2 Dear Intermodal Partner, At Union Pacific our goal is to deliver our customers products damage free and in factory fresh condition. As your transportation provider, we need your assistance with properly preparing all intermodal shipments to prevent damage and costly claims. This pamphlet outlines the general guidelines for proper blocking and bracing procedures for Union Pacific Railroad intermodal shipments and provides a listing of those commodities which are prohibited from intermodal services on Union Pacific. As it is impossible to address every commodity or individual loading plan in this pamphlet, we have included a Who to Call listing and a map of our lntermodal Damage Prevention offices, where a representative can provide additional product-specific assistance. I look forward to your assistance, as we work together to provide damage-free transportation for the intermodal industry.

If loading procedures or principles contained in this publication appear not to cover a specific shipment, contact a Union Pacific Damage Prevention Representative for assistance and/or instructions. All rules apply both to trailers and containers regardless of shipping plan used It must be understood that trailers or containers may move in a backwards or reverse direction for all or a portion of their journey. During its journey, normal transportation forces will shift an unsecured load or cause lading to exert excessive pressure against the nose, rear doors, or side walls. It is imperative that trailers or containers moving in rail service be loaded by the shipper in strict compliance with the General Rules in Circular 43-C. All packages intended for TOFC and COFC shipments of hazardous materials in the United States must meet appropriate US DOT hazardous material regulations concerning packaging specifications, labeling, and marking as specified in CFR Title 49.

5 1. Inspection and Selection of Equipment GENERAL RULES A. The equipment supplier has a responsibility to furnish trailers which are clean, have sound roofs, sides, end walls, smooth floors, and snug fitting doors. Any exception is cause for rejection. The shipper also has a responsibility to inspect the trailer to see that it is suitable to carry lading safely to destination. B. If the trailer furnished is not suitable for loading but the shipper elects to load it, then the shipper is responsible to properly prepare the trailer prior to loading. (i.e. cover holes in walls) 2. Load Planning A. Plan your load to prevent damage to lading and equipment. Lading which is forbidden or restricted by the Master Intermodal Transportation Agreement (MITA) is not to be loaded. Lading that is already damaged is not to be loaded. B. Plan your load so that crosswise void space is minimized. Use appropriate bracing or filler material to maintain vertical alignment and prevent crosswise movement. C. Secure incomplete layers of lading to prevent movement. D. Fill lengthwise space with lading, approved filler material, or appropriate blocking and bracing. Do not use void filler material or pallets as a bulkhead. E. Weight must be evenly distributed side-to-side and end-to-end. 3. Maximum Weights and Weight Distribution A. The load weight MUST NOT exceed the limit as stated on the manufacturer s plate. Combined weight of container and lading may not exceed specified weights below for the length of container. B. Total weight of trailer on stanchion must not exceed 65,000 lbs. C. Lading weight in trailers must be evenly distributed crosswise and lengthwise with no more than 25,000 lbs. per 10 linear feet D. Weight of lading and trailer must conform to all Federal, State, Provincial, and Local regulations for origin and destination. 4. Securement A. Secure lading to prevent lengthwise and lateral movement. B. Fill voids, apply blocking and bracing to maintain proper lengthwise and crosswise weight distribution during transit; and to prevent lading from damaging doors, nose, walls or from falling out when doors are opened. C. Use lumber which is of sound material and free of defects which impair its strength or interferes with proper nailing. D. Use adequate size and number of nails in the construction and securement of blocking and bracing. E. Strapping used for load securement must be of sufficient strength, amount, and be properly applied so as to secure the load from crosswise or lengthwise movement.

6 5. Unitization A. On wooden pallets: (1) Provide palletized units with unit-to-unit contact with no overhang of product. (2) Fill any lengthwise under-hang on pallets. Make height and width dimensions of the faces of the filler material as near as possible the same as the dimensions of the faces of the units they will be separating. Filler Construction: Lengthwise void fillers are to be uniform strength over the face of the void filler and capable of withstanding a load of 1500lbs/sq. Ft. B. On slip sheets: (1) Provide units with unit-to-unit contact lengthwise in trailer. Fill any, lengthwise void to provide a solid face for applying securement. (2) Minimize crosswise void and maintain vertical alignment. C. Incomplete layers: (1) Avoid incomplete layers whenever possible. When incomplete layers have to be loaded, use full face and height bulkhead for light weight commodities. For heavier commodities unitize the rear portion of the incomplete layer to the bottom layer. Unitize with appropriate bulkheads and protection between straps and the lading. 6. Fillers, Dividers and Separators A. Separate different type packaging lengthwise by use of plywood or fiberboard sheets of sufficient height to protect the tallest stack of product

