11 Why do we still need further reductions? High background concentrations on a very slowly changing level Mercury levels in many EMEP countries still pose a significant risk to human health and environment Still high concentrations in northern lakes and soils due to deposition Emissions trends in the UNECE region going downwards due to action already taken Even after considerable reduction of emissions through effective measures, excessive amounts of HMs exist due to previous and current depositions Therefore reducing the emissions into atmosphere and longrange transport of pollution is still of great importance. 12 Where are the benefits? A modern, technical up-to-date HM Protocol taking into account flexibility for timelines, base years (new ratifying countries) inclusion of an expedited procedure up-to-date technical annexes (BAT, ELVs) new products added to annex VI (implications on annex VII) New ratifying countries actively taking part Experience gained within UNECE can inform UNEP negotiations on a worldwide legally binding instrument for mercury UNECE WGSR September 2012 Katja Kraus, Germany 12
13 Conclusions Reducing emissions of HM is still of great importance Excessive amounts in the environment due to deposition Initiatives and projects to support ratification underway in UNECE and EU It is time to negotiate a new HM Protocol taking into account better the needs of EECCA and SEE countries a revised Protocol will help them comply Experience gained within UNECE can inform UNEP negotiations on a worldwide legally binding instrument for mercury UNECE WGSR September 2012 Katja Kraus, Germany 13
