3 Operational Concept Points of Distribution, or PODs, is an operational program under the Disaster Relief component of CAP Emergency Services, Disaster Relief. Under NCEM, POD operations fall under ESF-7, Logistics. PODs are self-contained distribution points of emergency relief supplies such as water and food and other life-sustaining commodities to the general public following a significant disaster event. 3

5 As defined by the North Carolina Division of Emergency Management (NCEM): A POD is a location set up by a county to distribute life sustaining supplies to its citizens during a large scale or catastrophic incident. PODs are only used when central services such as power and water are out for a long period of time and stores are not open. Life sustaining supplies include emergency meals ready to eat (MRE), bottled water, and depending on the incident may include ice and/or tarps to help protect homes with roof damage. 5
6 In the immediate aftermath of an event, POD s are the first line of relief operations to affected clients. POD sites will be used for the purpose of receiving and distributing bulk emergency relief supplies such as water, ice, food and tarps within the first hours after an event. PODS support not supplant community resources We rely on community resources (retail sector) to provide essential resources to the extent possible. We make sure resources are available and not necessarily free. 6
7 The North Carolina Wing, Civil Air Patrol has partnered with the North Carolina Division of Emergency Management (NCEM) to provide human resources, and other assets as available to staff Points of Distribution sites across North Carolina, as the situation warrants. According to NCEM, NCCAP is it s FIRSToption, when a request comes in for a POD operation. 7

9 According To FEMA, There are four types of PODs: Type I Largest of all the types, suitable for large, high-density metropolitan areas. Type II Suitable for smaller metro areas, large suburban areas. Type III Suitable for medium to small suburban areas, high-density rural areas Untyped (Type IV) Suitable for low-density suburban and rural areas The following slides describe the various types in detail. 9

14 In North Carolina, The majority of calls for PODs will be for Type III, and Untyped PODs. Staffing of Type III and untyped PODs is the primary goal of the North Carolina Wing POD program. 14

20 Initial Assumptions To Be Made When Setting Up Initial POD Operations There will be little to no support (food, water, shelter) available initially when responding and setting up a POD site. Responding POD Teams must be self-sufficient until County resources are able to respond. 20
21 Initial Assumptions To Be Made, con t The reality of the situation may (will) be vastly different from the controlled environment of a training program. It is imperative that responding CAP personnel act with the utmost professionalism, and diplomacy when interfacing with other government personnel, and people adversely impacted by the event. 21
22 Initial Assumptions To Be Made, con t Flexibility will be key to adapting to an unknown, and potentially highly political environment. CAP personnel must be prepared to be asked by the host county to handle the operation, thus being the entire POD management structure. At the same time, CAP personnel must be prepared to adjust to an unfriendly environment as the strangers in town. 22

25 WebEOC Specialized web-based software package connecting all one hundred NC counties to each other and the State EOC. Allows for comprehensive coordination and reporting during routine and disaster-related events. 25
26 Wing Notification Chain Wing Alert Officer Receives Briefing from NCEM Logistics via the State EOC, Receives State Assigned Mission Number (SAM) Alert Page / goes out on appropriate /page list requesting POD qualified personnel to stand by for impending deployment orders Agency Liaison Officer (CAP Incident Commander) is assigned to respond to requesting County EOC ALO/CAPIC contacts requesting County to receive detailed briefing on POD location, other pertinent details Wing Alert Officer and ALO/CAPIC communicate, compare and reconcile discrepancies in received information. 26
27 Wing Notification Chain (cont d) Alert Page / goes out on appropriate /page list requesting POD qualified personnel to report to prearranged Rally Point for travel into Disaster Area* ALO/CAPIC Reports in to Requesting County EOC, communicates with County POD Representative ALO/CAPIC establishes communications with POD site(s), and on duty Wing Alert Officer, begins planning for next Operational Period / Staff Maintenance (Rotations)** *Alert should specify number and types of PODs requested. Moves into POD Operations and Management **Absolutely vital to the success of POD operations is ability to rotate POD workers in and out of the disaster zone as the members schedule allows. 27
28 -- North Carolina Wing Disaster Services ICS Management Model -- State EOC CAP Division / IC* Presence Taskings NCCAP Wing HQ (Burlington Base) CAP IC* w/ IC Staff Taskings can come to CAP from the SEOC direct (state request), or from the County via the SEOC Taskings County EOC CAP Agency Liaison OR CAP IC if needed Ground Operations (POD, CERT, LLT, etc) Air Operations Ground Operations Air Operations IAW CAPR 60-3: Page 4 If CAP is not the lead agency, a CAP member qualified in the IC achievement will serve as the CAP agency representative to the lead agency IC, and ensure that all CAP resources are used in accordance with approved polices and procedures. Page 10 The CAP IC exercises full authority over all CAP personnel for matters pertaining to the mission; the CAP IC is often not the overall IC, and often serves as an agency representative in the incident command structure. *A CAP IC in place at EITHER the EOC or Wing HQ meets the requirements of Thus, Agency Liaison representatives per ICS practices can (and should) be assigned to the county EOCs to assist in coordinating CAP Operations in that particular county that made the request(s). CAP Agency Liaison representatives MUST communicate with CAP IC as primary contact to address CAP Logistics and Operations needs. Primary objective of CAP Logistics and Planning sections is to coordinate backfill to relieve personnel performing ground operations in deployed counties.
29 POD Mission Commitment At the minimum, POD personnel should plan on a minimum deployment period of 48 hours in order to participate in the program. Depending on the scale of the disaster, a POD could be open for days or even weeks. 29

32 POD Operations and Management POD Manager Assigns Group Leaders and Divides Team into Groups Teams Set up POD Site According to their Team Assignments and available environment POD Manager Notifies the County they are ready to receive commodities. POD site receives the commodities and performs initial an inventory. POD Manager reports initial inventory to county. County declares POD open and notifies public. 32
33 POD Operations and Management Personnel operate POD SAFETY OF EVERYONE IS PARAMOUNT Around an inventory is done Burn rate (how much used) is calculated By 1900 County is notified of burn rate and briefed of any other issues/needs or other activities that may have occurred 33
34 CAP Liaison Officer Operations and Management Coordinate closely with county management Eyes and Ears of the CAP Incident Commander Communications key. Coordinate with POD Managers and CAP IC for all POD staffing needs Be on station in local EOC until all CAP personnel are enroute to home base(s). Be attentive to additional possible mission opportunities Maintain attitude of professionalism and diplomacy at all times. Meet with POD managers each evening to debrief and discuss needs for next operational period. 34

37 POD Instructor (POD-I) Program Instructor Candidate must complete: Notify NC Wing DR of desire to be a POD-I Logistics Liaison Team (LLT) training through State Emergency Management Have already completed POD basic training Must co-teach at least two courses to be released as a fully qualified POD instructor/coordinator Demonstrate knowledge and ability to coordinate and set up a POD class with Wing DR staff assistance. 37
