1 HDT Florence, KY & Cincinnati, OH Supplier Quality Clauses Page 1 of 17 GSI: Government Source Inspection Required GSI - Government Source Inspection (GSI) - Government Source Inspection or Government Surveillance is required prior to shipment from your facility. Upon receipt of this order, promptly notify the government representative who services your facility so that appropriate planning for government inspection can be accomplished. If a government representative does not service your plant, contact the Defense Contract Management Command (DCMC) for direction. In the event the government representative or office cannot be located, contact the HDT Purchasing Department immediately. Evidence of GSI or Waiver of GSI will be a requirement for each shipment. QC-100: Quality Management System The seller shall maintain a Quality Management System that complies with the requirements of ISO 9001 or a Quality Management System approved by HDT. Suppliers that are registered by an RAB accredited registrar are preferred. QC-101: Identification, Preservation, and Packaging All shipments to HDT must be packaged to avoid damage and deterioration and must be shipped to the address specified on the PO unless otherwise noted. Packaging and packing shall be in accordance with good commercial practices unless otherwise specified on the PO. Parts shall not be intermingled unless otherwise specified. Each box or container shall be labeled and have as a minimum the following information: (1) Part number and revision, (2) PO number, (3) PO Line Item, (4) Quantity and (5) Manufacturer's identification. QC-102: Source of Supply Suppliers are responsible to ensure compliance for materials used to manufacture parts supplied to HDT Expeditionary Systems, Inc.. Suppliers will only purchase materials from Original Equipment Manufacturers (OEM's), standard catalogues, or the OEM authorized distributors. Purchasing from independent brokers or other sources is not authorized unless approved in writing by HDT Expeditionary Systems, Inc.. QC-103: Measuring and Test Equipment It is the seller's responsibility to ensure all equipment, including Customer Furnished Equipment and Government Furnished Equipment, used to test and inspect HDT supplied parts are maintained and traceable to the National Institute of Standards and Technology (NIST) requirements. A calibration system in accordance with ISO , ANSI/NCSL: Z540-1, or equivalent will be used by the supplier. QC-104: Control of Quality Records All records related to the manufacturing, testing and inspection of parts supplied to a HDT Expeditionary Systems, Inc. purchase order will be maintained for a minimum of 10-years unless otherwise specified by the individual HDTcompany. 1

2 HDT Florence, KY & Cincinnati, OH Supplier Quality Clauses Page 2 of 17 QC-105: MRB The Supplier does not have MRB authority to accept or repair non-conforming product. Any nonconformances on final deliverable product to the purchase order, drawing, specifications or applicable documents must be submitted to HDT for approval prior to shipment. QC-106: Shelf Life (80%) No materials with a shelf-life date will be shipped to a HDT Expeditionary Systems, Inc. purchase order with less than 80% of the full shelf-life as determined by the original manufacturer unless previously approved in writing by HDT. The expiration dates shall be clearly recorded on the packaging and the shipping documents. QC-106-A: Shelf Life (85%) No materials with a shelf-life date will be shipped to a HDT Expeditionary Systems, Inc. purchase order with less than 85% of the full shelf-life as determined by the original manufacturer unless previously approved in writing by HDT. The expiration dates shall be clearly recorded on the packaging and the shipping documents. QC-106-B: Shelf Life (90%) No materials with a shelf-life date will be shipped to a HDT Expeditionary Systems, Inc. purchase order with less than 90% of the full shelf-life as determined by the original manufacturer unless previously approved in writing by HDT. The expiration dates shall be clearly recorded on the packaging and the shipping documents. QC-107: Temperature Sensitive Material The Seller must identify each shipment of temperature sensitive material with the manufacture date, storage temperature and recommended shelf life, in addition to the normal identification requirements of Name, Type, Size, Lot Clause and Quantity. Identification and special handling conditions must be recorded on the shipping document. QC-108: Test and Analysis Data The data from any qualification testing, functional testing, analysis test and/or lot acceptance test required for the manufacturing of HDT parts shall be maintained for a minimum of 10 years and available upon request from the buyer. QC-109: Certification of Special Processes If drawings and/or specifications listed in this purchase order require special processes at the seller or the seller's sub-tier, these processes shall be documented, reviewed and approved by HDT Expeditionary Systems, Inc. prior to production. Approval of special processes by HDT does not absolve the supplier from supplying conforming product. QC-110: Notification Responsibility 2