7 B. Use fillers to take up crosswise space in trailer to prevent movement in the load. C. Use separators when commodities are loaded in more than one layer. Use separator material to provide an even base for the upper layer. Generally 1/2 plywood sheets or other suitable material may be used. Use fiberboard protection between separator material if units consist of bags or bales. 7. Wood A. Use properly seasoned lumber. B. Do not use rotted or decayed lumber. Do not use lumber with knots or knotholes. Check for splits that will affect holding strength or interfere with nailing. C. Select the size of lumber appropriate for the weight, size, and nature of the commodity to be secured. 8. Nails and Nailing A. Do not nail into the walls of trailer. Toe nailing is not permitted B. Drive nails into side grain of lumber. Drive all nails straight at 90 degree angle to floor. C. Stagger nails to prevent wood from splitting. Position nails 5 inches apart. D. Use nails of such length to develop the necessary holding power through penetration into trailer floor and other blocking and bracing members. I. Floor Blocking Load Restraint Methods A. Securely nail to trailer floor all blocking to prevent lengthwise movement. Reinforce with backup cleats not less than 2 x 4 at least 18 in length. B. Lamination is recommended to achieve additional holding power. C. Dimensions of lateral bracing must be of sufficient length to properly hold the load in place.

8 2. E Type Floor Blocking A. This loading method is for use with roll paper or pulp board loaded on end in an I - I offset pattern. B. Construction is laminated pieces of 2 x 6 x 36 lumber using l6d nails. C. The load is divided into two sections, each containing approximately half of the load. D. One block is adjacent to the roll with the cross brace perpendicular to the side wall. The second is installed adjacent to the roll at a degree angle to the first. E. Tilting of rolls can occur during normal transit. When width of roll exceeds 1-1/2 times the diameter, unitizing straps must be used to prevent rolls from turning over. F. Hanger straps must be used with unitizing bands to maintain positioning. 3. Rear Gates / Bulkheads A. Pallets can not be used for construction of rear gates. B. Rear gates should be braced into corner posts of containers whenever possible. C. Knee braces used with rear gates are applied at an angle no greater than 45 degrees from the floor. 4. Bull boards and T Braces

9 A. Bull boards may be inserted into slotted doorpost at rear of containers to restrain lading. Use minimum 2 x 4 hardwood lumber with suitable length to fit snugly into corner posts. B. Use approved fiberboard dunnage or a plywood buffer sheet between product and bull boards to evenly distribute lading forces. Load Restraining Capacity 5. Disposable Inflatable Dunnage A. Width of bag should fit height of load. Length of bag should cover two units of lading. B. Approved filler material must be used if crosswise void exceeds 12 after inflating bag. C. Use buffer material between bag and lading to distribute outward pressure evenly against lading. D. Position D.I.D. bag 1 off the trailer floor and pallet to prevent chaffing. E. Inflate bags to psi. Check pressure with an air gauge.

10 6. Rubber Mats A. Use general service equipment with hardwood floors. B. Mats should be in good condition (do not reuse mats that may be torn, worn, or soiled). C. Number and size mats to be used are determined by the requirements of the AAR approved method being utilized.

