NFPA Staff Liaison Christopher Coache gave training on the new process, meeting instructions and an introduction. Chair David Stymiest gave an overview of the standards development process for the First Draft Meeting. The Chair announced that every other TC member in attendance (whether in person or on the phone) would be assigned to one of the two task groups. The Chair was not a member of either task group. The Task Group 1 assignment was to review lessons from recent disasters and to prepare committee input, if warranted. The Chair requested volunteers, and the following were assigned to Task Group 1: Ross Hardy Peter Walsh Ernest Allen Dennis DeMoss George Mills Raymond Battalora Herbert Whitall Michael Lang Dan Chisolm, Sr. (via telephone) David Dagenais (via telephone) Skip Gregory (via telephone) The Task Group 2 assignment was to review current practices for paralleling EPSSs with utilities and to prepare committee input, if warranted. The Chair requested volunteers, and the following were assigned to Task Group 2: Chad Loomis Ronald Smidt Alan Manche Jason D'Antona Raymond Stanko Ronald Schroeder Hugh Nash (via telephone) Robert Thompson (via telephone) Task Group 1 presented its recommendations, and the TC addressed Task Group 1 s recommendations. Task Group 2 presented its recommendations, and the TC addressed Task Group 2 s recommendations. Public Inputs were reviewed. Adjournment for Day 1 of 2 was at 5 PM.

5 of 2 6/18/2014 1:49 PM Public Comment No. 3-NFPA [ New Section after ] Definition of Supplier 3.3.x Supplier. The entity or organization that directly provides goods or services to a building or facility owner, typically the entity or organization that most directly receives payment from the building or facility owner. Rationale: NFPA 110 imposes certain requirements upon a supplier. There is field confusion as to the definition of "supplier". Some interchange the term with "manufacturer" or "producer". Alternatively, manufacturers and producers are also known as vendors. By common definition, suppliers are generally known to add value to a manufacturer s, producer s, or vendor s product prior to it s resale to an end user such as a building or facility owner. A supplier may customize a manufacturer s, producer s, or vendor s product to suit a site s specific application needs. There can be a distinct difference between a supplier and manufacturer or producer. A manufacturer or producer may act as a supplier, but typically provides its product to a building or facility owner via a supplier. A supplier should better understand the end use application and the overall system s expected behavior and then specify and select a good or service from a manufacturer or producer to serve as a component of that overall system. A manufacturer or producer not acting also as a supplier, cannot practically and effectively provide certain Standard-required information, especially that regarding overall system behavior. Much required system-related information is unknown and uncontrolled by the manufacturer or producer that, through the normal course of doing business and especially when not acting as a supplier, typically produces a more general product that allows for site-specific, value-added customization by others. Unless a manufacturer or producer validates those changes via testing, statements will not be provided if they could possibly increase risk to the manufacturer or producer. Therefore, the term Supplier should be defined by the Standard to clearly appoint accountability. 6 of 2 6/18/2014 1:49 PM Public Comment No. 2-NFPA [ New Section after A.8.1 ] A When a critical emergency power circuit or system is anticipated to be impaired more than 4 hours, the AHJ should be notified of the cause and the time frame for restoral of both primary and secondary sources of power. Any failure of the emergency power circuit or system should be relayed to the AHJ immediately to allow for contingencies for power restoral and emergency response to be formulated with the facility. Buildings with required emergency power supply system (EPSS) for critical circuits for life support, smoke management, or similar life safety systems require scheduled maintenance and load testing. Any piece of equipment is subject to failure and emergency power circuits require a power source redundancy. If one of those redundancies is eliminated for either a planned or unplanned equipment servicing, then the AHJ needs to be notified of the potential of loss of a critical fire and life safety system. 8 of 4 6/18/2014 1:57 PM Public Comment No. 4-NFPA [ Section No ] The SEPSS shall be tested annually at 60 percent load for 60 percent by one of the methods described in (a) or (b) below: a) at 100% of its rated load for 60% duration of its rated class. ; or b) at 60% of its rated load for 100% duration of its class Battery capacity during a discharge drops off faiirly linearlly untill it gets near its rated end-voltage, at which time voltage drops off rapidly (known as "the knee of the curve"). You don't really know where that knee is. The ony way to know for sure that a battery has the capacity to support its rated load for its rated time duration is to do a fulll load test for the full rated duration. Even then the test only tells you that it passed this time, but does not gurantee it will pass the next time. In practice, however, full load testing is not always feasible or even advisable, as deep discharging a battery stresses the battery and reduces its life expectancy. A reasonable compromise is to do a partial load test. IEEE 450* identifies two methods of capacity testing: rate-adjusted and time-adjusted. For batteries sized for less than one hour, the time-adjusted method is recommended. For batteries sized for greater than one hour, either can be used - but not both at the same time! The committee has changed the requirement from annual full load testing for the full duration of the SEPSS class to a combination of both reduced time and reduced load... a combination that basically provides no useful information about the actual capacity of the battery other than it can probably support the load for about 1/3 or its intended purpose. (100 x.60 x.60 = 36%). Any component of an SEPSS that has failed - not just battery components - should be replaced. If elements of the system have failed and been replaced, the SEPSS should be re-tested to ensure proper performance before being put into service. If battery cells or units have been replaced, the replacement cells should be charged and balanced in accordance with the manufacturer's recommendations. The committee statement in its action on FR # 36 includes useful information. This comment creates an Annex A addition for to include the committee's words. After a battery has been installed for some period of time (typically 6 months or longer), reliable baseline data can be taken. The actual stabilization time can vary depending upon a number of variables, including the number of discharge/recharge cycles that occur. The committee statement on PI # 37 includes useful informaiton. The comment adds the committees comment as Annex A material for to explain why a base line is not established when a battery is first installed.