3 HDT Florence, KY & Cincinnati, OH Supplier Quality Clauses Page 3 of 17 The Supplier shall inform HDT immediately where there is a reason to suspect that products previously supplied to HDT may not be in accordance with the HDT drawing, specification or purchase order requirement. QC-111: Control of Lower Tier Suppliers The Supplier shall flow-down all applicable HDT purchase order requirements, including, but not limited to Terms and Conditions and Quality Clauses to Sub-Tiers performing work involving this purchase order. QC-112: Supplier Corrective Action Requirement A Supplier Corrective Action will be forwarded by HDT to a Supplier when corrective action is required. Upon notification of the non-conformance, the supplier shall take immediate containment action and complete the analysis of cause and proposed corrective action within 10 days. Failure to respond in a timely manner may result in the removal of Supplier from the Approved Suppliers Listing. Upon notification of the non-conformance shipments may be suspended until containment processes are enacted. QC-200: Quality Management System The seller shall maintain a QMS that complies with the requirements of TS Suppliers registered by an RAB accredited registrar are preferred. QC-201: Quality Management System The seller shall maintain a QMS that complies with the requirements of AS9100. Suppliers registered by an RAB accredited registrar are preferred. QC-202: FAI Per AS9102 QC-202: FAI Per AS A first article inspection (FAI) in accordance with AS9102, is required for this purchase order. First Article is required for the First Time Submission and any time there is: (1) A change in the part s design, (2) For each production set-up, (3) A change in manufacturing source(s) process(es) inspection method(s) location of manufacture, tooling or materials, (4) A change in numerical control program or translation to another media that can potentially affect Fit, Form, or Function (5) A natural or man-made event, which may adversely affect the manufacturing process, (6) A lapse in Production of Two Years, or as specified by the customer. NOTE: A copy of the Dimensional Inspection Report, from the respective production lot, shall be provided with each delivery of goods. This Clause does not apply to standard Commercial Off The Shelf (COTS) items unless they have been Modified or Altered. QC-202A: FAI Per HDT DM#60253 Instruction QC-202A: - FAI per HDT DM# A first article inspection (FAI) is required for this purchase order. Results to be documented per Instructions on HDT form DM# An FAI is required for the First Time Submission and any time there is: (1) A change in the part s design, (2) For each production set-up, (3) A 3

NOTE: A copy of the Dimensional Inspection Report, from the respective production lot, shall be provided with each delivery of goods. This Clause does not apply to standard Commercial Off the Shelf (COTS) items unless they have been Modified or Altered. QC-203: Source Inspection Parts and materials supplied to this purchase order require source inspection by HDT Expeditionary Systems, Inc. or government representative prior to shipment. The supplier will notify the individual HDT Company in advance when parts and materials will be ready for source inspection. It is the supplier's responsibility to ensure part conformance to specified requirements prior to requesting source inspection. QC-204: Solderability Any solderable parts supplied to HDT manufactured must meet the solder ability requirements of the applicable ANSI/J-Standards. QC-205: ESD All electrostatic sensitive devices shall be packaged, marked and handled in compliance with ANSI/ESD S20.20 (or equivalent). QC-206: Printed Circuit Boards PCB's will comply with IPC-A-600 unless otherwise specified. QC-207: Circuit Card Assemblies CCA's will comply with IPC-A-610, Acceptability of Electronic Assemblies, unless otherwise specified. QC-208: Circuit Card Assemblies CCA's will comply with IPC-J-STD-001, Requirements for Soldered Electrical and Electronic Assemblies unless otherwise specified. QC-209: Wiring Harnesses Cables and Wiring Harnesses will comply with IPC/WHMA-A-620 unless otherwise specified. QC-210: Reworked Circuit Card Assemblies The seller may rework CCA's supplied to this purchase order in accordance with IPC-7711A. QC-211: Moisture Sensitive Components 4

