2 UNDP in the Kyrgyz Republic is supporting the government s initiatives in the areas of good governance, sustainable development and socioeconomic reforms. Through its communications budget, it will support the Prime Minister s Office efforts to advance economic reforms to gain traction in the court of public opinion and advance good governance agenda in the country. OBJECTIVE The key goal of the National Expert is to support in objective coverage of a reform process of the Government in mass media at the local and international level. Objectives: Creation of the communication environment and mechanism of information delivery that will enable the Government of the Kyrgyz Republic timely and effectively inform domestic and international publics important and useful on reforms and issues. Building vibrant and efficient media relations. Determining newsworthy events and issues for international media. Building capacities in public information of the Vice Prime Minister s office responsible for economic reforms. Providing stories on socioeconomic development for UNDP communication channels as a good practice and lessons-learned matter. SCOPE OF WORK The National Expert will work under general supervision of the First Vice Prime Minister of the KR and UNDP CO s Communications Officer. Tasks for the National Expert to perform include: Collection and analysis of data and identification of sources of information on public opinion in the Kyrgyz Republic on the most important societal issues to produce publications (1, 3, 7, 12, 16, 20), develop communication strategy outline (8), and support PM s communications (2, 5, 10, 14, 18, 22). Research of regional and international media coverage of Kyrgyzstan for the same products. Support to Prime Minister s Department of Information Policy in building media relations with the international media services in the country (BBC, Radio Liberty / Azattyk, Reuters, AP, AFP, etc.) and in organization of media events on important reforms to deliver product (4, 9, 13, 17, 21). Organization of production of at least 10 anticorruption and other newspaper articles/video products on reforms that would attract attention of the international media outlets. Support in organization of invitation by the Government to the international media groups in case of their interest to produce min 18 articles (1, 3, 7, 12, 16, 20). Support in organization and management of the media tour by the end of March 2014 for foreign media to provide opportunities for news media to write stories and create video products on Kyrgyz Republic, including for new media and beat reporters on tourism, magazines on nature, winters sports, etc. This activity will contribute to products (1, 3, 7, 12, 16, 20), (2, 5, 10, 14, 18, 22) & (6, 15, 23). Participate in organization of production of newspaper articles/video products to distribute to the diplomatic corps in Kyrgyzstan for further distribution in respective countries for products (4, 9, 13, 17, 21), (4), (2, 5, 10, 14, 18, 22), (6, 15, 23). Prepare the interviews and other public speaking opportunities for top government officials to provide coverage for key reforms to contribute to products (1, 3, 7, 12, 16, 20), (4, 9, 13, 17, 21), (4), (2, 5, 10, 14, 18, 22). Work with creative studios, journalists and bloggers on hot issues of the day to frame burning issues of societal development to contribute to products (19).

3 Build and maintain relationships with academia and researchers (social sciences, political sciences, communications scholars) to organize roundtables, conferences, discussions of journalism practices, political advertisement, and public relations. It should contribute to products (4, 9, 13, 17, 21), (2, 5, 10, 14, 18, 22). Organize trainings on communications (strategic communication management), public information and media relations for the staff of the Department of Information Policy of the Government and press services of other government agencies to contribute to products (4), (11) & (24). FINAL DELIVERABLES The National Expert will be paid based on the following schedule: PRODUCTS DEADLINE (1) Minimum eighteen publications to promote Government successes in economic reforms, improving efficiency of government work, reducing corruption and the impact of these reforms on citizens of the Kyrgyz Republic published by local and international media End of first month. (2) Support provided to First Vice Prime Minister and relevant (3) Minimum three publications to promote Government successes End of second month. (4) Assistance provided to organization of meetings, press briefings, press-conferences, presentations and other necessary public events related to promoting of economic reforms, improving efficiency of government work, reducing corruption and the impact of these reforms on citizens of the Kyrgyz Republic. Necessary handouts, press-releases, and other materials for public speaking (5) Support provided to First Vice Prime Minister and relevant (6) At least one story for the UNDP Kyrgyzstan website on the government reform and anticorruption efforts. (7) Minimum three publications to promote Government successes End of third month.

4 (8) Communications strategy to promote public sector reforms outline and recommendations developed. (9) Assistance provided to organization of meetings, press briefings, press-conferences, presentations and other necessary public events related to promoting of economic reforms, improving efficiency of government work, reducing corruption and the impact of these reforms on citizens of the Kyrgyz Republic. Necessary handouts, press-releases, and other materials for public speaking (10) Support provided to First Vice Prime Minister and relevant (11) Training for relevant departments of the government office and relevant ministries experts to provide information effectively and timely which is necessary for promotion of economic sector reforms. (12) Minimum three publications to promote Government successes End of fourth month. (13) Assistance provided to organization of meetings, press briefings, press-conferences, presentations and other necessary public events related to promoting of economic reforms, improving efficiency of government work, reducing corruption and the impact of these reforms on citizens of the Kyrgyz Republic. Necessary handouts, press-releases, and other materials for public speaking (14) Support provided to First Vice Prime Minister and relevant (15) At least one story for the UNDP Kyrgyzstan website on the government reform and anticorruption efforts. (16) Minimum three publications to promote Government successes End of fifth month.