11 7. Ty-Gard Barriers A. Ty-Gard is a 15 inch wide laminated fabric material that can be used as a bulkhead barrier. B. As a general guide, each Ty-Gard barrier can restrain up to 7,500 lbs. of lading. C. Ty-Gard strips bonded to walls are a minimum of 60 long and are located 36 back from the face of the load. D. When used in containers with corrugated side walls, follow contour of the corrugations. 8. Rear Doors Trailer/container doors may not be used to secure loads containing hazardous materials A. Secure lading to prevent lengthwise movement. Doors may not be used for securement if lading is rigid, very dense, or shaped such that the area of door contact is minimal (ie. drums or roll paper). B. Under certain conditions as outlined below, doors can be relied on to secure non-hazardous materials lading: Doors of vehicles meeting AAR M931 and M930 specifications can be used to restrain lading under the following conditions: I. The load consists of multi-unit lading such as boxes of food-stuff, tissue or soft paper products, furniture, appliances, etc., not exceeding 40,000 lbs covering a minimum of 60% of the door area and evenly distributed throughout the vehicle. 2. Lading must be loaded tight lengthwise and crosswise, flush to the rear doors of the vehicle, allowing no room for movement. If any void exists, fill space with approved dunnage. 3. The doors must fit squarely, the hinges must be tight, and locking bars must be in good condition while functioning properly.

12 HAZARDOUS MATERIAL GUIDELINES 1. General Requirements A. All material must be properly classed, described, packaged, marked, labeled, and in condition for shipment according to DOT regulations. B. Packages must be blocked and braced to: a. prevent them from changing position b. falling to the floor c. sliding into each other C. Paper work must have proper description, classification, and weight. 2. Placards A. Placards must be a minimum of 4 above the bottom rail of equipment. Recommended height is 6 above the bottom rail. B. Recommended that placards be placed at least five (5) feet from the ends of container. C. Placards are required for quantity of the following classes: a. explosives- (1.1, 1.2,1.3) b. gases - (2.3) c. reactive solids/liquids - (4.3) d. organic peroxide type B-. (5.2) e. poisonous zone A & B - (6.1) f. radioactive yellow III label - (7) D. Placards are required when transporting 1001 lbs (454 kg.) or more of the following: a. explosives - (1.4) b. very insensitive explosives - (1.5) c. extremely insensitive explosives - (1.6) d. flammable gas - (2.1) e. nonflammable, non-poisonous gas - (2.2) f. corrosive gas - (2.4) g. flammable liquid - (3) h. flammable solid - (4.1) I. spontaneously combustible material (4.2) j. oxidizer - (5.1) k. organic peroxide - (5.2) I. poisonous or toxic material - (6.1) m. PG III (harmful) - (6.1) n. corrosive material - (8) o. Miscellaneous hazardous material - (9) E. Placards are! required for: a. class 6.2 (infectious substances) b. ORM-D

13 c. division 1.4S d. limited quantity (LTD QTY) shipments when identified as such on shipping papers e. hazardous material shipments (from 2D only) weighing less than 1001 lbs (454 kg) f. combustible liquids in non-bulk packaging g. intermodal tanks which have been cleaned of residue and purged of vapor to remove any hazard h. radioactive white I and yellow II labels I. cryogenic atmospheric gases, other than oxygen (example - argon) F. Placards may be displayed, even when not required, as long as they are appropriate for the shipment. 3. Securement Requirements A. Minimum 2 x 6 inch lumber required for: a. floor blocking b. lateral blocking c. rear gates B. Nails and nailing: a. minimum 1 6d nails are required for all floor blocking b. stagger nails side to side, not in a straight line; not more than 5 inches apart c. drive nails straight at 90 degree angle to floor C. Separator between layers on double stack loads must be ½ inch plywood. D. Bull boards and T braces are acceptable methods of securement: a. must use quantity of boards to secure weight of lading. b. buffer material should be positioned between lading and boards (½ plywood) c. do not cover outside view of bull boards. E Ty-Gard barriers are acceptable for securement of hazardous lading. a. sufficient quantity of barriers must be used to secure weight of load b. split load into two or three sections and apply two Ty-Gard barriers per section c. apply tape to barriers to insure they maintain position against lading F. Methods that are not acceptable for securement of hazardous materials are: a. disposable inflatable dunnage bags. b. doors used for securement c. unsecured partial double layers.