5 HDT Florence, KY & Cincinnati, OH Supplier Quality Clauses Page 5 of 17 All moisture sensitive components, as classified by IPC/JEDEC J-STD-033 or other documented procedure. QC-300: Certificate of Compliance All parts supplied to this purchase order will be accompanied by a C of C. The C of C will be dated and signed by the responsible company representative certifying the supplied parts meet all purchase order, specification, and drawing requirements from the buyer. Certifications must include the following: (1) HDT PO Number (2) HDT Part Number, Revision, Serial Numbers and Lot Clauses where applicable. (3) Quantity Shipped (4) Name of approved lower-tier supplier and descriptions of service provided (if applicable) (5) Authorized signature and date. QC-301: Certificate of Analysis A Certificate of Analysis is required to accompany all materials supplied to this purchase order. The C of A will include: (1) Manufacturer's name (2) Country of origin/melting/smelting (3) Specification number (4) Material grade (5) Material condition (6) Size (7) Heat lot (8) Date Clause (9) Chemical analysis (10) Physical properties applicable to the procured material QC-302: Certificate of Test All parts supplied to this purchase order will be accompanied by a C of T. The C of T will be dated and signed by the responsible company representative certifying the supplied parts meet all purchase order, specification, and drawing requirements from the buyer. Certifications must include the following: (1) HDT PO Number (2) HDT Part Number, Revision, Serial Numbers and Lot Clauses where applicable (3) Quantity Shipped (4) Name of approved lower-tier supplier and descriptions of service provided (if applicable) (5) Authorized signature and date (6) Test Results (7) Name and Address of the tester or independent laboratory (8) Date and run time if applicable 5

6 HDT Florence, KY & Cincinnati, OH Supplier Quality Clauses Page 6 of 17 QC-303: UID Marking Requirement Unique Identification (UID) marking on labels, decals or metal plates shall be per MIL-STD130M. The UID marking shall have a minimum Grade of B when verified per ISO/IEC Sampling of the verification of the UID marking requirements shall be per ANSI/ASQC Z1.4 using General Inspection Level II and Single Sampling Plans for Reduced Inspection at an AQL of 1.0. The first and last UID marking on labels, decals or metal plates of the lot shall be part of the samples that are verified. SSFL-401: Special Quality Requirements The seller must comply with special requirements as specified in detail on the Purchase Order, or accompanying QS Form 7-1.2f1. Deliverable: As required by Purchase Order, or QS Form 7-1.2f1. SSFL-402: Wire Identification Requirement Seller must identify each package or spool of wire permanently and legibly with (1) HDT SSI s Purchase Order Number, (2) Gauge, (3) Military Specification, or (4) HDT SSI s Specification Number (if applicable). Deliverable: Supplier must identify each package or spool with Purchase Order Number, Gauge, and Military Specification/HDT SSI s Specification Number. SSFL-403: Counterfeit Electronic Parts All electrical, electronic and electro-mechanical parts delivered and/or used in the manufacture of products shall be from the Original Component Manufacturer (OCM)/ Original Equipment Manufacturer (OEM) or their franchised dealer or an authorized distributor. Parts shall not be acquired from independent distributors or brokers unless specifically authorized in writing by the buyer. The Seller shall verify the procurement source and associated certifying paperwork. Appropriate inspection and/or test methods shall be used to detect potential counterfeit parts and materials. The Seller shall flow this requirement down to all sub-tier suppliers to prevent the inadvertent use of counterfeit parts and materials. The Seller shall specify on their purchase order to the sub-tier suppliers that they shall only procure electrical, electronic and electro-mechanical parts from the original manufacturer of the part or the original manufacturer's authorized distributor or authorized franchised dealer only. Suspect counterfeit or counterfeit parts will not be returned to Seller nor reimbursed. Seller shall, at its expense, promptly replace any suspect counterfeit or counterfeit parts with new parts conforming to the requirements of the Purchase Order. SSFL-404: Manufacturer s Traceability Document These requirements establish the minimum certification and documentation documents required when selling, consigning and/or supplying material to HDT-ES. All material supplied to HDT-ES must be traceable to a regulated source. Additional and/or unique requirements may be specified on HDT-ES's purchase order. It is expected that all requirements will be honored by our suppliers. Any deviations require written approval from HDT-ES's Quality Management prior to shipment. SSFL-405: HDT Furnished Material 6

