4 Preface This Program Plan establishes and defines Safety, Health and Environmental policies, procedures, and requirements for the ATST project. It describes the project s safety management philosophy and defines responsibilities within the project for safety. Safety, Health and Environmental management must be an integral part of our work from initial planning and design, construction, commissioning, and finally operation of ATST. This Program Plan will be used through the duration of the project. SPEC-0086, Revision B Page 1 of 13

ATST SAFETY, HEALTH, AND ENVIRONMENTAL PHILOSOPHY For the duration of the ATST project we are committed to achieving the highest performance in safety, health, and environmental management practices with the aim of creating and maintaining a safe and healthy working environment for all those that work on this project. We are committed to: Promoting a work environment based on continuous improvement, employee involvement, ownership, teamwork, education, and leadership; Reinforcing the need for people to care about the people that they work with; Promoting the philosophy that safety is not a priority that can be reordered, but rather a value associated with everything that we do; Recognizing, rewarding, and reinforcing our safety, health and environmental achievements, innovations, and behaviors; Addressing all known risks to people, property, and the environment; Exercising vigilance to ensure compliance with all applicable, laws, regulations, and best management practices; Integrating safety, health, and environmental considerations into project planning, design, construction, and operations to minimize loss; Conducting sustainable programs to minimize pollution to the environment, to protect our material resources, honor cultural resources, and minimize our impact to biota. ATST SAFETY AND HEALTH RESPONSIBILITIES Management is responsible and held accountable for incorporating safety, health, and environmental policies, standards, rules, and principles into their work. We hold each other accountable for having safe designs and to work safely. We will ensure adequate protection for our workers, the public, our equipment, and the environment. (Management includes the project scientist, principal investigator, engineers, managers, and supervisors.) 2.1 ATST DIRECTOR The ATST Director has the overall responsibility for ensuring that safety, health, and environmental management practices are incorporated into the ATST Project. The ATST Director will implement Safety, Health and Environmental objectives by: Ensuring that the Safety, Health, and Environmental Program Plan is established and integrated throughout the ATST Program. Ensuring that (known) risks are identified, eliminated, or controlled within established project risk tolerance parameters. Ensuring that ATST activities are performed in accordance with applicable project safety requirements, and applicable Governmental safety regulations. 2.2 ATST PROJECT MANAGER The ATST Project Manager shares the overall responsibility for ensuring that safety, health, and environmental management practices are incorporated into the ATST Project with the ATST Director. ATST Project Manager s will implement the ATST safety, health, and environmental objectives by: Safety, health, and environmental considerations must be part of all planning processes by identifying known hazards, determining what standards apply, implementing controls, determining the competencies required to do the work safely, and finally the assurance that each of these elements are in place before work is authorized to proceed. Management focuses on safe accomplishments of the mission, understanding assignments, and carrying out the core safety management functions correctly and efficiently. These principles are dependent both upon management commitment and employee/individual involvement and accountability. Ensuring that the Safety, Health, and Environmental Program Plan is established and integrated throughout the ATST Project. Ensuring that (known) risks are identified, eliminated or controlled within established program risk acceptability parameters. Ensuring that ATST activities are performed in accordance with: applicable project safety requirements, and applicable Governmental safety regulations. Reviewing and approving safety analysis and safety program documents. Ensuring that necessary documents are submitted to agencies that require them. SPEC-0086, Revision B Page 3 of 13
7 2.3 ATST SAFETY MANAGER The ATST Project Manager shall designate a Safety Manager to establish and support the implementation the ATST Safety, Health, and Environmental Program Plan. The Safety Manager has the authority and responsibility to report safety, health, and environmental issues and to make recommendations to the Project Manager, the Project Safety Committee, and other leadership of the ATST project. The Safety Manager shall establish, plan, organize, and integrate a safety program during the duration of the ATST project as well as influence the design when necessary. The Safety Manager shall be actively involved in many if not all aspects of the project, and shall be responsible for: Participating in design reviews; Preparing the Safety Program deliverable documents; Supporting the program level interface with other organizations as needed; Developing and establishing safety design criteria and safety design requirements as needed; Reviewing and approving selected drawings, specifications, and procedures; Participating in hazardous testing if required; Evaluating design changes for their impact on safety, health, or the environment; Coordinating and verifying the adequacy of the emergency response systems and procedures that will be used during construction; Coordinating safety, health, and environmental activities needed for the duration of the project. 2.4 ATST SUBSYSTEM MANAGERS AND TEAM MEMBERS Each subsystem manager or designee will be responsible for integrating safety into their system and supporting the Safety, Health, and Environmental Program Plan as required. Identified members of these subsystems will directly support the plan s activities. Team members will seek technical assistance from the Safety Manager for guidance, resolution of safety issues or disputes involving the ATST. In some instances subsystem collaborators will manage safety, health, and environmental compliance at their home institution. Subsystem safety shall be reviewed during various planned reviews of collaborator activities, and changes made as required. 