3 Canadian Requirements & Expectations Expectations of the Nuclear Safety and Control Act and its Regulations Requirements of regulatory document Requirements in CSA N286 standards in current licences and also applied to new plants Plant information expectations are only provided at the Configuration Management level Canadian Nuclear Safety Commission 3
4 Configuration Management Program: Objectives Assure the physical plant matches the configuration documents for all states, including normal operation, upset, post-accident, and emergency states Ensure configuration information is controlled, accurate, consistent, and readily accessible Configuration control scope, responsibilities, authorities, and interfaces among organizations clearly established Proposed changes managed effectively Communication and training supporting CM program implementation is effective Effective program review, performance monitoring and continuous improvement Canadian Nuclear Safety Commission 4
5 Current Status Licensees have business enterprise software that links the Master Equipment List (MEL), design engineering, physical plant configuration, procurement, operational and maintenance information. Mostly use electronic document transfer but also use done electronic data transfers. At this point, benefit of a 3D integrated data model will exceed the cost of implementing it for an existing plant in the foreseeable future. Working on how to best retain and make available the 3D models created for refurbishment Canadian Nuclear Safety Commission 5
6 Issues and Improvements Issues with consistency between the design documentation, safety analysis, as-built plant configuration, and operating procedures, including Safety analysis supporting documentation and information Assumptions for hazard analyses Issues being resolved through: Configuration Management Restoration Safety Analysis Report Improvement Initiative Canadian Nuclear Safety Commission 6
7 Approach for New Installations New build projects will use integrated data models. Safety case to be maintained & updated, design updated to reflect changes made during construction, integrated approach for change control, including updating all design documentation (flow sheets, manuals), safety analyses, training material, procedures New and refurbishments will benefit from 3D integrated data models, but this will be dependent on the emergence of a data standard, that is widely adopted by equipment suppliers and engineering firms. 8 Summary Existing plant information control is regulated through Configuration Management requirements Canadian NPPs have 2D plant information systems refurbishment) that link to link plant information and 3D models for refurbishments Currently, the benefits of a 3D integrated data model likely exceed the cost of implementation Working on how to best retain and make available the 3D models developed during refurbishment New facilities are expected to meet higher levels of knowledge and plant information retention and control Canadian Nuclear Safety Commission 8
