5 Linking projects/programs with FIP objectives The revised results framework requires that projects/programs submitted for Sub-Committee approval clearly articulate how the outputs will contribute to a FIP outcome (results chain)... include a DRAFT results frameworks at the program/project level with a set of concise output indicators

6 M&E Reports M&E system magic triangle Evidence based decision making An M&E report is an opportunity for implementers to inform themselves & others (stakeholders, partners, donors, etc.) on the progress, problems, difficulties encountered, success & lessons learned during implementation of programs and activities An M&E reports is a communication tool to present M&E results by presenting raw data & information as knowledge Key message: FIP M&E is primarily a management tool for the country to make informed decisions concerning the transformational process public accountability and learning

10 Implementing a programmatic approach - CONCLUSION Strategic management of the transformation process FIP pilot countries need to develop their own theory of change Coherent M&E system FIP indicators need to be part of the national M&E system with clear assigned organizational roles and responsibilities Facilitation convening power to bring together various stakeholders on a regular basis (at least once a year) to discuss progress and share lessons Capacity human and technical capacity to consolidate data and prepare reports

11 Implementing a programmatic approach CONCLUSION FIP pilot country is the central reporting unit to the FIP Sub- Committee FIP M&E is primarily a management tool for the country to make decisions concerning the transformational process public accountability and learning BASELINES AND TARGETS need to be established by April 2013 Don t forget the E in M&E Countries need to take the lead in the evaluation process this requires evaluation capacity at the national level
