4 1. Introduction 1.1. Subject This guide is intended to be a reference manual for all parties directly or indirectly concerned by Annex P of the Technical Specifications for Interoperability for Operation and Traffic Management (TSI OPE) both High-speed and Conventional Rail [2], [3](both amended by Decision 2009/xx/EC). It should be read and used as a help for the application of Annex P (vehicle identification) of the TSIs Operation and Traffic Management HS and CR; it does not substitute for them. It simply explains and clarifies some of the most important aspects related to the application of this Annex P. The guide is publicly available. It is not binding in the sense of legal acts adopted by the Community Target audience The aim of this guide is to facilitate the application of the TSIs by the Member States regulatory authorities as well as by all the economic actors and agents concerned, such as the railway undertakings, keepers, infrastructure managers, maintenance service providers, trade associations, contracting entities and the notified bodies. It is important to understand that in the case of Annex P, no assessment takes place. Nevertheless the coded structure of the European Vehicle Number (EVN) should be understood by all players in the railway sector. Therefore this guide is addressed to all players in the railway sector Content of the guide In order to ensure transparency, this guide intends to assist all the relevant users concerned by the implementation of the TSI decisions. The guide is, inter alia, a synthesis of all the relevant information contained in the TSI presentation report. In addition, the guide gives a complete picture, at the time of its writing, of the standardisation process related to Annex P of TSIs OPE, presenting a complete list of the existing or draft European standards relating to the subject. Actors in the issuing of a European Vehicle Number 2.1 Applicant The applicant searching for a putting into service of a new vehicle for the first time sends the technical file to the NSA of the Member State according to Article 22 of the Interoperability Directive [1]. A request for putting into service after renewals or upgrades is also regarded as a putting into service for the first time. 2.2 National Safety Authority / Designated body The National Safety Authority who authorises the putting into service of the vehicle issues the European Vehicle Number according to the vehicle s technical characteristics described in the technical file. The details of the different codes are listed in the Annex P of the TSI; additional explanations are given in Chapter 2 of this guide. If a new vehicle requires a new code not listed in the relevant Annexes, the NSA requests this from ERA and issues the EVN according to the new code allocated by ERA, after its publication by ERA. 2.3 European Railway Agency (ERA) The European Railway Agency ERA maintains the Technical Documents Annexes P.9 P.13. If new codes must be created, the NSA concerned requests a new code from ERA. ERA coordinates the new code with OTIF and publishes it. 3. Basic principles for the European Vehicle Number 3.1 Scope / Affected vehicles: The European Vehicle Number is required for all vehicles (Article 32 of the Interoperability Directive [1]). As the Interoperability Directive limits the scope and lists exemptions, the requirement in the TSI OPE must be understood within the limits given by the Interoperability Directive. The only exemption permitted concerns vehicles that shall be operated from or to third countries with a track gauge different than 1435 mm (e.g. 1520/ 1524 mm). If a vehicle is clearly and uniquely identified with a number from another coding system, Member States may accept this different number (Art. 32 (5) of the Interoperability Directive [1]). 7 TSI Operation and Traffic management, clause [2], [3] requires that each vehicle must have a number to uniquely identify it from any other rail vehicle. 3.2 How to obtain a European Vehicle Number? The principle of the European Vehicle Number is laid down in Article 32 of the Interoperability Directive [1]. First, it must be understood that the European Vehicle Number (old name: 12-digit-number) is given by the designated body of the Member State where the first registration is issued. The number shall stay with the vehicle for its lifetime. Only if the vehicle is amended and the number does not reflect the technical characteristics, it shall be changed. Further details are given in the Decision 2007/756/EC about the National Vehicle Register [4]. This means: when applying for an authorisation for the putting into service of a vehicle according to Articles 22 and 24 of the Interoperability Directive, technical details about this vehicle have to be transmitted to the National Safety Authority. When the vehicle is authorised to be put into service for the first time, the registering entity of this Member State will register the vehicle in its National Vehicle Register and give a European Vehicle Number to each vehicle, based on the vehicle s technical