Financing The services of this invitation to tender are financed by the budget of the Douala City Council, 2015 budgetary year and thereafter, budgetary allocation n The provisionary operation cost including taxes after preliminary studies is : five hundred and eighty million ( ) CFA francs. 6. Execution deadline The duration fixed by the project owner for the realization of the services of this invitation to tender excluding the guarantee period is : twenty four (24) months 7. Consultation of Procurement Documents (DAO) The procurement document can be consulted during working hours at the Support Unit for the Launching of Invitations to Tender (CALAO) of the Ministry of Public Contracts, ground floor, door number Acquisition of Procurement Documents (DAO) The procurement document can be acquired during working hours at the Support Unit for the Launching of Invitations to Tender (CALAO) of the Ministry of Public Contracts, ground floor, door number 09, upon presentation of the receipt showing the payment of a non refundable sum of two hundred and twenty thousand ( ) CFA francs, representing the purchase price of the procurement document, in Special Account CAS N opened by the Public Contracts Regulatory Board (ARMP), in the various branches of BICEC in the regional chief towns and in the town of Limbe and Dschang. The said receipt must identify the depositor as the representative of the enterprise or joint-venture to participate in the invitation to tender. 9. Provisional bid bond Every bidder must include in their administrative file, a bid bond of eleven million six hundred thousand ( ) CFA francs established by a first class bank or an insurance company authorized by the Ministry in charge of finance, shortlisted in document number 12 of the procurement document and valid for a period of one hundred and twenty days (120) days after the initial deadline fixed for validity of bids. The absence of provisional caution in a candidate s file during the opening of bids will engender its rejection. The provisional caution will be automatically released 30 days after the deadline for the validity of bids for bidders not retained. In the case where the bidder has been attributed the contract, the provisional caution will be released upon payment of the definite bid bond. Even certified cheques are not accepted in the place of provisional bid bonds. 10. Presentation of bids The bidding documents will be packaged in three volumes and put in a large envelope as follows: - Envelope A containing the administrative file (volume 1); - Envelope B containing the technical file (Volume 2) ; - Envelope C containing the financial file (Volume 3) ; All bidding documents (Envelopes A, B et C), will be put in one large sealed external envelope bearing the invitation to tender in question. The documents of each bid will be numbered in the order set out in the procurement document and separated by coloured papers 11. Submission of bids

3 Each bid shall be written in French or English in eight (08) copies including one (01) original copy and six (06) hard copies and one soft copy mentioned as such, will be deposited at the Support Unit for the Launching of Invitations to Tender (CALAO) of the Ministry of Public Contracts, latest 27/05/2016 at 10 am locale time, and must bear the writing : «RESTRICTED NATIONAL INVITATATION TO TENDER N 064 /RNIT/MINMAP/CCPM TR/2016 OF 20/04/2016 FOR THE PARTIAL TECHNICAL CONTROL AND SUPERVISION OF THE REHABILITATION WORKS ON THE STRETCH OF ROAD BETWEEN LOGBESSOU AND LOGBESSOU PK14 IN THE CITY OF DOUALA TO BE OPENED ONLY DURING THE OPENING OF BIDS» Bids coming in after the date and time stated shall not be received. 12. Opening of bids The opening of bids will be done in two turns. - The opening of the administrative and technical bids will take place on _27/05/2016 _at 11 by the Central Tenders Board in charge of Road Contracts of the Ministry of Public Contracts in Yaounde. - Only bidders or one of their representatives having good knowledge of the file may be present at the session set for the opening of bids (even in case of a joint-venture). - The competent tenders board will take down minutes of the opening of bids session. - After the examination of the administrative file and the evaluatiuon of the technical bid, the opening of the financial bid will be done under the same conditions and on a later date that will be communicated to bidders whose administrative files are in conformity with the requirements and who must have obtained technical marks ranging from 70 to Reception of bids All bids failing to respect the separation model spelled out in article 10 above will be rejected. Bids found not to be in conformity with the prescriptions of this notice and the procurement document will be rejected. Notably, the absence of a bid bond established by a first class bank or an insurance company authorized by the Ministry in charge of finance and valid for a period of thirty (30) days after the initial deadline fixed for validity of bids. - Under the pain of rejection, the administrative documents required produced must be originals or certified true copy established by the issuing service, in conformity with the stipulations of Special Regulations of Invitation to Tender. - Before eliminating any administrative documents not in conformity with the requirements of the procurement document, 48 hours will be given to such a candidate, either to furnish more information, or to carry out further verification on the validity of the disputed document. - All administrative documents must be less than three (3) months old from the date of submission of bids. 14. Bids evaluation criteria 14-1 Eliminatary criteria : a)incomplete administrative file lacking either one of the required documents or including an invalid document ; b) Technical file lacking : b1) An attestation of site visit signed in honour, by the bidder; b2) Marks for methodology (organisation, planning and understanding of project) ;

4 b3) A Mission Head fulfilling the following requirements ; Basic training : Minimum, Public Works Engineer or Civil Engineer, (GCE Advanced level+3 years and above). General experience : atleast ten (10 years ; Specific experience: Must have been mission head of atleast one (01) control project for road construction or rehabilitation of tarred roads of an amount not less the CFA F; b4) An attestation of membership to the NOCE (ONIGC) for all eligible Civil Engineers ; c) False declaration or forged documents ; d) Not have executed during the past ten years, a control contract for the maintenance of tarred roads of an amount not less than one hundred million ( ) CFA F ; e) Absence of a sub-contract with an authorized geotechnical laboratory or the authorization of the bidder as the case may be ; f) Absence of a quantified unitary price in the financial bid ; g) Absence of a quantified price in the sub detail prices of the financial bid ; h) Failing to have technical marks equal to, or above 70/ Essential criteria Technical bids The evaluation of the technical bid will be done on 100 on the basis of the following criteria: The peculiar experience of the consulting firm on the mission 30 The technical and the material means of the consulting firm 15 Experience and qualification of personnel assigned for the mission 55 NB : All administrative and technical documents signed by officials not recommended in the procurement document shall not be received Financial bid : Only the financial bids of bidders who obtain technical marks equal to, or above 70 on 100 shall be analysed. The formula used for establishing the financial score is as follows : SF=100 x Fm/F SF : financial score, Fm : amount proposed by the lowest bidder, F : amount of the proposal in consideration 15. Attribution The contract will be attributed to the bidder who fulfills the eliminatory criteria, who is in conformity with the technical and essential criteria and who comes out as the lowest bidder. 16. Bids validity deadline Bidders will remain liable to their bids one hundred and twenty (120) days after the deadline fixed for the submission of bids. 17. More information
