is no longer a need to have a joint agreement to settle the ToE aspects amongst those involved. (1) Elia/FDM (5) (2) (4) BSP (6) BRP bsp (3) BRP source (11) (7) (9) ACH (10) Supplier (8) GU From a practical perspective, the legal framework should ensure that: - Transfer of Energy rules are established - Elia acts as Flexibility Data Manager providing BSP and Supplier with the necessary information on volumes to allow ToE settlement. - Fall-back solutions are in place for the cases where no price agreement between BSP and Supplier can be found 35

Transfer of Energy brought to reality b) Phase 2: once the legal framework is in place What has to happen once the legal framework is in place? Creating Transfer of Energy Rules Amending the ARP-contract Arranging the imbalance adjustment ( perimeter correction ) Amending the Balancing Rules Amending the General Framework Agreement All changes follow the normal proces, incl. public consultation, WG Balancing, etc. Setting up Elia-Supplier contracts with respect to the information exchange The contractual and regulatory framework should be adapted to take into account the necessary ToE-related aspects. Estimated lead time 7-8 months as from when the legal framework is in place. 36

4. Key messages

Key messages With the new product Non-reserved tertiary control power for non-cipu units, a great milestone in market opening for flexibility will be taken (even in absence of ToE) The new product Non-reserved tertiary control power for non-cipu units is a low-barrier product with rather mild technical requirements. Arranging the Transfer of Energy enables flexibility to find its way to the market via different parties without negatively impacting the other involved parties. Market parties can continue to collaborate and are not obliged to follow the generic Transfer of Energy scheme. Enabling Transfer of Energy requires the legal, regulatory and contractual framework to be amended. The ambition is to further develop the product and Transfer of Energy towards delivery points in DSO networks. Transfer of Energy will now be applied on one product, but other products are likely to follow. 38
