Implementation of SDGs in Pakistan Pakistan has initiated work on SDGs at the sub-national level (provinces) Setting up provincial units for SDG implementation, coordination & monitoring Localizing SDGs beyond the sub-national level is most critical element for an effective implementation mechanism for SDGs In Pakistan, recently elected local governments will play a major role in accelerating progress towards the Sustainable Development Goals To this end, SDG prioritization, planning, budgeting & implementation needs to be strengthened
Local Governance & Executive Snapshot District level systems lack capacities to plan, implement & monitor public service delivery Data silos: collected data is not collated & analyzed for planning purposes This leads to ineffective local planning for SDGs The solution: Online platform that brings together available qualitative and quantitative development data To provide decision makers a picture of social development indicators and resource allocations For this purpose: UNDP Pak together with BRH is piloting a LG assessment to facilitate SDG prioritization & planning
SDG LG Assessment-UNDP Pak Approach Integrate findings in Provincial and other local plans and budgets. Selection of KP province to pilot LG Assessment (Decentralized Act) Consultation with KP Govt. (LG Dept.) Contextualize Tools in local context Data unavailability Conduct LG Assessment as pilot in 2 districts in KP
LG Assessment Methodology Mapping institutional framework Tool 1- Conducted with provincial LG administration Capacity of districts Tool 2- Conducted with district administration, elected councilors, youth, women & minorities Citizens voice & participation Tool 3- Conducted through a citizens perception survey

Very good Good Bad Very bad Cleaning streets and public areas Collecting garbage Education Boys school Education; Girls School Health; Basic Health Unit or Dispensary or Hospital Improving roads Installing street lights Social welfare (food, cash payments) Piped water from government schemes Water and Sanitation
Preliminary Findings- SDGs & Local Needs Priority areas to improve service delivery Water and sanitation Waste collection Road infrastructure/transport Public law and order Primary healthcare Primary education Social services Mother and child healthcare Local economic development 75.2 Disaster risk reduction 91.7 Conflict resolution / Alternative dispute resolution 83.0 Climate change adaptation 78.2 Citizen administration (birth, death, and marriage certificates)
Way Forward The assessment once completed will help to: Identify areas of vulnerabilities Critical priorities Resource allocation gaps Generate recommendations for SDG planning & budgeting UNDP Pak together with LG Department KP will integrate these findings in local plans and budgets.