Seller is responsible for processes specified on Purchase Order/Drawing(s). SSFL-406: Fastener Quality Assurance FASTENER QUALITY ASSURANCE PROGRAM IS REQUIRED Specified items are or may contain at least Grade 5 Fasteners as defined in SAE J429. Supplier is required to maintain a Fastener Quality Assurance Program. Specific details are included with the purchase order by a Fastener Quality Assurance Program Outline. SSFL-407: MIL-STD-2000 MIL-STD-2000 OR J-STD-001 STANDARDS FOR ELECTRICAL AND ELECTRONIC ASSEMBLIES The seller must comply with military standard MIL-STD-2000 or equivalent industry standard J-STD-001 in the manufacture and delivery of products/materials on this order. The alternate industry standard has been approved by the Government as a result of HDT SSI's Single Process Initiative on soldering requirements. The supplier is authorized to use the same equivalent industry standard at no cost or schedule impact to HDT SSI. Deliverable: Certification documentation to MIL-STD-2000 or J-STD-001. Submit with First Article. For units delivered after the First Article, Supplier shall retain on file pursuant to Note 36. SSFL-408: SPC Plan Required Supplier is required to submit and maintain an SPC Plan for specified item. The plan shall include the methods used to control the major characteristics of the specified item, and data exchange with HDT SSI. The statistical methods shall be in accordance ANSI/ASQC B1/B2/B Guide for Quality control Charts/Control Chart Method of Analyzing Data/Control Chart Method of Controlling Quality during production. The plan shall be submitted to HDT SSI s Quality Assurance for approval prior to production. Deliverable: Approved SPC Plan. Data exchange as required by the plan. SSFL-409: In-process Audits HDT SSI will conduct random in-process audits at Seller's facilities of Seller's quality system, manufacturing processes, and process controls to ensure that processes provide for adequate verification of critical product characteristics, that processes are understood by manufacturing and inspection personnel, and that documented evidence of process control exists. HDT SSI will contact Seller in advance of an audit visit to ensure that HDT SSI product will be in work. SSFL-410: External Threaded Fastener Requirement Seller must provide test report data per the following applicable sections. (1) Hex cap Screws: (Inch) - SAE J429/FF-S-85 Certification Required Specified items are at least a Grade 5 fastener as defined in SAE J429. FF-S-85 applies in full (latest revision). Head markings shall conform to SAE J429 and shall include the manufacturer s identification symbol. (2) Hex cap screws: (Metric) - SAE J1199 or ASTM F568 Certification Required. Certification to DIN or ISO equivalent acceptable. Specified items are at least property class

8 HDT Florence, KY & Cincinnati, OH Supplier Quality Clauses Page 8 of 17 (3) Alloy Steel Hex Socket Cap Screws: (Inch) - ANSI/ASME B18.3 Test Certification Required (4) Alloy Steel Hex Socket Cap Screws: (Metric) - ANSI/ASME B18.3 Test Certification Required. Certification to DIN or ISO equivalent acceptable. (5) Any externally threaded fastener not defined above shall be tested per requirements defined by HDT SSI s drawing and applicable specifications. These requirements are applicable to fasteners with a tensile strength of 120,000 PSI or greater. Deliverable: Legible and reproducible copy of chemical, physical and plating reports, as required, as well as certification to the applicable requirements and purchase order. SSFL-411: Hardness Critical Hardness Critical: This item is a Hardness Critical Item. For the purpose of this drawing, deviation from the 'Suggested Sources of Supply' is not permitted. All changes to or proposed substitutions for this Purchase Order shall be evaluated by HDT and the responsible engineering activity. SSFL-412: Lead Free Parts/Part Marking Part marking and labeling of components, PCBs and PCBAs to identify materials as not lead free, or lead free as detailed in IPC/JEDEC J-STD-609. SSFL-413: GFE/CFE Material CONTROL OF BUYER / CUSTOMER/ GOVERNMENT FURNISHED MATERIAL/EQUIPMENT: Raw material supplied by HDT, HDT s customer(s), and / or the Government to be used in the Supplier s finished product shall be inspected upon receipt for evidence of acceptance and be maintained and controlled throughout the manufacturing process. Equipment, tools, gauges, etc. supplied by HDT, HDT's customer(s), and / or the Government to be used while processing the Supplier s finished product shall be inspected upon receipt for evidence of acceptance, calibration, and maintained and controlled throughout the manufacturing process. The Supplier must support HDT during periodic customer / government audits. The contractor shall require subcontractors provided Government property under the prime contract to comply with the requirements of this subpart. Procedures