Sass, Library Director Liane Lee, Human Resources Manager Human Resources Update: Revised Position Descriptions, Reorganization, Position Control RECOMMENDED ACTION(S): Adopt Resolution 16-37, approving the revised position descriptions outlined in Exhibits A through D and upgrading positions as noted in the Position Control Report, Exhibit E. REASON FOR RECOMMENDATION Library staff are in the process of reviewing position descriptions and revising them accordingly to better meet the needs of the system. Position Descriptions The Community Services Manager title has been changed to Community Engagement Manager and the position duties have been updated to more accurately reflect the need to plan, direct and review activities and operations of the Sacramento Public Library s partnerships, outreach and volunteers services, as well as to secure and oversee grants and other funding opportunities. The position title has been changed to Community Engagement Manager to emphasize the Library s commitment to increasing awareness and support for Sacramento Public Library through community-focused programs and services. The Collection Management Services Manager title has been changed to Collection Services Manager in conjunction with a departmental reorganization. The position description has been updated to more accurately reflect the scope of responsibilities to plan, direct and review activities and operations related to the Sacramento Public Library s print, audiovisual and digital collections, including circulation coordination, resource sharing, and integrated library system (ILS) administration. The position title has been changed to Collection Services Manager to emphasize the support services the department provides to ensure the successful operation of the Sacramento Public Library. Staff also revised the title of Early Literacy Specialist to Early Learning Specialist. This change more accurately reflects the current terminology, as well as the work that is being done to help develop library services for families of children from birth to age 5 that is focused on all aspects of learning and brain development, not just reading readiness. The position descriptions of Library Services Assistant and Technology Assistant have been merged to create one position description with the title of Library Assistant. The merging of these two position

At the March 24, 2016 Authority Board Meeting, the Library Director was authorized to make minor changes to management job descriptions (Resolution No ) and inform the Sacramento Public Library Authority Board of changes within two regular Authority Board meetings. Minor changes have been made to the position descriptions of Youth and Literacy Services Manager and Public Services Manager. The Youth and Literacy Services Manager position description was revised and approved by the Board on August 25, 2015 (Resolution No ). The position was designed to manage both youth services and adult literacy at a time when budgetary concerns forced the Library to hold the Community Services Manager position vacant. Staff are bringing this recommendation before the Board again, as it has been revised to more accurately depict the duties and responsibilities of the position in managing youth services and serving youth through the age of 18. Staff recommend that the title be changed to Youth Services Manager. Reorganization of the Collection Services Department The Collection Services Department is undergoing a reorganization to strengthen support for the public services staff and clarify CSD system-wide functions along with roles within the department. The net result is the upgrade of two Library Supervisor I positions to Library Supervisor II and the reclassification of a Librarian to Library Supervisor I to account for supervisory responsibilities. The changes to the department include: Combining the Acquisitions and Collection Departments; Combining Cataloging, Processing and Digital Content development; Creating a Discovery Services unit; Adding metadata services for Sacramento Room digitization projects; Adding AMHS/system-wide materials distribution responsibilities under the umbrella of an Access/ILS unit; Changing the following positions as reflected in the Position Control Report: FTE Current Classification Proposed Position 2.0 Library Supervisor I Library Supervisor II 1.0 Librarian Library Supervisor I FISCAL IMPACT The reorganization of the Collection Services Department does not result in an increase in FTE, but rather a realignment of existing positions. The resulting changes represent approximately $7,000 per year in salary savings.

3 Sacramento Public Library Authority December 7, 2016 Agenda Item 22.0: Human Resources Update: Revised Position Descriptions, Reorganization, Position Control First 5 Sacramento Commission for the Raising Readers Early Literacy Initiative On July 23, 2015, the Board adopted Resolution 15-24, approving the implementation agreement with First 5 Sacramento Commission for the Raising Readers Early Literacy Initiative. The grant included funding for three staff positions: 1.0 FTE Library Associate and two 0.5 FTE Library Services Assistant. With permission from the First 5 Sacramento Commission we will be converting one of the two 0.5 FTE Library Services Assistant (LSA) positions into a 1.0 FTE LSA position and once recruitment is completed eliminating the remaining.5 FTE. Changes will be reflected in the next Position Control report. Additional outreach to housing sites is needed to identify strategies to reach families of kids 0-5, especially non-english speakers. Converting to a full time position will allow the Raising Readers staff to have more consistency of service across all housing sites and better meet the changing needs of this project. The 1.0 FTE LSA will assume more daily operations responsibility so that the Library Associate will be freed up to devote more time to partnership development and relationship building.
