Introduction 'Green' or procurement is defined by Waverley Council s Purchasing Policy (2009) as those products or services that: - contain recycled content - are reused or recycled at end of life - reduce greenhouse gas emissions - save water and/or energy - are non-toxic - help protect biodiversity and habitat - are made or recycled locally - minimise unnecessary purchasing - provide long term value for money - are socially responsible. Waverley Council made a commitment to procurement in 2007 when it joined the Local Government and Shires Association Choice procurement program. This Procurement Action Plan (Action Plan), which outlines Waverley Council s procurement achievements and identifies further actions and measures is guided by both the purchasing principles outlined above and Council s over-arching environmental targets outlined in its Environmental Action Plan (EAP2). These targets include reducing the following environmental impacts from Council operations: - greenhouse gas emissions (scope 1 & 2 emissions which includes fuel, electricity and gas use plus Council waste); - mains water use; - waste to landfill; and - native vegetation loss. The Action Plan prioritises reuse of materials and procurement of products and/or services that: contribute towards achievement of the EAP2 targets; SUAINABLE PROCUREMENT ACTION PLAN
3 result in a high sustainability impact; represent a high proportion of Council purchasing expenditure or are used across Council; and/or, are being re-evaluated and an opportunity exists to change the product. The Action Plan has been developed in order to meet NSW Government Waste and Sustainability Improvement Program requirements. It is anticipated that these actions will be incorporated into EAP2. Actions No. Action Description 1 Review purchasing policy and processes Investigate incorporating purchasing minimum requirements and checklist into the Purchasing Policy e.g. appliance star ratings, new building star ratings, recycled content paper for publications, payback periods or other financial models. Purchasing policy and processes updated. purchasing principles already incorporated into Policy and procedures. 2 purchasing tracking system & baseline Develop purchasing tracking system in order to establish baseline and measure progress. Tracking system established 3 Tender product substitution statement & selection criteria Develop and include a statement on the tender template to ensure all tenders encourage submissions to identify potential product substitutions where of equivalent quality. Ensure all tenders include selection criteria relating to the performance of the product and/or service. Ongoing Percentage of tenders that include selection criteria Commenced. Tenders currently include request for information on sustainability credentials of tenders on a case by case basis. 4 Identify Review capital works list and Ongoing Review SUAINABLE PROCUREMENT ACTION PLAN

Include as regular agenda item. Ongoing attendance 8 Renewable Timbers Policy Incorporate the principles and relevant content of the Renewable Timbers Policy into the Purchasing Policy. Update regularly and encourage all staff to post useful information for publication. 10 procurement communication program Develop and deliver a procurement communication program. Highlight why it is important to Council and the environment, Council's policy, examples where it has resulted in quantifiable cost and environmental savings, resources, preferred suppliers and training available to make it easier for staff. Ongoing GMU Communicati on program developed and implemented 11 Recognise purchasing achievements Recognise staff members or teams that have implemented purchasing well e.g. pipeline article congratulating them, certificate of recognition. Ongoing GMU Recognition process implemented Current achievements include: recycled content and AFS accredited office paper, envelopes, letterhead and compliment slips purchased for Council Chambers. Paper reused on an ad hoc basis. Recycled content waste and recycling bins, compost bins and worm farms. Waste and recycling bins are also recyclable at end of life. Multi function devices being introduced across Council. Fabrics on visitor and meeting chairs at Chambers, and SUAINABLE PROCUREMENT ACTION PLAN 6
7 carpet underlays were chosen for their qualities. Second hand furniture utilised on an ad hoc basis. Yakka workwear Fairware compliant. Fairware and organic cotton t- shirts utilised on an ad hoc basis. 12 road and footpath construction Develop and deliver targeted road and footpath construction capacity building. docs on road and footpath construction materials, how to specify for them in project briefs and processes for purchasing the products. MC TS RCPP Education and capacity building delivered and evaluated. Currently reuse road base, recycled glass, permeable pavers, porous bonded aggregate used around trees, recycled plastic pipes and pits and recycled concrete as aggregate. 13 building maintenance and construction Develop and deliver targeted building maintenance, renovation and construction procurement capacity building including energy and water saving design and products. docs on building maintenance, renovation and construction products, how to specify for them in project briefs and MC BSP RCPP Training delivered and evaluated and information. Already purchase 25% Green Power for top 5 sites, solar panels and hot water, energy efficient lighting, waterless urinals, timer taps and water tanks. SUAINABLE PROCUREMENT ACTION PLAN 7

B&S System established. Reusable foodware currently used for Bushcare groups, Council meetings and Parking Officers have refillable water bottles. 16 foodware preferred supplier Seek a preferred supplier for disposable recyclable and biodegradable foodware for events e.g. plates, cutlery, plates, napkins etc. Preferred supplier established. Recyclable or biodegradable cups, plates, cutlery, napkins currently used for events on an ad hoc basis. 17 Centralised stocks of foodware Investigate centralising bulk purchase of disposable recyclable or biodegradable foodware through Stores, for use by all areas of B&S Centralised foodware stock available SUAINABLE PROCUREMENT ACTION PLAN 8
9 Council. 18 vehicle fleet Council's Environmentally Fleet Action Plan in order to minimise the environmental impacts of Council's vehicle fleet. Ongoing B&S Action Plan implemented On track. Fuel efficient vehicles, LPG fuel, e10 fuel, bicycle fleet currently utilised. 19 office stationery and printed materials Develop and deliver targeted office stationery and printed materials for relevant purchasers across all of Council. docs about office stationery and printed materials. Recycled content pens, paper, post it notes, folders, pencils, boxes, highlighters, writing pads, diaries, whiteboard markers, calculators, clipboards, waste bins, stapler, document trays, stickers, posters, flyers, brochures, newsletters and calendars currently purchased and reused on an ad hoc basis. 20 office consumables Developing and deliver targeted office consumables for relevant purchasers across all of Council. docs on office consumables, how to purchase and dispose of them. Education and capacity building delivered and evaluated. Recycled/refilled ink and toner cartridges currently utilised on an ad hoc basis. SUAINABLE PROCUREMENT ACTION PLAN 9
10 21 parks and gardens Develop and deliver targeted parks and gardens and garden organics. docs on parks and gardens as well as garden organics, how to specify for them in project briefs and processes for purchasing the products. POSO RCPP Education and capacity building delivered and evaluated. Greenwaste utilised for mulch across Council sites. Locally endemic seed stock collected and propagated for use on an ad hoc basis. No pesticides or soil based herbicides currently utilised. 22 playground equipment Provide capacity building and/or information on controlled docs on playground equipment, how they meet standards for playgrounds and how to specify for them in project briefs and processes for purchasing the products.
