5 Special Response Grant: 2nd Modification Update 11/18/11 Target Group Profile SPANCRETE (continuing) Describe the characteristics of the affected worker group. 1. Occupations and wages: Laborer, carpenter, operator, QC technician, QC manager. Wage ranges between $16.01-$20/hr+ 2. Skills: Most general labor 3. Educational levels: Majority with high school diploma or less 4. Demographics (age, gender, LEP, etc.): Most are male, Other features of note Services provided to date: Assisted job search/placement; career guidance; occupational classroom. Planned services: The initial company plan (as expressed to the employees) was to temporarily shift production to the Valders (Manitowoc County) facility and have the layoff in Waukesha only temporary. In May 2011, the company announced the permanent closure of the Waukesha facility. Per the union rep (8/19) quite a few have chosen to retire and, although he did not have numbers, said many found jobs on their own. However, we are also aware that some are still on unemployment and may filter in for services after that benefit expires. We plan to have the sub-recipient organization do a mailing to remind orientation attendees of the services available through WIA. DETW E (R. 6/2008; 05/2011) 5

Skills: 3. Educational levels: 4. Demographics (age, gender, LEP, etc.): Most are male, 36-62; most Spanish speaking. 5. Other features of note: TAA petition terminated 9/10. Services provided to date: RRO conducted 7/29/10; Initial assessment and occupational classroom training. Planned services: Assessments, career counseling, occupational classroom, OJTs. *Orientation session was presented in simulcast by HIRE Center staff for Spanish speakers. State and local RR coordinators have attempted to get wage and other information from employer without success. 8/19/11 No new updates. Per Roger Hinkle no one has trickled into HIRE either. Occupations and wages: Shipping; Service & Electronic Techs; Electronic & General Assemblers; Buyers; Inventory Control; Purchasing; Marketing/Communications Manager; Engineers. Wages: ½ $16-20; Many $12-16; a few $10-$20 2. Skills: 3. Educational levels: 1/2 high school or GED; Many some tech school-tech Degree; a few Bach/Masters 4. Demographics (age, gender, LEP, etc.): 5. Other features of note: Company may file Trade petition. Many had been with the company 5+ and many with them less time had come from another plant closing (Smiths Medical). Services provided to date: Rapid Response Orientation 6/15 Planned services: Assisted job search, OJT, Assessments, Occupational Classroom Coordinated services: Company was in the process of filing Trade petition. As of 11/18, they have not. State and local are following up. As of 8/11: Contacted the company to suggest a second orientation. Most are gone so not worth it. 8 Special Response Grant 2nd t Modification Update 11/18/11 Target Group Profiles TRIAD GROUP (continuing) Describe the characteristics of the affected worker group. All per on-line survey: 1. Occupations and wages : Accounting Clerk; Account Managers; Order Pickers/Packers; Forklift; Corporate Project Coordinator; Software Admin; Reception; Line Mechanic; Project Specialist; QC Inspector; ERP Implementers. WAGES: $9.25-$36 2. Skills 3. Educational levels: Most had some college; Some had some technical school; a few with Bach or High School; a couple GED 4. Demographics (age, gender, LEP, etc.). ½ male; ½ female 5. Other features of note: According to a survey respondent, large Spanish speaking population on the production lines. Summary of services 1. Services provided to date 2. Planned services 3. Coordinated services Company shut down suddenly in April without notice. Initial report from company was they shut down one production activity but not the other, which proved to be false. With the assistance of the State, sent a letter to all affected employees who had filed for UI (one 7/1, one 7/22) with a link to an on-line mini RRO survey. 57 went out. 14 replied. Most want services and are being followed up with by the sub-recipient agency. 10/11 Another mailing went out to parent company UI recipients (H&P). Stronger response. Roger Hinkle and I contacted the employer but the message states they are no longer in business. This just happened so we think we will begin to see people coming in for services. (new) Include a profile for each new and each continuing target group included on the Summary of Affected Groups. Describe the characteristics of the affected worker group. Obtained limited info from HR and President on the phone. They requested with questions. Have not yet responded (as of 8/19) 1. Occupations and wages : 2. Skills 3. Educational levels: 4. Demographics (age, gender, LEP, etc.). Per President: About 50 out of 87 are Spanish speakers 5. Other features of note: 71 are full-time with 6+ months employment; 12 are f/t with less than 6 months; 3 are p/t; 1 management. Summary of services 6. Services provided to date 7. Planned services: Re-employment and possible OJTs 8. Coordinated services: State spoke to attorney for WAC and this does not appear to be a Trade issue cash flow issue. Company filed WARN with State on 8/16/11 announcing they were laying off all employees starting 8/12-8/19 (so after the fact). Spoke to company 8/16. Refused to provide mailing info but agreed to distributing our info packets (delivered 8/17) when final paychecks are picked up 8/19. Agreed to respond to with other SRG related questions. State followed up on behalf of local with attorney who submitted WARN. Will advise the company to provide is with a mailing list so we can assist with re-employment. DETW E (R. 06/2008) 9