15 Union Pacific Railroad Company Master Intermodal Transportation Agreement GENERAL RULE ITEM520 ( Effective Date: 09/01/2005 Original Issue Date: 08/31/2005 ) PROHIBITED AND RESTRICTED ARTICLES A. Prohibited Articles: The following Prohibited Articles will not be accepted and UPRR will not accept responsibility for these Prohibited Articles shipped in Intermodal Units over the lines of UPRR. Any articles named herein, shipped in violation of this Item 520 may be forfeited and will be assessed a surcharge of Ten Thousand Dollars ($10,000.00) per Intermodal Unit. This surcharge will be in addition to the applicable FAK (Freight All Kinds) rate and any other charges applicable to the Prohibited Article Shipment. 1. Any article, product, Commodity or substance considered to be illegal contraband by any state or federal government entity, forbidden to be owned, possessed or forbidden to be transported by any government entity. 2. Blacks (carbon gas or oil blacks), lamp blacks or vegetable blacks, dry NEC, not activated, no dyes or dyestuffs when loaded in railroad controlled equipment. 3. Bulk commodities when loaded in railroad controlled equipment. 4. Coal or coke when loaded in railroad controlled equipment. 5. Hazardous Materials of Asbestos, Class 6 or any subsidiary Class 6, radioactive material, hazardous waste or liquids, as described in the current edition of DOT CFR 49, Parts Hazardous Materials Regulations and the Hazardous Materials section of this MITA when shipped in railroad controlled equipment. 6. Hides, furs, pelts or skins, green or green salted when shipped in railroad controlled equipment. 7. Municipal garbage waste, solid, digested and ground, fertilizer material when shipped in railroad controlled equipment. 8. Municipal garbage waste, solid, digested and ground, other than sewage waste or fertilizer when shipped in railroad controlled equipment. 9. Sodium compounds (STCC NN) when shipped in railroad controlled equipment. 10. Batteries, used, (electric) spent, with or without chemicals having value for reclamation of materials. 11. Used machinery, equipment, auto parts; assembled or in components moving in rail owned or leased equipment. B. Restricted Articles: The following list of Restricted Articles will not be accepted nor will the UPRR accept responsibility for these articles in Intermodal service unless a special rate or agreement is made and on file with UPRR not less than seventy-two (72) hours prior to Shipment being tendered to UPRR for shipment. In no event will it be permissible for any Commodity identified in this Restricted Articles section to be shipped over UPRR lines unless a special rate has been established. Under no circumstances are FAK rates acceptable for the movement of Restricted Articles. Additionally, any articles named herein, shipped in violation of this Item will be assessed a surcharge of Six Thousand Dollars ($6,000.00) per Intermodal Unit. This surcharge will be in addition to the special rate that would have been established had it been requested and any other charges applicable to the Restricted Article Shipment. UPRR reserves the right, at its sole discretion, to hold any Intermodal Unit containing Restricted Articles at an Intermodal Facility until assessed charges, which may include but are not limited to the special rate, surcharge, and any Accessorial charges resulting from handling or holding at the Intermodal Facility, are paid in full.