5 (17) Assistance provided to organization of meetings, press briefings, press-conferences, presentations and other necessary public events related to promoting of economic reforms, improving efficiency of government work, reducing corruption and the impact of these reforms on citizens of the Kyrgyz Republic. Necessary handouts, press-releases, and other materials for public speaking (18) Support provided to First Vice Prime Minister and relevant (19) Visualization of a map of reforms published by local media. (20) Minimum three publications to promote Government successes End of sixth month. (21) Assistance provided to organization of meetings, press briefings, press-conferences, presentations and other necessary public events related to promoting of economic reforms, improving efficiency of government work, reducing corruption and the impact of these reforms on citizens of the Kyrgyz Republic. Necessary handouts, press-releases, and other materials for public speaking (22) Support provided to First Vice Prime Minister and relevant (23) At least one story for the UNDP Kyrgyzstan website on the government reform and anticorruption efforts. (24) Final report on completed tasks and delivered products as per the TOR submitted and agreed by the Government Office and approved by UNDP Kyrgyzstan Country Office. INSTITUTIONAL ARRANGEMENTS 1) National Expert will fulfill the assignments in line with deliverables under direct supervision of UNDP Programme Development Officer. 2) National Expert will report to the UNDP Communications Officer on regular basis. 3) Payments are subject to submission of regular reports and IC Time Sheet by the Contractor, duly approved by UNDP Communications Officer, which shall serve as the basis for the payment of services. DURATION OF WORK The expected duration of assignment is 24 February till 29 August 2014 or 130 effective persons-days.

6 QUALIFICATION AND COMPETENCY REQUIREMENTS University degree in journalism, public and media relations, political / social science. Master degree is an asset. Work experience: at least of 5 years of professional experience in the area of mass media/journalism/ PR campaign. Experience in reporting on economy/political/social research is an asset (at least five publications). Language skills: excellent knowledge of English, knowledge of Russian, Kyrgyz is an asset. Good presentation and training skills is an asset. Good communication, facilitation and consulting skills, proven track record as assignments and client feedback is an asset. Experience in writing articles, press releases and other materials for mass media (at least ten items in portfolio). Good computer skills are an asset. Ability to manage a high workload and deliver to tight deadlines is an asset. Good teamwork skills are an asset. High sense of responsibility, ability to work in a multinational team as proven track record in CV. Strong personal motivation is an asset. SUBMISSION OF APPLICATIONS Interested individual consultants must submit the following documents/information to demonstrate their qualifications: 1. Proposal: Explaining why they are the most suitable for the work. 2. Current and complete P.11 form in English/CV. 3. At least 2 recommendation letters from previous employers, including their contact information. 4. Signed Confirmation of Interest and Financial Proposal. 5. Copy of ID card. The proposal with a subject Media and Communications Expert should be submitted no later than 17:00 on 12 February 2014 to procurement@undp.kg or by post to the address below: UN House, UNDP Procurement Unit, 160 Chui Avenue, Bishkek , Kyrgyz Republic. ADDITIONAL REQUIREMENTS FOR RECOMMENDED CONTRACTORS Individual Consultants/Contractors whose assignments require travel and who are over 62 years of age are required, at their own cost, to undergo a full medical examination including x-rays and obtaining medical clearance from an UN-approved doctor prior to taking up their assignment. Individual Consultants/Contractors are required to have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director. The cost of required vaccinations/inoculations, when foreseeable, must be included in the financial proposal. Any unforeseeable vaccination/inoculation cost will be reimbursed by UNDP. TRAVEL REQUIREMENTS Duty Station: Bishkek, Kyrgyzstan; Travels to provinces within Kyrgyzstan are expected. Note: All expenses associated with National Expert s travels shall be incurred by the Government Office in line with Government internal rules and rates to be paid by the Government. SCOPE OF PRICE PROPOSAL AND SCHEDULE OF PAYMENTS Contracts based on daily fee The financial proposal will specify the daily fee and payments are made to the Individual Consultant based on the number of days worked.

7 SCHEDULE OF PAYMENTS Payments in several installments upon submission of reports and IC Time Sheet by the Contractor, duly approved by the UNDP Communications Officer, which shall serve as the basis for the payment of fees. SECURITY CLEARANCE The Media and Communications Expert will be requested to undertake the Basic Security in the Field (BSIF) training and Advanced Security in the Field (ASIF). These requirements apply for all Consultants, attracted individually or through the Employer. GOVERNMENTAL INPUT Government Office will provide the National Expert with following: Desk, computer, access to network, internet & printing/copying communication equipment as well as requisite stationery supplies.
