(SN-29) Sub: Proposed Grain based Distillery: 28 KLPD of Alcohal, Grain required: MT/day,Area of Plot : 7.5 Acres, Khasra No. 148, 160, 161, 162,163, 165, 166 & 167 At Village Jafrabad, Teh.- Joura, Distt - Morena (M.P.) - Prescribing of TOR - Regarding. The present case pertains to production of Rectified Spirit from grains. Cost of the project is Crore. Location: Total 7.5 acres of land is available for the industry. The proposed site is reported to be located at Village- Jafrabad, Tehsil- Joura, District Morena. The nearest village- Jafrabad is reported at 370 meters from the site and village Bilaiya is reported to be at about 450 meters from the site. Nearest surface water is Morena Branch Canal at about 1.2 Km and River Asan is 2.35 Km from the site. NH-3 Agra Mumbai Highway is about 12 Km from the site. The state highway is reported to be 150 meters. No wild life sanctuary / National Bio-sphere Reserve, Inter-state border is located within 10 Km radius of the proposed site. It was reported that no litigation is pending against the project. Manufacturing technology: The technology is based on Multi-pressure Distillation. All machines and equipments are close looped to check any leakage / emission at any stage. Water requirement: is 426 KLD, which shall be drawn from ground water. Quantity of effluent generated from the industry shall be 304 KLD. The waste water shall be treated by Centrifuge decanter for the separation of suspended solids followed by Multi-effect Evaporator to maintain Zero Discharge. Source of electricity: Power requirement for the project is 1250 KVA. Co-generation biomass based 1.5 MW power plant shall be installed and 500 KVA DG set shall be installed as back up. Green belt development: PP has submitted that the area of the proposed site is large enough to provide 33% of the total area to be utilized as green belt. Still one acre land away from the village which belongs to the PP and is having continuity with the proposed site can be added.
2 2 It was also submitted by the PP that any other issue pertaining to public shall be judiciously sorted out during the public hearing with all needed commitments. Submission from the PP: Registration from Industries department, diversion letter in favour of Smt. Jaya Chaturvedi (One of the Directors) and NOC from Gram Panchayat Jafrabad. Permission & license form Excise department is yet to be release. The State Expert Appraisal Committee for environmental appraisal of projects considered the project during its meeting held on 06/01/2011. After the deliberations Committee has decided to issue TOR to the industry with condition that the site shall be visited before appraisal of EIA. The issued TOR can be extended/ amended or even withdrawn on the recommendation of visiting sub-committee. Following points shall be included in the TOR: I. Executive summary of the EIA to be submitted separately with detailed EIA. II. III. IV. Comparison of alternate sites considered and the reasons for selecting the proposed site. Conformity of the site with the prescribed guidelines in terms of distance of 500 m from HFL of the river, highways, railway line should also be shown. All the coordinates of the plant site on topo-sheet, showing the details of ETP and other facilities to be submitted. The study area should cover an area of 10 km radius around the proposed site. V. Land use of the study area as well as the project area shall be given. VI. Location of any National Park, Sanctuary, Elephant / Tiger Reserve (existing as well as proposed), migratory routes, if any, within 10 km of the project site shall be specified and marked on the map duly authenticated by the Chief Wildlife Warden. VII. Land requirement for the project to be optimized. Item wise break up of land requirement and its availability to be furnished. VIII. IX. Topography of the area should be given clearly indicating whether the site requires any filling. If so, details of filling, quantity of fill material required, its source, transportation etc. should be given. Impact on drainage of the area and the surroundings. X. Information regarding surface hydrology and water regime and impact of the same, if any due to the project. XI. XII. XIII. One season site-specific meteorological data shall be provided. One complete season AAQ data (except monsoon) to be given along with the dates of monitoring. The parameters to be covered shall include SPM, RSPM, SO2 NOx and Ozone (ground level). The location of the monitoring stations should be so decided so as to take into consideration the pre-dominant downwind direction, population zone and sensitive receptors including reserved forests. There should be at least one monitoring station in the upwind direction. Impact of the project on the AAQ of the area and cumulative impact due to the existing cement plants, power plant, coal washery, mining activity etc. Details of the model used and the input data used for modeling should also be provided. The air quality contours may be plotted on a location map showing the location of project site, habitation nearby, sensitive receptors, if any. The wind roses should also be shown on this map.