for assuring subcontractor compliance shall be included in the contractor s property control system. Where the property administrator assigned to the contract has requested supporting property administration from another contract administration office, the contractor may accept the system approval of the supporting property administrator instead of performing duplicative actions to assure the subcontractor s compliance. SSFL-414: GE Quality Spec Imposed HDT Power Technology, Inc. REV. August 05, 2010 QUALITY NOTE CODE QUALFAI HDT First Article Inspection Requirements Supplier Instructions A First Article Inspection (FAI) at Seller's facility by the Buyer is required prior to shipment. Seller shall notify the Buyer at least ten (10) days in advance of the date material is expected to be ready for 8

Seller without additional charge shall provide a safe place to work, reasonable facilities, and assistance for the convenience of Buyer in the performance of their duties. If Buyer inspection or test is performed at a location other than the premises of Seller or a subcontractor, it shall be at the expense of the Buyer except as otherwise provided in the Purchase Order; provided that, in case of rejection, Buyer shall not be liable for any reduction in value of samples used in connection with such inspection or test. The following must be made available to HDT Power Technology, Inc. at the time of FAI: 1 FAI Inspection Data (For GE Parts, Ballooned Drawings & Completed Characteristic Accountability and Verification Spreadsheets. 2 All raw material certifications, certificates of analysis, and/or certificates of test, as required. 3 All NDT results as applicable: X-rays, Magnetic Particle, Dye-penetrant, etc... 4 All operator certificates for performing special processes, inspection, etc., as required. 5 Any other data required by drawings and/or specifications. 6 All previously mentioned data from sub-tier suppliers. The requirement to perform the FAI at the Seller's facility may be removed from this Purchase Order at Buyer's discretion, and will require the Seller to provide the necessary documentation to HDT prior to shipment. The Seller must not release any furnished material for shipment without the HDT approval on the FAI. HDT Power Technology, Inc. REV. August 05, 2010 QUALITY NOTE CODE CUSTRQGE1 GE Requirements Supplier Instructions GE-A will be the End User of this material. In result, the following requirements are imposed and will supersede any conflicting HDT Power Technology, Inc requirements. Export Control Requirements The following parts in this Purchase Order are EAR (Export Administration Regulations) (Commercial) Controlled. The Export Control Classification Number (ECCN) is either 9E991 or EAR99. FARS & DFARS Requirements The following FAR Provisions are imposed: SUBCONTRACTS FOR COMMERCIAL ITEMS AND COMMERCIAL COMPONENTS PREFERENCE FOR PRIVATELY OWNED U.S. FLAG COMMERCIAL VESSELS (46 U.S.C APPX 1241 AND 10 U.S.C 2361) (FLOWDOWN REQUIRED IN ACCORDANCE WITH PARAGRAPH (D) OF FAR CLAUSE ) SERVICE CONTRACT ACT OF COMBATING TRAFFICKING IN PERSONS EXEMPTION FROM APPLICATION OF THE SERVICE CONTRACT ACT TO CONTRACTS FOR MAINTENANCE, CALIBRATION, OR REPAIR OF CERTAIN EQUIPMENT-REQUIREMENTS EXEMPTION FROM APPLICATION OF THE SERVICE CONTRACT ACT TO CONTRACTS FOR CERTAIN SERVICES-REQUIREMENTS The following DFAR Provisions are imposed: RESTRICTION ON ACQUISITION OF CERTAIN ARTICLES CONTAINING SPECIALTY METALS TRAINING FOR CONTRACTOR PERSONNEL INTERACTING WITH DETAINEES SUBCONTRACTS FOR COMMERCIAL ITEMS AND COMMERCIAL COMPONENTS 9

10 HDT Florence, KY & Cincinnati, OH Supplier Quality Clauses Page 10 of TRANSPORTATION OF SUPPLIES BY SEA (10 U.S.C. 2631) NOTIFICATION OF TRANSPORTATION OF SUPPLIES BY SEA (10 U.S.C. 2631) Quality Requirements GE Quality Specifications Imposed: S-1000 The following statements are specific requirements taken directly from the GE-AS-1000 procedure. These requirements were extracted and placed on the Purchase Order so the Seller can get a general understanding of the GE-A Requirements. We encourage the Seller to read the specifications and direct any applicability questions to HDT. Section C.1. -For all work performed by Sub-tier Suppliers: Section C.1.A. -The manufacturer is responsible to assure that all GE-A requirements applicable to the processes, characteristics or material contracted to the Sub-tier Supplier are specified in the purchasing document. Section C.1.B. -The manufacturer is responsible to flow down any changes in GE-A requirements. Section C.1.C.-C. The purchasing document must define GE-A as the end user for all GE part numbers. Section C.2.A.