16 a) The actual shipper and it agents agree to properly describe, package and block and brace the cargo to prevent longitudinal and lateral movement in accordance with industry accepted blocking and bracing practices as provided by the Association of American Railroads pamphlet 45 and as specified by the Code of Federal Regulations (CFR) 49 in addition to all local, state and federal regulations. b) UPRR will not be held liable for any losses or damages, direct, indirect special, consequential or punitive, that result from delay or an interruption of rail services, nor does the carriers guarantee rail services on any schedules, published, projected or implied. The provisions of this agreement are solely for the benefit of the parties hereto and not intended to create or grant any rights, contractual or otherwise, to any other person or entity. c) The Shipper agrees to indemnify defend and hold UPRR harmless from and against any liability, losses, damages, claims, judgments, fines, penalties, lawsuits, expenses / costs including, yet not limited to reasonable attorney fees, relating to death or personal injuries, property damage, environmental contamination, violation of local, state, federal statues or regulation or freight loss / damages resulting from or arising out of the shippers negligence in the preparation and transportation of Hazardous Materials. d) The Shipper acknowledges that UPRR makes no representations as to the suitability of the above mentioned Commodity for rail transportation, the Shipper further acknowledges that there are significant differences in the forces exerted on the cargo in rail transportation that may require additional packing and Blocking and Bracing measures for the Commodity to move safely. e) All other provisions of Union Pacific's, Master Intermodal Transportation Agreement (MITA), remain in effect. The MITA also sets forth other terms and provisions under which this movement may be made including full liability coverage under 49 USC see Item 320 of this document. 1. Aircraft, aircraft parts, airplanes, airplane parts, airplane components; helicopters, helicopter parts or components, or any other instrumentality used for flying. 2. Animals, game, fowl, or poultry, live, refrigerated, frozen, fresh meat and packing house products and dressed poultry as described in Items through of UFC 6000-series. 3. Animals, fish, or fowl, trophies, stuffed or mounted, or research cadavers. 4. Bulk commodities unless shipped in privately owned or controlled Intermodal Units with the cargo properly secured, blocked, and braced for rail transportation. 5. Ceramics, pottery, glassware, crystal, and china other than those shipped at a released value of 35 cents per pound. 6. Cigarettes and tobacco products. Shipper is solely responsible for ensuring that any Cigarettes or tobacco products tendered for shipment in an Intermodal Unit are protected with a waterproof barrier that is not less than five (5) millimeters thick. NOTE: Failure by Shipper to secure and completely enclose any Cigarette or tobacco products Shipment as required herein will relieve UPRR from any loss or damage to Shipment caused by moisture. 7. Coal or coke unless shipped in privately owned or controlled Intermodal Units with the cargo properly packaged, secured, blocked and braced for rail transportation. 8. Extraordinary value, generally items where the size of the item bears little relationship to the value of the cargo or an item whose value cannot be accurately accessed by its designation, such as: bank bills, coin or currency, deeds, drafts, notes or valuable papers of any kind; carcasses; jewelry, other than costume or novelty; postage stamps; United States mail of any class; precious metals or articles manufactured therefrom; precious stones, revenue stamps; antiques; collectibles; or other related or unrelated old, rare or precious articles of extraordinary value, and all individual items worth more than $10,000 each or where a Intermodal Unit Shipment of the Commodity is worth more than $250, Fish, shellfish, crustaceans, fresh or frozen. 10. Fresh fruits or vegetables, of any kind.

17 11. Hides, furs, pelts or skins, green or green salted unless shipped in privately owned or controlled Intermodal Units with the cargo properly packaged, secured, blocked and restrained for rail transportation. All Shipments must be properly lined with a durable liner to prevent any leakage. The Waybill Shipper will be responsible for all associated clean up costs of the facilities and any equipment remediation that may occur from any hide, pelt or fur Shipment documented to be leaking on UPRR property. 12. Ice, ice cream and/or frozen novelties. 13. Loaded temperature-controlled Trailer or Containers billed as FAK (Freight All Kinds), or any temperature controlled Shipments. (See Item 550 for provisions to apply) 14. Marine vessels of any kind including ships, boats, canoes, launches, yachts, or sailboats. 15. Medical equipment, medical supplies, or medical hardware including x-ray machines, CT scanning devices or MRI devices. 16. Medicines, drugs, pharmaceuticals, prescription and non-prescription medication. 17. Metal products shipped in coils, rolls, reels, or spools, when the gross weight of the product and packaging exceeds 3,500 lbs. (1591 kg) per package. (See Item 540). 18. Military communications outfits, as described in Item of Uniform Freight Classification Code (UFC). 19. Military tracking, radar, communications equipment, electronics, or surveillance equipment. 20. Any items moving in conjunction with a military field exercise. 21. Missiles, guided or rockets, guided; guidance systems or electronic guidance control apparatus for installation in missiles or in missile sections; missile or rocket frame assemblies containing electronic apparatus, or mobile missile guidance control systems, as described in Items through of Tariff UFC 6000-series. 22. Motor vehicles of any kind unless individually packaged or crated and properly blocked and braced for rail transportation. 23. Over Dimensional shipments ( See Item 440 ) 24. Plants, living or fresh cut including Christmas trees, floral or nursery stock. 25. Raw wooden logs when shipped in railroad controlled equipment Trailers, modular housing, pre-fabricated housing, modular or pre-fabricated offices, carts, freight or passenger. Buildings, houses or offices; fabricated or portable. 27. Used business equipment, office furnishings or furniture. 28. Used household goods, furnishings, or furniture. 29. Used machinery, equipment, auto parts; assembled or in components moving in private equipment. 30. Used tires. UPRR reserves the right to refuse Commodities in addition to those listed in this Item 520 at its sole discretion.
