3 INSPIRE Directive & Implementing Rules The INSPIRE Directive (2007/2) lays down general rules to establish an Infrastructure for Spatial Information in Europe to support environmental policies, and policies which may have an impact on the environment INSPIRE is built on the SDIs established and operated by the Member States Implementing Rules (Legal acts providing the details necessary for interoperability) 1.Metadata 2.Interoperability of spatial data sets and services 3.Services (discovery, view, download, transform, invoke) 4.Data and Service sharing (policy) 5.Monitoring and reporting

6 Interoperability Solutions for Public Administrations (ISA) ISA is a European Commission-driven EU programme, running from 2010 to 2015, which: supports interoperability solutions, sharing and reuse among European Public administrations provides an architectural framework for seamless exchange of information between IT-systems of the Member States is developing guidelines, methodologies and components for cross-sector and cross-border ICT solutions ISA is funding two Actions relevant to cross-sector and crossborder location-based services: EULF to develop the policy and implementation framework, and Are3NA to facilitate sharing of relevant technical components

7 The EULF opportunity Location information is used in many policy areas Environmental factors and human activity do not stop at national boundaries! Challenges in accessing and combining data and reusing available software limit what can be achieved in delivering e-government services The INSPIRE framework and data can help improve interoperability support cross-sector and cross-border applications, and make a significant contribution to e-government

8 The EULF opportunity Action is needed to: realise the wider potential of INSPIRE engage decision makers and address the barriers to re-use and interoperability in building spatially-enabled services This can be achieved through the European Union Location Framework

9 So what is the EULF? The EULF is a strategic framework of standards, case studies, guidelines and actions to realise the potential of location information in Europe, facilitating a more aligned approach in policy areas, improvements in the way location information is used in e-government services, and increased interoperability and re-use of data and services, based on INSPIRE. It aims to address all relevant sectors and through its actions improve the conditions for building cross-border applications 9

16 ISA-INSPIRE Joint Working Group on Spatial Information and Services Provides policy and technical advice on the role of spatial information in support of the Digital Agenda for Europe, with particular emphasis on policy alignment, e-government integration and re-usable technology Responsibilities Identify policy areas where a more integrated, efficient or innovative approach to location information is required Provide information on national e-government developments and technologies, identify gaps and EU collaboration opportunities Identify relevant barriers or good practices Advise on and promote the ISA actions for spatial information and services