-A. The supplier's material and special process control system shall assure that: Section C.2.A.1 -Material and Special Process Test Reports (i.e., material certifications, certificate of tests) are available and maintained on file for all material received. Testing shall be performed by a (S- 400/S-450) certified testing lab for parts requiring Source Substantiation (Ref: S-1001, S-400, S-450). HDT Note: Parts requiring Vendor Substantiation will have a note on the drawing stating "Vendor Substantiation Required." Also, the HDT-PTI Purchase Order will identify whether the part requires Vendor Substantiation. If needed, HDT-PTI can help find a (S-400/S-450) certified testing lab in your area. Section C.2.E. -For parts that do not have the VSE requirement on the drawing, approved special process suppliers are not required to be used. GE-A recommends that suppliers working on non-vse parts use certified S-400/S-450 laboratory. Section C.2.A.2. -Material and Special Process Test results reflect all requirements of the drawing and/or specification and conform to drawing and/or specification limits. Documented evidence of this conformity shall include a listing of each material element or test result in the applicable test report. The applicable test report, which shall be signed by a cognizant test laboratory person, shall clearly describe whichever of the following is correct: Section C.2.A.2.a. -All tests and inspections have been performed and results meet the drawing and/or specification requirements, or Section C.2.A.2.b. -All tests and inspections have been performed and the results meet all the drawing and/or specification requirements, except, which does not meet requirements, or Section C.2.A.2.c. -All tests and inspections have been performed and the results meet all drawing and/or specification requirements, except test(s), which was not performed per the drawing and/or specification requirements. Section C.2.A.4. -Material shall remain identified until its identity is necessarily obliterated. Section C.2.A.5. -Excess processing material will not be returned to storage until its proper identification has been re-established and restored. Section C.2.B. -When material or special process services are subcontracted, the supplier shall provide the sub-contractor with a procurement document that reflects the applicable drawing and/or specification number and revision, test requirements 10

Section D.1. -Sampling of nondestructive testing (NDT) is not permitted when the NDT is performed to fulfill a drawing or specification requirement. This does not apply to in-process NDT used to increase yield. Section D.2. -All characteristics on all parts must be accounted for and verified on products and services provided to GE- A. Requirements for characteristic accountability, verification and product acceptance are defined in GE-A Quality Specification S-1002, titled "GE -Aviation Requirements for Supplier Characteristic Accountability & Verification". Section E.3.A -Requirements Each GE-A drawing that specifies the marking of serial number requires that the item be marked in accordance with the marking specification identified in the drawing, with a unique serial number, applied at the drawing level only and be assigned from the supplier block of serial numbers. NOTE - GE-A serial numbers that were required by a lower level drawing shall not be removed or remarked unless so required by the drawing. Section F. -Records shall be maintained in accordance with Appendix C. Section G. Non-conformances shall be documented in accordance with Appendix D. In those instances where it is indicated that nonconforming material may have been shipped, the system shall provide for prompt purchaser notification. Section H. -The system shall ensure the material is packaged in accordance with the applicable requirements and is accompanied by the required shipping and technical documents. See Appendix E. Section Q.1. -In addition to complying with all requirements listed in this document, prime suppliers are required to flow down applicable portions of this document that are imposed by GE-A purchase order to sub-tier sources Section R An unusual visual condition can exist when a GE-A product contains a technically acceptable visual condition, which could result in unfavorable reaction or questions when seen by a customer. Section R.2. -Examples include, but are not limited to the following: Section R.2.a -discoloration Section R.2.b -uneven surface condition Section R.2.c -evidence of rework/repair Section R.2.d -result of process change which alters the appearance of the part from parts shipped prior to the process change. SSFL-415: Hardware FQA Fastener Quality Act - A written Certification of Conformance is required from the manufacturer of these parts assuring that fasteners have been manufactured and/or tested in accordance with the applicable standards and specification of this Act and records are on file. The Act places responsibility on persons who manufacture and sell fasteners to assure that such