characteristics and the related codes specified in Annex P of the TSI OPE [2], [3]. For the structure of this European Vehicle Number and the codes of the parts of the number, specifications are laid down in Annex P of the TSIs for Operation and Traffic Management [2], [3] both amended by Decision 2009/xxx/EC). These specifications are binding for all registering entities in Member States of the European Union. If the number of a vehicle shall be changed (e.g. the keeper wants to change the EVN), the vehicle s authorisation for placing in service must be withdrawn; a new authorisation for placing in service must be requested according to Art of the Interoperability Directive [1]. Further details about the procedures are given in the NVR-Decision [4]. In the following some explanations or additional information is given for Annex P of the TSIs OPE [2], [3]. 4. The Annexes 4.1 Annex P.1: Keeper s Abbreviation marking (VKM) This annex lays down the principles for the VKM. Rules about the application and assignment of a Vehicle keeper marking (VKM) are to be found in the Rules for the registration of a vehicle keeper marking (VKM), published on ERA-website The list of VKMs is also available on the ERA-website. 8 4.2 Annex P.2: Inscription of the number and linked alphabetical marking on the bodywork This annex states the basic requirements concerning the marking on vehicles. This annex must be seen in connection with the requirements of the relevant TSIs for Rolling Stock concerning markings on the vehicles. It must be understood that the marking of wagons and coaches follow not the same rules due to historic reasons, different schemes may occur. The standardised letter codes for wagons and hauled passenger coaches are listed in Annex P.12 and P.13. For special vehicles the letter codes are listed in EN :2009 (?). For more details about the marking of railway vehicles see also pren Annex P.3: Rules for the determination of the check-digit (digit 12) The calculation of the check digit is explained in detail in Annex P.3, so no additional explanations are given here. 4.4 Annex P.4: Coding of the countries in which the vehicles has been registered (Digits 3-4 and abbreviation) This Annex lists the different codes for the registering entity of the different Member States. It must be understood that the code indicates a registering country, not a territory where the vehicle shall run. For more information see also the NVR-decision 2007/756/EC [4]. As the meaning of digits 3 and 4 has been changed by TSI OPE CR [2], the following historic information is necessary to be given: In the past, institutional railway companies were taking care of the putting into service of vehicles. The code of the digits 3 and 4 meant in this time a certain national Railway company, not a country. As vehicles that have been put into service before the entry into force of the Interoperability Directives and the Safety Directive are allowed to run without NSA-authorisation as long as they are not renewed or upgraded, the old codes must still be known. The registration of these vehicles is treated in the NVR-Decision [4]. Vehicles for which the following table applies might be identified by the marking RIV or RIC. 10 it is provided with an authorisation valid in all Member States in accordance with article 23(1) Directive 2008/57/EC, or, as an alternative, it has received individual authorisations by all Member States shall be marked with TEN. This means, that the relevant TSIs for Rolling Stock (including for example TSIs as Noise, People with reduced mobility (PRM)) have been fulfilled and the vehicle is cross-authorised. Vehicles that are placed in service according to the other procedures stipulated in Articles of the Interoperability Directive [1] may not carry the marking TEN. They shall carry a derogation plate with the letter marking of the Member States where the vehicles are placed in service. The Member States abbreviations shall be used according to Annex P.4. The marking PPV or PPW is not given by Member States of the European Union. 4.6: Annex P.6: Interoperability codes used for wagons (digits 1-2) This annex defines the first two digits of an EVN for wagons. To ensure consistent codes with Railway Undertakings operating outside the European Union, it is necessary to agree on these with OTIF and PPV/PPW; therefore also COTIF and PPV/PPW are listed in the tables. For Member States of the European Union, only the decision TSI-compliant vehicle or not (other wagons) is necessary. More details are to be found in the table itself. 4.7 Annex P.7: International Traffic ability codes used for hauled passenger vehicles (digits 1-2) This annex defines the first two digits of an EVN for coaches. To ensure consistent codes with Railway Undertakings operating outside the European Union, it is necessary to agree on these with OTIF and PPV/PPW; therefore also COTIF and PPV/PPW are listed in the tables. For Member States of the European Union, the tables for PPV are not relevant. More details are to be found in the table itself. All fields not to be used are kept for further evolution; the decision of the meaning is to be taken during a revision of Annex P of TSI OPE by the European Commission. 4.8 Annex P.8: Types of tractive stock (digits 1-2) Most of the European Member States use the table listed in Annex P.8. The distinction between codes 1 and 2 or 7 and 8 depends on the national definition for shunting engines. The distinction between High speed and others (codes: 3 and 4) shall be taken according to the distinction in the TSIs Rolling Stock. Codes 3, 4 and 5 include driving trailers and intermediate trailers. IU-OPE_AxP-application guide Version 1.3 PAGE 10 OF 13
