6 ClimDev-Africa strategic framework DECISION MAKING IN AFRICA The Context: Africa s development agenda as set out in Agenda 2063 and the UN 2030 Agenda for Sustainable Development seriously at risk from the adverse impacts of climate change. But climate change challenges can be turned into low-carbon climate-resilient development opportunities that deliver transformative and equitable development outcomes on the continent. The Need: There is a need to invest in timely and quality CIS and climate-informed analytical frameworks for mainstreaming climate change into development planning, and build capacity of decision makers to use CIS in order to design and implement effective low-carbon climate-resilient development pathways. KEY INTERVENTION AREAS/INPUTS Infrastructure and capacity for climate information services Analytical frameworks for mainstreaming climate information services into development planning Governance, policy and implementation frameworks Africa Open Access Climate Resource Platform and Information Service Communication, outreach and advocacy Integrated Programme Management RESULTS Modern and fit-for-purpose infrastructure for generating and delivering climate information and services Timely and quality climate information services for development planning Climate-informed analyses to design adaptation, mitigation and risk reduction programmes Strong pan-african partnership on climate research for development Climate-informed inclusive and equitable policies at national, regional and global levels An innovative platform to access and share climate information, services and applications Targeted communication products for strategies for, and the uptake of climate information services Integrated and resource-efficient programme management PROGRAMME OUTCOME CLIMATE CHANGE MAINSTREAMED INTO DEVELOPMENT PLANNING PROGRAMM E IMPACT CLIMATE-RESILIENT AND INCLUSIVE SUSTAINABLE DEVELOPMENT IN AFRICA
7 Who is ClimDev-Africa? A joint pan-african initiative of the African Union Commission (AUC), the United National Economic Commission for Africa (UNECA) and the African Development Bank (AfDB) It seeks to overcome the lack of climate information, analysis and options to support decision making It is mandated at the highest level by African leaders (AU Summit of Heads of State and Government). Supported by the EU, DFID, Norway, Sweden and USAID Economic Commission for Africa African Union Commission Policy basis African Development Bank African Development Bank African Union Commission Building political will Economic Commission for Africa Shared responsibilities Economic Commission for Africa African Development Bank Manage the investments African Union Commission
8 The Weather and Climate Information Services for Africa (WISER) WISER Strategic and Unique Value Integrated, strategic suite of activities that together can transform weather and climate information services Seamless suite of activities, including investing in the end to end delivery of services Increasing efficiencies through regional coordination and collaboration Working with the Integrated African Strategy on Meteorology: Provides a framework for coordination, particularly through strengthening the enabling environment for climate services (SP1); Enhancing the production and delivery of weather and climate services (SP2) and; Building partnerships (SP 5). WISER being demand-driven rather than science-driven GBP 35 million of funding
9 Afri-Res: Africa Climate Resilient Investment Facility Rationale 1. Long-lived investments in Africa are vulnerable to climate variability and change 2. Without suitable planning and design, these investments will under-perform, with negative consequences on the continents social and economic development 3. The data, knowledge and technical capacity to plan and design climate resilient investments is inadequate 4. There are economies of scale to strengthen knowledge and capacity through regional and sub-regional organizations Objective Strengthen the capacity of African institutions (including national governments, river basin organizations, Regional Economic Communities, Power Pools, etc) to plan, design, and implement climateresilient investments in selected sectors
10 Climate Research for Development (CR4D) Rationale The CR4D initiative to strengthen links between climate science research and climate information needs in support development planning in Africa. Four Priority Areas Creation of co-designed multi-disciplinary research to improve forecast skills and reliability Filling gaps in multi-sectorial and multi-disciplinary data sets for sectorspecific vulnerability and impacts assessments Enhancing Africa s scientific and institutional capacities and networks to undertake cutting edge user-drive climate research Fostering effective collaboration and interactions among climate science, services, policy, and practice communities in order to improve mainstreaming of climate services in decision-making.
