The Centre is created to look after the welfare of the children, marginalized groups and families. 8. Title of the project Women empowerment through participation in planning and monitoring policies and programs in local level 9. Purpose of funding request and how this activity relates to civic engagement of the marginalized and vulnerable groups to be represented in the development processes. Promote the local women organizations in mini municipality number 3&4 to be actor in planning and monitoring social and economic policies and programs. Establishment of a comprehensive system of data to monitor the policy implementation with regard to women empowerment and to provide integrated gender based services. Design an adequate methodology and identify proper indicators for measuring pro women local programs through a participatory process. 10. 2 and programs developed in local level Capacities of women organizations at local level strengthened Thanks to the project implementation, it is expected that mini municipalities 3&4 has knowledge and skills to monitor and report on the realization of women s right through the empowerment of women and reduction of gender disparities. What is considered as the most important contribution of the project is the change that they will make in their daily work. This project has a strong component on behavior change. It will increase not only the responsibilities of policy makers, but of citizens as well, who would know what to ask for and where. Technical and management capacities of the target groups will increase. The high quality of the training programs which will be delivered to them as well as the high level of professionalism of the resource persons create favorable conditions for a successful implementation of the project. It also is a guarantee to meet the targets. 12. Plans for learning and knowledge sharing P.I.C.E. has contribute in drafting and developing social policies of woman participation in decision making and development of human resources. Based on that P.I.C.E. is sharing information and experience through leaflet, website, and trainings in human resources. 13. Period this funding request will cover 6 months 14. 3 Purpose of the Grant 17. Describe briefly the need or issue you will address. Include a description of the constituency served (including number participating) and how they will participate/benefit? Albania strives to gain entry in the EU, a number of issues of gender equality and the inclusiveness of the social decision-making process remain unresolved. These issues include lack of jobs, more restrictive access to credit for women, mentality of both women and men regarding gender roles and acceptable behavior/work for girls/women, access to all levels education, head of household/decision-making on the use of remittances, equity of pay, lack of political voice for vulnerable populations, Among the others, key issues identified by both mini municipalities are: 1. Lack of knowledge, skills and mechanisms at local level which regularly monitors and reports on the realization of women s rights as a tool for women empowerment 2. Lack of appropriate methodology and standards for monitoring the implementation of women s rights policies and actions in the local level. 3. Gender based basic services are inexistent in local level weak of non effective. 18. How will the proposed activity promote civic engagement of the marginalized and vulnerable groups to be represented in the development processes? The high quality of the training programs which will be delivered to them as well as the high level of professionalism of the resource persons create favorable conditions for a successful implementation of the project. It also is a guarantee to meet the targets. Knowing the weak access on statistics and information of the Administrative unites and the concentration of power in the hand of Mayor and Municipality staff. We believe that one of the greatest obstacles Tirana faces to achieving its potentials is the deconcentration of the economic power, from City Hall towards Administrative unites. Being the most powerful municipality with a very dynamic incomes, Tirana is now the most centralized local government in Albania. 19. List the activity goal(s) and measurable objective(s). Describe briefly what will be different at the end of the grant period. The proposed structure of indicators will be an auxiliary consultative mechanism for the policy makers in local government 25. How will the activity s results be used and/or disseminated? The submitted project proposal seeks support to continuously monitor the realization of the women s rights realization through women participation in the local government decision making. A model of gender based social services will be set up in mini municipalities 3&4 to serve as a pilot experience for other municipalities and communes of Albania. The proposal contributes to develop harmonized evidence gender based social and economic policies, while information and knowledge on gender equality for effective monitoring at all levels is regularly produced and distributed.
