1 Stockton Freight & Passenger Rail Mobility Enhancement 2017 $10.34 million in 2017 FASTLANE Grant funding to complete engineering design, permitting, and construction of the Stockton Track Extension and the Stockton Wye. The Stockton Freight and Passenger Rail Mobility Enhancement project at the San Joaquin Regional Rail Commission will improve passenger, commuter, and freight rail movement in Northern California and the growing San Joaquin County area. It will allow for more efficient movement of trains through Stockton and the surrounding area, which will improve on-time performance for passenger and commuter trains and reduce delays in freight movement to and from the Port of Stockton. In addition, the project will enable continued growth at the Port of Stockton, creating jobs in Stockton, one of the most economically distressed areas in the United States. Finally, the project will reduce street congestion and improve safety to pedestrians and the motoring public while causing an overall improvement in air quality. 2 Project Details / Talking Points Northern California is served by two Class I railroads, UP and BNSF. These freight lines are experiencing growing volumes of freight traffic, including traffic related to global trade generated by the Port of Stockton, as well as increase in intercity passenger rail and commuter rail service that have developed to meet the growing travel demands of the region. Through the design and permitting work already completed, construction of the project can begin within 18 months of obligation of funds. The two components of this project are located adjacent to each other along the Union Pacific Railroad Fresno Subdivision in central Stockton. Together they allow for more direct routing of passenger and freight trains to their destinations and help to better separate commuter and freight operations, thus reducing delays and improving overall mobility in the region. SJRRC has already completed Phase 1 of the Stockton Passenger Track Extension project component, with the final engineering design for the next phase to start in early UP has completed right of way acquisition as well as preliminary and 90 percent design engineering costs for the Stockton Wye. FASTLANE funding of $10.34 million, when combined with other previously received federal grants, state/local funds, and private investment, provides critical project funding to ensure the completion of the project.

3 The State of California identified the Stockton Freight and Passenger Rail Mobility Enhancement project ( Project ) as one of 3 statewide priority projects. With the San Joaquin Regional Rail Commission ( Commission ) acting as the lead on the applications development, a FASTLANE grant was submitted by the California Department of Transportation. Commission staff worked with the Union Pacific Railroad and BNSF Railway to develop an application utilizing previous TIGER grant applications for two regionally significant rail projects: Stockton Passenger Track Extension Construction of a 1.3-mile dedicated passenger track to directly connect the Cabral Station to the ACE Rail Maintenance Facility ( RMF ). Stockton Wye Construction of a new track connecting two railroad main lines that currently do not have a direct connection (the north-south UP Fresno Subdivision and the east-west BNSF Stockton Subdivision) to the Port of Stockton.

With the Project complete, the Commission anticipates the following benefits: Reduce the amount of time trains are blocking at-grade crossings near Cabral Station; Lessen freight interference between the two Class 1 railroads operating in the area; Improve passenger and freight train reliability; Lower operating costs for trains serving the Port of Stockton.
