1 Polish National Energy Efficiency Action Plan evaluation and perspectives for Poland Energy Efficiency Watch 16 February 2010 Warsaw, Poland
2 Energy Law Act Approved in 1997 has been amended several times (latest amendments approved on 10 January 2010). Includes provisions on: elaboration of energy policy, high efficiency cogeneration, tenders for realisation of undertakings aiming at decreasing of electricity demand, energy efficiency requirements and labelling.
3 Energy Policy of Poland until 2030 Adopted by the Council of Ministers on 10th November 2009 Includes: - a long-term strategy for energy sector, - forecasts for fuel and energy demand and - program of implementation activities until The policy specifies six basic directions for the development of the Polish energy sector.
4 The six directions for the Polish energy sector 1. To improve energy efficiency. 2. To enhance security of fuel and energy supplies. 3. To diversify the electricity generation structure by introducing nuclear energy. 4. To develop the use of renewable energy sources, including bio-fuels. 5. To develop competitive fuel and energy markets. 6. To reduce the environmental impact of the power industry.
5 The main targets: Energy efficiency To make efforts to achieve development of Polish economy without increase in primary energy demand Reducing the energy intensity of Polish economy to the EU-15 level (in 2005). The above targets will be realized through: Act on energy efficiency which will implement a system of support in a form of white certificates guaranteeing financial benefits for the entities achieving the highest energy savings (implementation of energy services Directive 2006/32/EC). Stimulation of the development of high efficiency cogeneration, support investments in energy saving and scientific research.
6 Energy Efficiency Act- draft Defines national energy efficiency goal, Imposes an obligation on public sector and promotion of its leading role, Introduces white certificate system as a market mechanism favouring enhancement of energy efficiency undertakings. The certificates will be provided for: - reduction of energy consumption by end users (at least 80%), - reduction of energy used by generators for their own purposes (10%), - reduction of energy transmission and distribution losses (10%).
7 The Polish National Energy Efficiency Action Plan Approved in June 2007 Based on provision 14 of directive 2006/32/EC on energy end-use efficiency and energy services. Sets two energy savings targets: - first target set on the level of 9% for the year 2016, - the second (intermediate) target for the year 2010 was set at 2%. Includes energy efficiency measures accustomed to the needs of the individual sectors.

10 Residential sector good example In 1998 the Act on Support for Thermo-Modernisation Investment in Buildings came into power, assisted by Thermo-modernisation Fund. The act was replaced by Act on Support for Thermo- Modernization Investments and Repairs (in force since 19 March 2009). The Act covers the rules of providing financial support to the investors (building owners or administrators) in the form of the premium which can cover up to 20% of credit loan taken out for realisation of the thermal-modernisation investments. From 1999 until 2009 over investments were realized Total value of investments amounts PLN (cca. 240 mln EUR)
11 Thermo-modernisation types of investments Within its framework covers: - Thermal refurbishment of all types of residential buildings (excluding state owned buildings) - Buildings used by municipal entities for purposes of public services (schools, kindergartens, hospitals, etc.) - Local district heating networks and local heat sources up to 11,6 MW of thermal power - Installation of renewable energy sources - Connecting the buildings to the DH systems
12 Energy evaluation system for buildings Building Law amendments enabled introducing certification of new and existing buildings since 1 January Building Law was accompanied with several regulations: new buildings have to fulfil new technical condition requirements - installations for water and space heating, cooling and ventilation should use rationally low levels of energy. all buildings and private accommodation that are constructed, sold or rented out must have an energy performance certificate as well as existing buildings that have gone major modernization or refurbishment. conversion or superstructure of buildings with floor area over m2, their energy performance should be upgraded regarding to the new technical conditions requirements for new buildings.

Undertaking by decision makers in industry to implement measures resulting in increased energy efficiency in their companies. Raising the qualifications and skills of employees involved in the management of energy, equipment and staff in industrial facilities and carrying out energy audits in industry. Financial support for actions relating to high efficiency electricity generation and the reduction of losses in electricity distribution. Support for enterprises for the introduction of best available technologies (BAT) 2007 to to 2016 (under consideration) 2008 to 2016 ongoing process (under consideration) 2008 to to 2013
15 CHP Poland continuously supports CHP development. The Energy Law in article 9a have obliged companies which supply electricity to end users to obtain certificates of origin of electricity produced by high efficiency cogeneration This obligation shall be considered fulfilled if the share of electricity purchased from cogeneration sources is not lower than 24,4 % in 2010.
16 Transport sector (measures in the Transport sector (excluding air and sea transport) No Planned energy efficiency improvement measures End-use energy efficiency improvement action targeted Duration 1. Introduction of management systems for traffic and transport infrastructure Measure aimed at improving energy efficiency in transport through planning and coordinating traffic management and transport infrastructure to 2016 (under consideration) 2. Promotion of sustainable transport systems and efficient use of fuel in the transport sector. Measures to promote the introduction of energy saving means of transport and ecological transport methods to 2016 (under consideration)
17 No Planned energy efficiency improvement measures Horizontal measures End-use energy efficiency improvement action targeted Duration 1. System of white certificates 2. Information campaigns, training and education in the area of energy efficiency improvements Introduction of a support mechanism in the form of so-called white certificates to stimulate energy saving actions together with an obligation placed on suppliers of electricity, heat or gas fuels to end users. Organising and running information campaigns and educational projects on energy efficiency and financial support for actions relating to the promotion of energy efficiency to to 2016
