1 EPEAT CONFORMITY ASSESSMENT PROTOCOLS 4.5 Energy conservation Power management system Required ENERGY STAR Verification Guidance Product Verification Committee Clarifications References and Details Verification Requirements None Qualified to or qualification is ENERGY STAR s term for products that are listed or compliant with ENERGY STAR as meeting all of ENERGY STAR s program requirements, including all partner commitments for labeling, marketing, etc., and all eligibility criteria. Compliant with the eligibility criteria of the ENERGY STAR program requirements relative to IEEE Std means the product meets the technical specifications for energy efficiency (including relevant test procedures) as listed in the eligibility requirements provided by the ENERGY STAR program, but the product is not necessarily listed at the ENERGY STAR Website (available at or as a qualified product with the ENERGY STAR program. Conformance to this criterion does not allow manufacturers the ability to market products conformant to this criterion as ENERGY STAR Qualified. Only products whose qualification to performance or testing data has been substantiated according to the ENERGY STAR program rules for participation in the country for which the product claim is being made are able to be marketed as ENERGY STAR Qualified. a) Declaration from manufacturer (See 4.0 Verification Requirement Declaration from manufacturer) b) Demonstration of ENERGY STAR qualification or documentation showing compliance with all applicable eligibility criteria of the ENERGY STAR program requirements 4.5-1
2 Verification Requirement Demonstration of ENERGY STAR qualification or documentation showing compliance with all applicable eligibility criteria of the ENERGY STAR program requirements conformance generally more than one item of evidence may be provided such that 1. Evidence of product listing on ENERGY STAR Website or certificate of compliance from a recognized ENERGY STAR Certification Body. OR 2. Test data demonstrating compliance with all applicable eligibility criteria of the ENERGY STAR product requirements for all configurations declared to be conformant from a laboratory that performs testing according to ENERGY STAR testing requirements. Link to product listing on ENERGY STAR Website or Certificate of compliance from a recognized ENERGY STAR Certification Body. OR Test reports that are dated on or before the date of registration of the product on EPEAT, indicating energy usage tested and reported are in accordance with the ENERGY STAR program requirements being claimed as well as any configurational and/or programmatic requirements such as power management, standard time to enter sleep mode, etc. Certificate or documentation showing the accreditation or qualification status of (in-house, or third-party) laboratory for ENERGY STAR specification testing. If the declared model is a product family or series, description or definition of such family or series, and list all possible configurations included. Description of methods for selecting the highest power configuration for testing, for assurance that all possible configurations within the family meet the ENERGY STAR requirements, and for assurance that new configurations declared as conformant are in fact conformant. Description of how the product is identified on the EPEAT 4.5-2
3 Registry to include only the family of configurations that are conformant. Description of how the product is advertised to purchasers such that only ENERGY STAR conforming configurations are promoted as such. Information (brand, models, etc.) on the power supply employed, and test data for (internal or external) power supply efficiency. Procedure or work instruction for manufacturing processes regarding default power settings or compliance with ENERGY STAR requirements. 3. Questions to assess conformance Is the product on the ENERGY STAR list of qualified products? Has passing data and other documentation been provided from a recognized ENERGY STAR Certification Body that indicates the product meets the ENERGY STAR specification? If test data was submitted, was the laboratory s accreditation certificate current? 4. Evaluation guidance If products are listed on the ENERGY STAR Website, then compliance test data has been provided to ENERGY STAR and it can be obtained from ENERGY STAR qualified products Webpage. If the product is not listed, then the Subscriber must provide such compliance test data to the EPEAT Verifier. Regardless of the date of listing of the product on ENERGY STAR, the test data must demonstrate that the product was in conformance on the date of registration on the EPEAT Registry. The ENERGY STAR listing or certificate must cover the products listed on the EPEAT Registry. This can be complex because of product family listings

Identification of which standard and version of the standard was used to perform the analysis and evidence that standard was used Documentation (e.g. report or summary of report) of the analysis detailing the greenhouse gas emissions of the product Quotation from a section of the study or other document that identifies and cites the standard that was used
5 3. Questions to assess conformance Was documentation provided of an analysis of the greenhouse gas emissions conducted on the product? Does the analysis cover the product life-cycle from cradle-tograve, from raw material extraction through the final disposal? Was the standard used identified and was it one of the reference standards listed? 4. Evaluation guidance The study may be done for the specific product registered or for a family of products that includes the registered product. The criterion cites the following: PAS 2050:2008, the GHG Protocol, ISO 14067, or ISO14040/ An update to PAS 2050:2008 was published in The use of either PAS 2050:2008 or PAS 2050:2011 will satisfy this criterion. (Note that criterion only allows PAS 2050:2011.) Examples of where companies should disclose the summary of results of the LCA assessment include, but are not limited to: company Website, company annual sustainability report, industry sustainability index database if one is developed, public disclosure initiatives, and/or programs that publicly track and reduce GHG emissions specific to products. 2) Listing of the credentials and name for responsible party for submitting into the LCA/LCI database (e.g. the LCACP name or registration number) Verification Requirement b) Documentation of the assessment 1. Documentation of the analysis detailing the greenhouse gas emissions of the product 2. Identification of which standard and version of the standard that was used to perform the analysis Copy of the analysis detailing the greenhouse gas emissions of the product Quotation from a section of the study or other document that identifies and cites the standard that was used