2.5 ATST SAFETY COMMITTEE (FORMERLY THE SAFETY WORKING GROUP) A Project Safety Committee will be established consisting of representatives from each of the project groups and critical subsystems as determined by the Project Manager. The purpose of this committee is to consult on safety, health, and environmental issues, provide policy advice, evaluate program effectiveness, and make recommendations to the project team. During the design phase of the project, this team is known as the Hazard Analysis Team, which designates spin off teams to address specific hazards in detail with the subject matter experts. The Project Safety Committee will meet at appropriate intervals as required and determined by the Committee. The Committee verifies the Source Selection Evaluation Board Members recommendation related to the AURA Safety and Health Questionnaire for Contractors (Appendix A). ATST PROJECT SAFETY POLICIES AND DOCUMENTS Some ATST safety policy documents have been developed specifically for the ATST project as they relate to specifics of the site selected for construction and operation of ATST. Others are adopted directly from existing AURA and NOAO/NSO policies. Both types are outlined in the following sections. 3.1 ATST SAFETY, HEALTH, AND ENVIRONMENTAL COMPLIANCE EXPECTATIONS Our expectation is to have effective program policies that will inspire people to incorporate safe designs and work safely and responsibly together. We also will encourage other participating organizations to manage Safety, Health, and Environmental aspects as required by their home institutions. As a minimum requirement, the home institution s Safety, Health and Environmental policies, standards, procedures, and rules shall comply with section 1.2 below. 3.2 COMPLIANCE TO REGULATIONS, CODES, AND STANDARDS The ATST project expects all working on the project to comply with all applicable safety, health and environmental regulations and requirements in Title 29 of the U.S. Code of Federal Regulations (CFR) including part 1910, OSHA Safety and Health Standards for General Industry, and Part 1926, Safety and Health Regulations for Construction, 49 CFR Federal Motor Carrier Safety Administration, and 40 CFR Protection of Environment and others that may apply; ATST considers the above CFR s as minimum standards. We are all obligated to keep current with all laws, ordinances, statutes, rules, and regulations as they become promulgated. 3.3 AURA SAFETY AND HEALTH POLICY Working conditions shall be made as safe and healthful as possible. It is the policy of AURA: to plan and conduct its activities and operations so as to protect the safety of its employees, visitors, and the public; to meet or exceed all Federal, State, and other applicable requirements with regard to safety; to hold management and employees, at all levels, responsible for safety in their areas of their responsibility. 3.4 AURA NOAO/NSO BUSINESS CONTINGENCY PLAN The ATST Project Manager and Safety Officer shall have a copy of the NOAO/NSO Business Contingency Plan and be familiar with the disaster preparedness process. 3.5 CONTRACTOR REQUIREMENTS All Contractors are required to complete the AURA Safety and Health Questionnaire for Contractors (Appendix A) that will be used to evaluate potential contractors. All general contractors shall require subcontractors to comply with the Contractor s Safety and Health Specification (SPEC-0031, ATST Safety and Health Specification for Contractors). The AURA Safety and Health Questionnaire for Contractors will be provided to potential Contractors during the proposal process and shall be completed and submitted to AURA with the Contractor proposal documents. The questionnaire will be used by AURA to assess Contractors safety performance and programs and will be used during the selection process. SPEC-0086, Revision B Page 5 of 13
9 3.6 AURA NOAO/NSO RISK MANAGEMENT MANUAL AURA employees shall comply with the requirements as detailed in the AURA NOAO/NSO Risk Management Manual during their employment with AURA. 3.7 AURA NOAO/NSO RISK MANAGEMENT CONSIDERATIONS FOR PROJECTS AURA Project Managers, engineers and designers should review the NOAO/NSO Risk Management Considerations for Projects as a guide to managing risk in their area(s) of responsibility. 3.8 ATST SAFETY, HEALTH, AND ENVIRONMENTAL DOCUMENTS The following documents have been developed specifically for the ATST project. Their content is summarized in SPEC-0060 ATST System Safety Plan, but are listed again here for completeness. SPEC-0060 ATST System Safety Plan An executive summary of all project safety, health, and environmental documents. SPEC-0086 ATST Safety, Health, and Environmental Program Plan (this document) Describes our safety management philosophy, defines safety-related roles within the project team, and describes top-level policies governing safety, health, and environmental issues. SPEC-0061 ATST Hazard Analysis Plan A summary of our approach to hazard analysis, which is based on MIL-SDT 882. SPEC-0035 ATST Hazardous Materials and Hazardous Waste Management Program Procedural manual based on established standard (EAP &DOT) which is binding on contractors. SPEC-0030 Conditions for Working at the ATST Project Site and Safety and Health Specification for Contractors Special Haleakalā environmental, cultural, security, and safety requirements and a set of minimum requirements for all of our contractors per OSHA. TN-0046 Assessment of Life-Safety and Other Code Requirements for the ATST Facility Design Codes relevant to occupancy, egress, electrical and mechanical equipment, structural, seismic, energy conservation and other code-defined requirements that bear on the architectural and engineering contracts. All general Contractors shall require subcontractors to comply with the Safety and Health Specification (SPEC -0030). The AURA Safety and Health Questionnaire for Contractors will be provided to potential Contractors during the proposal process and shall be completed and submitted to AURA with the Contractor proposal documents.