fasteners have been manufactured in accordance with applicable standards and specifications by having they tested in a laboratory accredited by NIST, or by an organization approved by NIST. The assurance required is a written certificate of conformance which manufacturers, importers, private label distributors, and persons who significantly alter fasteners must keep on file for a period of five years. This assurance must also be supported by an original test report in the custody of the above named individuals, which must also be retained for five years. SSFL-416: Product Cleaning and Cleanliness All purchased parts shall be free of contaminants (including but not limited to cutting, grinding and tapping coolants and lubricants, welding materials, any other processing materials such as marking inks and tape). Contaminants shall be removed by the Supplier using appropriate cleaning process prior to shipping to HDT, any HDT Customer, or HDT Supplier on behalf of HDT. 11

12 HDT Florence, KY & Cincinnati, OH Supplier Quality Clauses Page 12 of 17 SSFL-417: Non-conforming Material System All material found to be defective per Raytheon Company, here to refer to as buyer, specification(s) at the Supplier s facility must be withheld from shipment to buyer until the nonconformance have been reported to the Raytheon Supply Chain Representative and analyzed by the Raytheon Material Review Board (MRB)... The defective material must be identified with clear marking in a nonpermanent method or tagged as such if approved for shipment... A copy of any buyer s authorization to ship document must accompany the material and a copy sent to the Raytheon Supply Chain Representative who will send to project Quality Assurance engineer upon receipt... The supplier will not be delegated the authority to process nonconformance or to establish an MRB for material specified on the Purchase Order for any buyer materials. Unless expressly conveyed in writing by the buyers Supply Chain Representative. SSFL-418: DISTRIBUTOR'S QMS The Distributor shall comply with the following Quality System requirements: I. PROCUREMENT CONTROLS A. Distributor must: 1. Maintain an approved and/or qualified manufacturers list or for source(s) listed on the purchase order. 2. Have available and use the Government Qualified Products List (QPL) and the Government Qualified Manufacturers List (QML). 3. Procure all Military specification parts from QPL sources. 4. Define and stipulate in Distributor's purchase order to the manufacturer, applicable HDT and/or Military specifications and related requirements. B. Distributor certifies that: 1. For items still in production, materials and/or parts furnished to HDT are from a manufacturer for whom the Distributor is an authorized and/or Franchised Distributor. 2. For obsolete (Out of Production) items, materials and/or parts furnished to HDT are from sources that (1) were approved at the time of item manufacture (drawing-based items), and (2) can validate the authenticity of the item, based on part number and/or manufacturer's identification marking (MIL spec. items). Otherwise, the Distributor shall notify the HDT Buyer prior to acceptance of the Purchase Order, so a decision can be made on the purchase. II. MANUFACTURING SOURCE CONTROLS A. Distributor must have a quality system which: A. Distributor must: 1. Requires the manufacturer to submit inspection/test data for material purchased when required by the purchase order. NOTE: If the item is obsolete (Out of Production) and test data is not available, the Distributor shall notify the HDT Buyer prior to acceptance of the Purchase Order, so a decision can be made on the purchase. 12

Maintains files containing physical and electrical test reports, that verify conformance with applicable specification requirements, are on file in accordance with II.A.1. and II.A.2. All such data shall be maintained for a period of not less than 5 years from completion of all deliveries and made available to inspection by, or copies supplied to HDT upon request. B. Distributors that perform or sub-contract Value-Added assembly, processes, fabrication or productaltering operations of any kind shall have written authorization from the Original Equipment Manufacturer (OEM) and HDT on file. III. ELECTROSTATIC CONTROL 1. Take necessary precautions to ensure static sensitive items or repair services to static sensitive items are protected from electrostatic discharges. 2. Have an ESD Control Program Plan available for review. It is recommended the ESD Control Program Plan follow the guidelines of MIL-HDBK-263, titled "ESD Control Handbook for Protection of Parts, Assemblies and Equipment s". IV. RECEIVING CONTROLS A. Distributor must: 1. Identify received material and maintain traceability records to manufacturer's part number, lot number, and date code for all electronic and electrical parts, raw material and mechanical machined parts, semiconductor devices, integrated circuits and passive electrical components. 