Evaluation guidance The study may be done for the specific product registered or for a family of products that includes the registered product. The analysis is acceptable if it is conducted in a format consistent with one of the references listed in the standard. This criterion can be declared only if is declared Verification Requirement c) If third party verification was conducted, a document confirming that the process used to determine results of LCA assessment conducted under were verified by an independent third party in conformance with ISO and ISO carbon accounting and verification standards, or another method referenced in one of the standards referenced in (PAS 2050:2011, the GHG Protocol, ISO 14067, ISO14040/14044 or ISO 14025). The document shall include credentials and contact information of third party verifier. OR, d) If the summary of results of the LCA assessment were made publicly available and results submitted into a national database: 1) Documentation of where the summary of results is publicly available. Examples of where companies should disclose the summary of results of the LCA assessment include, but are not limited to: company Website, company annual sustainability report, industry sustainability index database if one is developed, public disclosure initiatives, and/or programs that publicly track and reduce GHG emissions specific to products. 2) Listing of the credentials and name for responsible party for submitting into the LCA/LCI database (e.g. the LCACP name or registration number). Product declaration on the MSE Registry shall identify if a thirdparty assessment was done or if the results are made publically available, and therefore which option below is applicable: 1. If third party verification was conducted: a. Document confirming that the process used to determine results of analysis conducted under 4.5-7
8 OR were verified by an independent third party in conformance with ISO and ISO carbon accounting and verification standards, PAS 2050:2011, the GHG Protocol, ISO 14067, ISO14040/14044 or ISO 14025) b. Credentials and contact information of third party verifier(s) c. Documentation by verifier of date third party review was completed 2. If the summary of results of the analysis were made publicly available and results submitted into a national database: a. Documentation of where the summary of results is publicly available. b. Listing of the credentials, name, and of responsible party for submitting into the LCA/LCI database (e.g. the LCACP name or registration number) Documentation of third party verification Company name, credentials, and contact information of third party verifier(s) who reviewed the analysis Summary of 3 rd party verifier s report on the analysis Website where the analysis or summary of results is posted Company sustainability report containing summary of results Website of national database containing the analysis summary of results 3. Questions to assess conformance Are the credentials of third party reviewers appropriately independent, and applicable to the study? Was the analysis conducted in accordance with one of the standards listed in the criterion? Is the analysis summary currently publically available and were the results submitted to national database? 4.5-8
9 4. Evaluation guidance Ensure that credentials of verifiers are sufficiently independent and appropriate to the analysis. If specific standards require that 3 rd party companies and personnel have specific certifications to verify and assessment to that standard, make sure the credentials provided match the credentials required by the standard used

Test report showing: a. A test method in accordance with IEC or ENERGY STAR b. Standby power level 1 W
11 Test data that meets IEC or ENERGY STAR requirements and demonstrates the lowest power level is <= 1w. Description of how the product is identified on the EPEAT Registry to include only the family of configurations that are conformant. Listing on ENERGY STAR Website Test reports from an accredited laboratory that are dated on or before the date of registration of the product on the EPEAT Registry, indicating energy usage tested and reported are in accordance with the ENERGY STAR or IEC requirements being claimed 3. Questions to assess conformance Do test results verify that the lowest power level of the product is <= 1w? Has passing data and other documentation been provided from a laboratory that indicates the product meets the IEC or ENERGY STAR specification? If test data and documentation has not been provided from an accredited laboratory, is there enough evidence to demonstrate that the laboratory employed used the cited test methods and possessed competence to conduct the required tests in an objective and competent manner? 4. Evaluation guidance If products are listed on the ENERGY STAR Web site, then compliance test data has been provided to ENERGY STAR and it can be obtained from ENERGY STAR qualified products Webpage. If the product is not listed, then the Subscriber must provide such compliance test data to the EPEAT Verifier. If the product is not in the ENERGY STAR database, must provide test data and other supporting documentation that indicates the lowest energy level is <=1w. Regardless of the date of listing of the product on ENERGY STAR, the test data must demonstrate that the product was in conformance on the date of registration on the EPEAT Registry Verification Requirement

Evaluation guidance If the documentation is not in enough languages, the information on how the auto standby power level function operates may not truly be available in major markets of the Subscriber, or in the country to which the criterion is being verified Verification Requirement c) Evidence that auto standby power level function is: 1) Enabled at product shipment, or 2) For products where an auto standby power level mode is inappropriate for the product s intended use, the capability is included as an option that may be accessed by the user. Documentation shall be provided demonstrating that a 1 W or less standby power level is inappropriate for the product s intended use. 1. Documentation of product initial settings proving that product arrives at the owner/end user s site preset to auto standby power level. 2. If product doesn t ship with auto standby power level mode enabled, documentation demonstrating that the auto standby function is not appropriate for the product s intended use if automatically set to <=1W. Owner s manual or other documentation shipped with the product to the owner/end user, proving that product arrives at the owner/end user s site preset to auto standby power level mode Print-outs/screen captures of product settings panel showing the product is initially set to auto standby power level mode Test results based on the products intended use showing product will not function appropriately if automatically set to <=1W. Do the test results demonstrate that the product cannot function appropriately if automatically set to <=1W? Do industry standards, protocols, etc. provided by the Subscriber prove that the category of product cannot function appropriately if automatically set to <=1W? 4. Evaluation guidance Industry standards, protocols, etc. provided by the Subscriber should very specifically and clearly state that the category of product cannot function appropriately if automatically set to <=1W for the information to be sufficient to show conformance to this criterion