Occupations and wages : General labor and production; $ $ Skills 6. Educational levels: 9. Demographics (age, gender, LEP, etc.).some Spanish language. Some Milwaukee residents. 10. Other features of note: Summary of services 11. Services provided to date 12. Planned services: Re-employment and possible OJTs, GED HSED 13. Coordinated services: State spoke to attorney for WAC and this does not appear to be a Trade issue cash flow issue. Many workers have been with the company over ten years. Many are seeking (per surveys) short term computer training, resume development. Many do not have GED or HSED and could benefit from this basic job requirement. 14 Supplemental Narrative NEW GRANT PY11-12: 2 nd Modification 11/18/11 Updates as of 11/18/11: A. Provide a brief narrative describing pertinent features of the proposed project or target groups that are not addressed elsewhere in your proposal. This could include for example, characteristics of the dislocated worker population that require special services, innovative service strategies, etc. Spancrete initially laid off 2/11 with the expressed intentions of rehiring. Instead, they closed they announced the closing of the facility (5/11) and permanent layoff of all employees. Per union rep 8/19/11, although he knows many decided to retire and he is aware of employees locating other employment on their own, he is uncertain why we have not seen more in the Centers seeking services. Possibly have in other counties and/or are waiting until UI benefits expire. Intensive and additional outreach will need to be made to these individuals to re-educate them regarding the services available through the Center and WIA. Tassman workers still not accessing services in WOW or through HIRE. 3 enrolled. Criticare is still in rolling layoffs that started in June and should be over in November. Most already laid off are still on UI but a mailing went out to RRO survey completers reminding them of our services. Have still not filed for Trade. Triad Group Have sent out three mailings based on UI filers for Triad and recently, their parent company H&P. Several other deaths linked to companies products. Phone number now states they have suspended all operations. Hinkle and I doubt they will re-start and suspect many of the employees (over 250) may start filtering into the Centers for services. Westwood Aluminum Castings, Inc. sent after-the-fact WARN notice 8/16 re: layoff of all 87 employees 8/12-8/19. WOW called company and spoke to HR and President and State contacted the attorney involved. They have cashflow problems, not a Trade issue, had let most go 8/12 so no RRO, would not provide a mailing list (but attorney is going to encourage them to do so for the employees benefit) and let us bring RRO packets to the company for distribution to the employees on 8/19 when they were due in to pick up final paychecks. Will pursue contact with employees a) if we get a mailing list from company or b) mailing WOW letter by State with UI filers in a couple of weeks. G&K Services. Another letter was sent reminding workers of WIA services. B. Provide a brief narrative explanation for any of the following that apply to your application. 1. Target group(s) have been laid off for more than 4 months. Explain what services have already been provided and why this group is still in need of services. Tasman: will be dropped from grant next round if no additional workers present themselves; Spancrete: most 14

15 are still collecting UI. A mailing is being sent to the RRO survey completers reminding them of WIA enrollment/re-employment services. Doubtful of additional participants. Lowered the expected number. 2. Plan is to serve 50% or more of the affected group. Explain how the number to be served was determined. Based on survey completion (on-line and/or RRO, union input, etc.) 3. Target group(s) are TAA eligible. Identify what services this project will provide that are not available through the TAA program. Describe the process for coordinating services across the WIA Local Dislocated Worker Program/Special Response Grant and TAA programs. Include a description of customer flow and the role of each program in providing assessment, employability plan development, case management, placement services, training and follow-up. Criticare may be TAA eligible but has not applied. Initial rapid response or worker orientation meetings have not been held. Explain why these meetings have not been held. Include any information you have about the affected group that justifies their inclusion in the grant. As stated above, Westwood and Triad were no notice plant closings or layoffs. 15
