1 PRODUCTION OF THE FILM AND PUBLICATION BOARD ANNUAL REPORT, ABRIDGED ANNUAL REPORT AND MULTIMEDIA PRESENTATION FOR THE PERIOD 2017/ / BACKGROUND AND LEGISLATIVE MANDATE The Film and Publication Board (FPB) derives its mandate from the Films and Publications Act (Act65, 1996), amended in 2004 and The FPB is mandated to regulate the creation, production, possession and distribution of films, games and certain publications in order to: Provide consumer advice that will enable adults to make informed viewing, reading and gaming choices both for themselves and the children in their care Protect children from exposure to disturbing and harmful materials and from premature exposure to adult s Make punishable the use of children in pornography or exposure thereto Vision A leading and credible content regulator Mission To ensure the regulation of media entertainment content by empowering the public, contributing to child protection and promoting the growth of the industry. Key priorities for the next five years The FPB Council endorsed the following five key priorities as strategic priorities to influence the application of the strategy; a) Technology driven content classification. b) Consumer education (empowers adults and protects children). c) Legislative review (platform neutral legislative regime). d) Local and International partnerships (to ensure better regulation of the web). e) Research, compliance monitoring and monitoring & evaluation to inform future priorities.

2 f) Funding and resource mobilization. g) Integrate informal business into formal business. 2. SPECIFICATIONS: Annual Report Job Type : Annual Report 2017/18, 2018/19 and 2019/20 Size : A4 Print Quantity : 200 per annum Electronic Quantity : 10 copies on disc (multimedia flip book) pages including covers : 150 perfect bound at the spine per annum Colour : Full colour Finishing : Matt, full CMYK throughout and crease cover. Collate and concealed spiral bound glued to cover Inside paper weight : 135gsm Proofreading and Editing Content : To be supplied by FPB Images/graphics Abridged Annual Report Job Type Electronic Quantity pages including covers Colour Finishing : Summarized Annual Report, 260mm X 260mm : 10 copies on disc (5 copies to be print ready files) : 50 perfect bound at the spine per annum : Full colour : Matt, full CMYK throughout and crease cover. Collate and concealed spiral bound glued to cover

3 Proofreading and Editing Content Images/graphics : To be supplied by FPB Multimedia Presentation The multimedia presentation will be a presentation of the annual report highlights. It will include the following: Professional voice over Graphics Scripting and Storyboard USB s 400 branded USB s to be loaded with: Annual Report (multimedia flip book) Abridged annual report (multimedia flip book) Multimedia Presentation. The branding of the USB s should be the same as the annual report look and feel. Quotations Quotations should include concept, design, photography, stock images, layout, proofreading and editing, reproduction, printing and delivery to FPB offices. Service Providers should have a proven track record of editing and proofreading skills for annual reports as this is paramount. No compromises will be accepted.

4 Theme The theme of the Annual Report will be decided between the FPB and the appointed Service Provider on an annual basis and will be informed by the achievements and programmes of the FPB at that particular period. Creative /Design Requirements Service Providers MUST provide proposals with at least three different concepts and designs on an annual basis. These must be relevant to the work of the FPB. All designs must follow the theme throughout in the best possible way using graphics, etc. Service providers to submit previous annual reports worked on. Timing Path An appointed service provider will be furnished with the critical timing path so to meet the delivery time frames specified in the PFMA on an annual basis.

5 3. EVALUATION CRITERIA Gate 1: Mandatory requirements All bidders must submit the documents listed in Table 1 below. The validity of the Tax Clearance Certificate/Tax Compliance Pin issued by the South African Revenue Services certifying that the tax status of the Bidder is in order will be verified against the information recorded in the Central Supplier Database (CSD) In the event where the Bidder submits a hard copy of the Tax Clearance Certificate, the CSD verification outcome will take precedence Declaration of interest SBD 4 Yes Complete and sign the supplied document Preference Point Claim Yes Non-submission will lead to a zero (0) score on Form SBD 6.1 BBBEE Declaration of Bidder s Yes Complete and sign the supplied document Past Supply Chain Management Practices SBD 8 Certificate of Independent Bid Determination SBD 9 Yes Complete and sign the supplied document Registration on Central Yes All bidders must be registered as a service Supplier Database (CSD) provider on the Central Supplier Database (CSD). If you are not registered proceed to complete the registration of your company prior to submitting your proposal. Visit to obtain your vendor number. 6 Gate 2 Technical Evaluation Criteria = 100 points All bidders that have met the Pre-qualification criteria in (Gate 1) will be evaluated in Gate 2 for functionality. Functionality will be evaluated as follows; Bidders will be evaluated out of 100 points; and are required to achieve a minimum of 70 out of 100 points to be evaluated in Gate 3; As part of due diligence, the Film and Publication Board will conduct a site visit for validation of the proposed solution and/or required services.