3 XIV. XV. XVI. XVII. XVIII. XIX. 3 Source of water and its availability. Commitment regarding availability of requisite quantity of water from the competent authority. Details of rainwater harvesting and how it will be used in the plant. Examine the feasibility of zero discharge. Details of water balance taking into account reuse and re-circulation of effluents. Details of greenbelt i.e. land with not less than 1500 trees per ha giving details of species, width of plantation, planning schedule etc. Detailed R&R plan/compensation package for the project affected people. XX. Details of flora and fauna duly authenticated should be provided. In case of any scheduled fauna, conservation plan should be provided. XXI. XXII. XXIII. XXIV. XXV. Details regarding infrastructure facilities such as sanitation, fuel, restroom etc. to be provided to the labour force during construction as well as to the casual workers including truck drivers during operation phase. Public hearing points raised and commitment of the project proponent on the same. An action plan to address the issues raised during public hearing and the necessary allocation of funds for the same should be provided. Measures of socio economic influence to the local community proposed to be provided by project proponent. As far as possible, quantitative dimension to be given. Impact of the project on local infrastructure of the area such as road network and whether any additional infrastructure would need to be constructed and the agency responsible for the same with time frame. EMP to mitigate the adverse impacts due to the project along with item wise cost of its implementation. XXVI. Risk assessment should be carried out. It should take into account the maximum inventory of storage at site at any point in time. The risk contours should be plotted on the plant layout map clearly showing which of the proposed activities would be affected in case of an accident taking place. Based on the same, proposed safeguard measures should be provided. Measures to guard against fire hazards should also be provided. XXVII. XXVIII. Any litigation pending against the project and /or any direction /order passed by any Court of Law against the project, if so, details thereof. Any direction /condition stipulated by any competent authority regarding expansion or establishment of new project in the proposed area have to be addressed in detail along with relevant documents. 4. Besides the above, the following general points will be followed:- a) All documents to be properly referenced with index, page numbers and continuous page numbering. b) Where data is presented in the report especially in table, the period in which the data was collected and the source should invariably be indicated. c) Where the documents provided are in a language other than English, an English translation should be provided. d) The Questionnaire for environmental appraisal of distillery projects as devised earlier by the Ministry shall also be filled and submitted. 6. Additional points as discussed in the meeting to be incorporated in the EIA/EMP:
4 4 Alternate sites to be explored for siting of the industry in view of proximity to the villages and highway, so as to comply with the guidelines of MoEF. Executive summary of the project to be submitted with the EIA report. Detailed breakup of the land area along with the photographs of the area. Details of the site and information related to environmental setting within 10 Km radius of the project site. Present land use based on satellite imagery. Details of site and information related to environmental setting within 10 km radius of the project site. Information regarding eco-sensitive area such as national park/ wildlife sanctuary /biosphere reserves within 10 Km radius of the project area. Source of raw material. Ambient Air Quality Monitoring for the three months except monsoon. Mathematical modeling for calculating the dispersion of air pollutants and ground level concentration along with emissions from the boiler. Details of the use of steam from boiler and use of fuel. Hydrology of the area especially down stream. Ground water quality around the compost plant and spent wash storage lagoon. Noise levels monitoring at five locations within the study area. List of flora and fauna in the study area. Number of working days of the distillery unit. Details of the spent wash treatment. Proposed effluent treatment system and scheme for the achieving zero discharge. Detailed water requirement and water balance. Water drawls permission from the Irrigation Department/ State Ground Water Board. Details of raw material. Details of Solid waste management including management of boiler ash. Green belt development as per the CPCB guidelines. Environment management plan. Rain water harvesting measures. Details of occupational health surveillance programme. Details of socio economic welfare activities. Post project environmental monitoring. Any litigation pending against the project and / or any direction / order passed by any Court of Law against project, if so, details there of. Action plan in the tabular form to the issues/suggestions made during the public hearing along with the implementation plan and allocation of funds. 7. After preparing the draft EIA (as per the generic structure prescribed in Appendix-III of the EIA Notification, 2006) covering the above mentioned issues, Contd.5