2. Identify and segregate nonconforming material. V. STOCK ROOM CONTROLS A. Distributor must: 1. Practice the "first in first out" principle of stock control. 2. Identify the quality status (acceptable vs. suspect) of material. 3. Provide for and maintain adequate environmental control of all material in its stock room. 4. Identify and segregate material. 5. Have a method of removing superseded and unacceptable supplies. 6. Maintain shelf-life & Electrostatic Discharge (ESD) controls over all material where applicable. VI. SHIPMENT CONTROLS A. Distributor must: 1. Ensure that all materials shipped against the purchase order are handled, identified, packaged & shipped in accordance with the purchase order requirements and associated specifications. SSFL-419: DOMESTIC SPECIALTY METALS This Purchase Order incorporates HDT's General Terms and Conditions of Purchase, which impose requirements with which you shall comply when filling this Purchase Order. Also, this Purchase Order incorporates the following contract clauses (as applicable) which shall be flowed down to all of your vendors that supply any articles delivered under this purchase order that include specialty metals. SSFL-420: Obsolescence Clause If at any time during the term of this Purchase Order, Supplier intends to make any changes to the configuration of the Product that might require Buyer to have to re-qualify the Product with its Government customer, then Supplier agrees to provide Buyer with written notice detailing the type and nature of such changes at least ninety (90) days in advance of such change becoming effective. Supplier also agrees to provide buyer with the opportunity to place a 'last time buy' order for the Product in such quantities as Buyer reasonably may require to fulfill future obligations of its US government customer. SSFL-421: RoHS Compliance Product will comply with the RoHS Directive on the restriction of the use of certain hazardous substances in electrical and electronic equipment (2002/95/EC) limiting the presence of Lead (Pb), Cadmium (Cd), Mercury (Hg), Hexavalent chromium (Hex-Cr), Polybrominated biphenyls (PBB), and Polybrominated diphenyl ethers (PBDE). For Cadmium and Hexavalent chromium, there must be less than 0.01% of the substance by weight at raw homogeneous materials level. For Lead, PBB, and PBDE, there must be no more than 0.1% of the material, when calculated by weight at raw homogeneous materials. Any RoHS compliant component must have 100 ppm or less of mercury and the mercury must not have been intentionally added to the component. 14

SSFL-423: STP Model Required SSFL-423 STP Model Required - Included with the hardware, HDT requires a model of the item in STP format along with a level 2 drawing. If a model is not available, a level 3 drawing is required. The drawings shall have all critical exterior features and dimensions i.e., mounting surfaces, connection points both electrical and mechanical, and lifting points, along with total weight and center of gravity. The model shall also have all critical exterior features i.e., mounting surfaces, connection points both electrical and mechanical, and lifting points. Maintenance and replaceable parts shall be identified and the necessary information provided. All loose parts supplied with the end item, shall be identified and documented. Any ancillary equipment that is recommended shall be specified during the quoting process. Any deviations or alternate proposals shall be discussed with our engineering department. SSFL-424: Mold Treatment SSFL-424 Mold Treatment - Wood material shall be treated with Fiberlock "Shockwave " fungicide & sanitizer to prevent the possibility of mold on all pallets and crating materials. "Shockwave" shall be applied per the product directions included on the MSDS. "Shockwave" is the approved environmentally friendly mold treatment product HDT has prescribed for our packaging, pallets & crating materials. SSFL-425: SDS REQUIRED SSFL SDS required - This purchase order contains Chemicals or Raw Material that will require manufacturing, machining or other processes at our facilities. These manufacturing processes may release toxic fumes, dust or gases. In order to meet regulatory requirements, a current copy of the Safety Data Sheet (SDS) MUST be provided with EACH shipment. SSFL-426: Material Cure Date SSFL-426 Cure Date - Material supplied to this Purchase Order Must have a Certificate of Cure Date. SSFL-427: Mercury Free C of C Required SSFL Mercury Free Certificate of Conformance Required Mercury or Mercury containing compounds SHALL NOT be intentionally added to, or come in direct contact with ANY hardware or supplies furnished under this contract.