11 The codes for Diesel (2, 5 and 8) shall also be used for bio-fuel and other tracksideindependent energy supply. Code 6 is for specialised trailers depending on national definition. One example: Trailers put into a train to ensure the heating for passenger coaches because the locomotive is not compatible with the coaches heating system. 4.9 Annex P.9: Standard numerical Marking of Wagons (Digits 5 to 8) This Annex is a Technical Document maintained by ERA and published on the ERA-website. The registering entity decides which code is to be used for a wagon that shall be registered. The 4-digit code is based on a letter code which is given to each wagon according to Annex P.12. If a new code is necessary, the registering entity will request it from ERA. The procedure for this request is described in Rules for maintenance of Technical descriptions in the European Vehicle Number (Annexes P.9 P.13 of TSI OPE) How to determine the code Code of Technical Characteristics (digits 5-8) Each European Vehicle number of a wagon includes coded information about technical characteristics. Letter marking The competent authority defines the letter marking of the wagon based on its technical file according to Annex P.12 of TSI OPE CR. From these technical characteristics, the correct letter marking can be derived: Example: Falls Falls means: F = Open High Sided Wagon a = with 4 axles ll = with bulk gravity unloading, on both sides, simultaneously, at the bottom (a) (a) Wagons with gravity unloading in category F are open wagons, which do not have a flat floor and have no tipping facility either at the end or the side. s = wagons authorized to run in condition "s" (see Annex B of the TSI Rolling Stock freight wagons) Code for the technical characteristics for the wagon: This letter code has to be translated into a number code (digits 5-8) as stated in Annex P.9. According to the letter marking, the correct digits 5 8 have to be looked up in the Annex P.9: F means: the first of the 4 technical digits (5 8) is: xx xx 6xxx xxx-x IU-OPE_AxP-application guide Version 1.3 PAGE 11 OF 13
12 Extract from UIC leaflet 438-2, Annex 6, table 6- F / Annex P.9 For more details another table of Annex P.9 has to be considered: Extract from Annex P.9 If the number code is already listed in Annex P.9, the competent Authority uses this code for the new wagon to be authorised to be put into service. Example: the sixth digit is a 6 (derived from the column): xx xx 66xx xxx x. 13 Serial number and its influence on the code for the technical characteristics The decision which number to take depends on the number of already registered wagons with these technical characteristics. If less than 1000 vehicles of one type are registered in a country, a coherent serial number is free to be taken: Example (a): So the wagon could be: xx xx 6675 xxx x. In combination with the serial number, the wagon would be registered with the number xx xx 6675 xxx x. New code needed If a code for a combination of letters of Annex P.12 does not yet exist or all 1000 serial numbers of one code are already in use, a new number code must be created according to the rules of Annex P.9. This new code must be introduced in Annex P.9 and may then be given to other wagons with identical technical characteristics as stated in the Annex P.12. Example (b): Here it was necessary to introduce a new combination, the new vehicle would then be registered with number xx xx x Annex P.10: Codes for the technical characteristics of the hauled passenger stock (digits 5to 8) This Annex is a Technical Document maintained by ERA and published on the ERA-website Annex P.11: Codes for the technical characteristics of the special vehicles (digits 6-8) This Annex is mainly related to maintenance vehicles. As listed in the table, one digit (digit 6) is defined by the vehicle s speed limit and its ability to be put into a train. The digits 7 and 8 derive from the vehicle s purpose. For the 7 th digit with the code 0 (Rail/road): the different categories of rail/road machines are defined in EN :2008. It is recommended to apply this standard to ensure a common code for rail/road machines throughout Europe Annexes P.12 Annexes P.14: Letter markings These Annexes are Technical Documents maintained by ERA. If a new code is necessary, the NSA requests it from ERA who will allocate and publish it. The procedure explained for Annex P.9 is applied accordingly.
