5 Exercise Benefits Increase readiness in the event of an actual emergency Provide a means to assess effectiveness of response plans and response capabilities Serve as a training tool for response personnel and their involvement with other response agencies Provide an opportunity to practice skills and improve individual performance in a nonthreatening environment

6 Goal Give participants an opportunity to practice and evaluate the Oregon Water/Wastewater Agency Response Network (ORWARN) web site materials and operational procedures and protocols by discussing the response to a simulated tsunami Improve the capability of ORWARN to respond to any emergency or disaster that requires specialized water and wastewater resources from within the state

7 Exercise Objectives At the conclusion of this exercise participants should be able to do the following: Demonstrate how ORWARN fits into the Incident Command System Access and use the ORWARN web site, Ops Plan and other website materials

8 Roles and Responsibilities Participants respond to the situation presented based on knowledge of response procedures Incident Commanders utilize components of the Incident Command System Responding Agencies while using the ORWARN Ops Plan and the website, determine responding labor and equipment resources

9 Structure We will be separated by agency or geographical area The exercise will begin with a scenario briefing Following the scenario briefing, the requesting agency will determine their labor and equipment resource needs Responding agencies will determine their labor and equipment resources and wait for a request from the agency needing assistance

10 Exercise Rules of Engagement There is no single solution Varying viewpoints, even disagreements are expected Respond based on your knowledge Your organization s positions or policies do not limit you, but try to accurately characterize your agencies resources Make your best decision based on the circumstances presented

Assume cooperation and support from other responders and agencies Basis for discussion consists of scenario narratives, your experience, your understanding, and your intuition All information required to drive the discussion during the exercise is contained in exercise material Treat every scenario as if it might affect your area - don t fight the scenario

14 It is late winter in 2011 Normal rainfall and temperatures have been consistent throughout Southern Oregon An earthquake takes place off the Southern Oregon Coast Local officials are concerned about a possible Tsunami hitting the coast When the scenario begins you will have 20 minutes to decide who is in charge and what to do first

15 (Cont.) The decisions you make in the first twenty minutes will have an impact on the rest of the scenario At the end of the first twenty minutes we will pause and you will receive the rest of the briefing

The Water Treatment Plant survives the tsunamis, but sedimentation, salt water, and lack of power leave it inoperable Downed trees and violent washouts rupture numerous pipes resulting in an average reduction in water pressure of 50 percent throughout the affected area There are unconfirmed reports of a large chemical spill running into the river, your drinking water source Two upper level reservoirs remain intact

All power is out except for Emergency Operations Center backup generator in foothills Power outages and sedimentation also interrupt regular service from the Wastewater Treatment Plant. 50 confirmed deaths. More than 100 people are feared missing. More than 150 people are injured and need medical help Any emergency or agency vehicles that weren t moved to high ground are inoperable

20 (cont.) The condition of all other Water and Wastewater facilities is unknown 90% of your workforce is unavailable

21 Key Issues Summary Power loss and disruptions to water and wastewater services are widespread Homes, businesses, and government facilities are damaged or missing Roadways are obstructed Repair crews and utility personnel are limited or non-existent

23 Exercise Objectives Requesting Agency Initiate the Incident Command System (if you haven t already)and fill as much of the command and general staffs as possible Based on the scenario, determine what labor and equipment resources you need to restore your system assuming 90% of your own agency s labor and equipment resources are unavailable Once you have determined your need, seek out responding agencies for additional resources Prepare an Incident Action Plan
