Classification of landfills a) deposits for hazardous waste b) deposits for non hazardous waste c) deposits for inert waste Plans and strategies Local plan for waste management (at county level) + Local Environmental Action Plan Regional plan for waste management (forwarded to European Commission) + Regional Environmental Action Plan National plan and strategy for waste management 2
Management of municipal waste - National Strategy and Plan for Waste management Extend the waste collecting Implementation of separate waste collecting Installing sorting installation Reduction of biodegradable waste Construction of conformed landfills Rehabilitation of old landfills Generated municipal waste - Regional Plan for waste management estimation on generated quantities Total increase of 0,8/inhabitant/year Packaging waste 10 % /year for % /year for % /year for
Municipal landfills - depositing 243 Municipal waste landfills in use in fulfilling EU criteria 223 NOT fulfilling EU criteria which will gradually ceased their activity by July authorized landfills after 2017 Serbia Responsibilities Local Public Administration - for municipal waste Companies for generating industrial waste 4
Deadlines for closing non conform landfills (example from annex of GD 349/2005) COUNTY Name of landfill / Year of activity ceasing ARGES Curtea de Arges 2010 ARGES Costesti 2010 ARGES Topoloveni 2010 BIHOR Sacueni 2010 BIHOR Stei 2010 BIHOR Marghita 2010 CALARASI Razvani 2010 CALARASI Fundulea 2010 CLUJ Cetan - Dej 2010 CLUJ Pata Rât - Cluj 2010 MARAMURES Arinies - Borsa 2013 ARAD Sebis 2014 Collecting ESTIMATION Municipal waste and alike deseuri generate deseuri colectate

CASE study sanitary waste management in Cluj county Starting situation: Each major hospital owned an local so called incinerator - not respecting any actual demands - still better than nothing Medical waste not sorted at all No special transport recipients to the local incinerator Even one situation of waste burning on open fields 7
Sanitary Waste Protocol Signing parties: At national level: Ministry of health, Ministry of Environment National Control Authority At local level : National Environmental Guard- EPA- Public Heath county department Sanitary Waste Protocol Scope: closing and dismantle of old hospital incinerators Deadlines for each installation- between 2004 and 2008 NEG was designated to inspect the fulfilling 8
Current situation One private authorized installation for sanitary and other hazardous waste incineration Transport and incinerate sanitary waste from Cluj county and other counties No comment! 9
Better but not good enough Current situation in Cluj 10
Lessons learnt Accurate starting data are essential! Introduce separate waste collection reuse and recycle before designing landfill or incinerators Offer a proper solution before closing a landfill or an old incinerator Plans and strategies are needed BUT they need to be updated and even modified Lessons learnt Monitoring and post monitoring (for landfills) need to be very clear stipulated into the environmental authorization. Do not forget the incinerator ash (without an analyze you can not be sure it is not hazardous) Do not forget the rural areas, especially the far away ones and/or being heavily road accessed It is better to introduce the money charge for waste collecting and processing into the general tax for being an inhabitant of one community. 11
