3 Our experience Blackburn with Darwen Borough Council will save a projected 11.4 million and Renfrewshire Council a projected 11 million. Both these council s have made savings in year one and will continue to make savings through introducing LED street lighting. Designing and delivering Blackburn and Darwen s LED street lighting retrofit Blackburn with Darwen Borough Council made the decision to replace the aged and inefficient light sources on all main and residential routes in the borough with energy efficient and low maintenance lighting. Before implementing the retrofit programme, Capita completed onsite inspections, making sure every light asset across the borough was photographed and documented, recording current condition and any electrical information required for the retrofit. This was then passed to the Council in order for them to update their own management information system (MIS) on their current lighting assets. Capita s street lighting team then designed a solution to retrofit 17,500 units of the Council s existing street lighting stock with energy efficient LED lighting. We retained the existing street lighting columns that were proven structurally sound and replaced those that were no longer fit for purpose. By introducing the scheme, the local authority is already realising significant savings across its revenue budget. Over the next 20 years: > Energy savings alone are predicted to be in excess of 11million. > Maintenance costs are anticipated to be 60% less. > Carbon savings will be more than 30,000 tonnes; more so with added labour and carbon benefits from reduced vehicle journeys reducing fuel intake and excessive pollution. The new lighting and better visibility also helps to reduce the amount of road traffic accidents and increases road safety for pedestrians when walking in the hours of darkness. The Police are also in full support of this project, as the improved lighting assists with the reduction of crime and anti-social behaviour. We also ensured the the project promoted recycling and efficiencies to local organisations. We broke down components of the redundant lanterns and recycled them; recycled 100% of the redundant concrete columns and all packaging associated with the project was used as bedding for local animal charities. We completed the programme under budget, encountered zero accidents and it become a flagship delivery model for other high profile highway initiatives that the Council is now seeking to complete. Our LED Street lighting retrofit scheme in Blackburn was shortlisted at the LUX awards 2015 for the Outdoor Lighting Project of the Year as well as Best Sustainable Project at the 2017 North West Construction Awards.
4 Our experience? > We have delivered and performance monitored LED Street lighting projects for many local authorities including Salford, North Tyneside, Cumbria, Wrexham, Newport, Sunderland and Renfrewshire. > We have successfully delivered a 24 month retrofit programme within a 17 month time frame. > We also deliver street lighting improvement programmes for university campuses, hospitals, parks and schools. > We are able to offer multi-disciplined resource where lighting work impacts on other highway activities such as structures, bridges, environmental and highway design improvements. Designing Inverclyde Council s LED street lighting retrofit Inverclyde Council required a design solution to improve the efficiency and performance of their street lights. Capita s street lighting team designed a solution to retrofit 9000 lanterns of the Council s existing street lighting stock with energy efficient LED lighting. We retained the existing street lighting columns that were proven structurally sound and replaced 1200 columns that were no longer fit for purpose. In replacing the 9000 LED lanterns (which have a 20 year life span) across Inverclyde, the local authority is already realising significant savings across its revenue budget. Over the next 20 years > Energy savings alone are predicted to be in excess of 50%. > Maintenance costs are anticipated to be 60% less. the life span of an LED lantern is 20 years?
