1 Method of Procedure Electrical Work Issue Date: June 2008 Policy Ref: PJP MOPEW Preparation: Safety Mgr. Authority: President Issuing Dept: Safety Form 309 Page 1 of 2 Job Name: Job # Address: Supervisor: PM: Pre-Outage Safety 1. Temporary lighting, flashlights, and/or headgear lamps as required will be staged and utilized to provide adequate lighting for work areas around and inside switchgear. 2. Access will be controlled by installing barricades at a distance identified on the main breaker incident energy arc flash label. If no label exists refer to the NFPA 70E Stage battery drills/chargers, hand tools, insulating blankets, insulated tools, shorts & grounds, arc flash PPE, and other related hardware in close proximity to the work. 4. Conduct a safety job briefing with crew identifying the scope of work, associated hazards working near other energy sources or adjacent to energized parts. 5. When the justification permits, complete an energized work permit with a description and identification of affected areas (only when incident energy is <40cal/cm2). 6. Any backfeed energy source from a generator back-up system or distribution system loop tie-breaker shall be effectively isolated and be an integral component of the LOTO. 7. When a backup generator is in the one-line, effectively lock out the transfer switch and disconnect the +battery lead, and install a cord cap lock on +battery cable terminal end. If the generator is required to operate during an outage, verify transfer switch is effectively locked out and verify zero energy after generator starts. 8. Complete a Job Hazard Analysis (JHA) and review with affected crew. All questions shall be answered prior to any work commencing. 9. Shorts & grounds shall be installed on all de-energized & LOTO circuits >500VAC. 10. Conduct an inventory of tools & material being issued to perform assigned work task to assure all tools and material are accounted for at the end of the outage. \\SCAR\Safety_Manuals\Safety_Form_Library\MOP_Electrical_Work.docx

Confirm Utility personnel have opened the affected service feeder to building with shorts & grounds installed. 12. Identify the person on jobsite who is responsible for coordinating the utility clearance. Assure communication with that person on status of work & when PCE work has been completed. 13. PCE electricians will verify zero energy with appropriate PPE and place their personal locks on the lockbox which contains the keys for PCE Master Control Locks on all OCPD affected, and apply information tag. 14. Confirm/verify the correct sections of electrical switchgear are being accessed when opening or removing covers from the back side. 15. Electricians shall don required PPE and be positioned on the hinged side of access doors when opening to expose internal energized parts. Screw covers shall be carefully removed not allowing any corner or edge of cover to cross the plane into the internal section where energized conductor locations or conditions are unknown. 16. Verify voltage meter operation on a known voltage source, and then verify with same meter all conductor termination points are effectively de-energized with same meter, and then re-verify meter operation again on a known voltage source. 17. When work is completed in each switchgear section verify that all tools, materials, supplies, and shorts and grounds (if applicable) have been removed from work area and accounted for. Enclosure/cabinet is cleared and ready for door/cover closure. 18. Close & secure covers, access panels, and doors. 19. When all work is completed and personnel cleared from work areas remove LOTO devices, close main circuit breaker prior to energizing when the incident energy is greater than 40cal/cm2, and inform outage coordinator and utility clearance coordinator that work scope has been completed and all personnel are cleared from work area. 20. Upon re-energization, verify that all circuits have returned to normal operating conditions (phase rotation/phase sequencing/voltage) prior to leaving project site. Contact PCE Safety Department for assistance if any changes to the planned MOP effect or create additional hazards based on the revised work scope. \\SCAR\Safety_Manuals\Safety_Form_Library\MOP_Electrical_Work.docx
