Sass, Library Director Liane Lee, Human Resources Manager Position Control Update RECOMMENDED ACTION(S): Adopt Resolution 14-43, approving the position descriptions for Assistant Director Infrastructure; Assistant Director Public Services; Communications and Virtual Services Manager; Facilities Operations Manager; and Integrated Library Services Supervisor, as set forth in Exhibits A through E; and approving the Position Control Update as set forth in Exhibit F. REASON FOR RECOMMENDATION The Positon Control Listing will show the following reductions/increases: Addition of FTE: One (1) 1.0 FTE for Assistant Director Infrastructure One (1) 1.0 FTE for Assistant Director Public Services One (1) 1.0 FTE for Librarian (Central Library) One (1) FTE for Facilities Operations Manager One (1) FTE for Integrated Library Services Supervisor Assistant Director Infrastructure is a new position being created by modifying the IT Manager position. The alignment of Technology, Collection Services Department, and Communications and Virtual Services under an assistant director makes sense because of the heavy reliance on IT services to operate and provide services to the public and staff, and the need for long-range infrastructure planning. Staff anticipates that this alignment will provide adequate flexibility in staffing and promote cross-unit teams. Assistant Director Public Services is a new position that will report to the Library Director and will have direct reporting responsibilities for Library public services departments including, but not limited to, Branch Services, Central Library, Youth and Literacy Services and Community Services and Outreach. Staff anticipates that this alignment will provide adequate flexibility in staffing and promote cross-unit teams. The Librarian (Central Library) position was included in the final position budget model and is needed at the Central Library to replace a Librarian position that was moved to the Community Services Department. The Facilities Operations Manager is a revised position title that will replace the existing position of Director of Facilities. This position is needed to oversee the work and services of the Facilities Department. This positon will report to the Deputy Library Director. The vacant positon of Facilities Director will not be filled. The Integrated Library Services Supervisor job description was developed to reflect the duties and responsibilities being performed by the incumbent in the position. The increase in FTE shows the change from the current position of Information Technology Supervisor.

2 Sacramento Public Library Authority December 16, 2014 Agenda Item 16.0 Position Descriptions and Control Update Reduction of FTE: One (1) 1.0 FTE for Director of Facilities One (1) 1.0 FTE for IT Manager One (1) 1.0 FTE for Information Technology Supervisor The positon of Facilities Director is currently vacant and will not be filled. The new position of Facilities Operations Manager is a revised position title that replaces the existing position of Director of Facilities and will oversee the work and services of the Facilities Department. It is expected that the vacancy will be filled below the previous manager s salary, therefore creating a potential savings to the current budgeted amount in addition to vacancy savings. The position of IT Manager will not be filled once vacant. The new position of Assistant Director Infrastructure will oversee Technology, the Collection Services Department, and Communications and Virtual Services departments. One (1) of the two (2) Information Technology Supervisor positions is being reclassified into the position of Integrated Library Services Supervisor. The decrease in FTE reflects this change. FISCAL IMPACT: The fiscal impact is as follows for the new positions: Assistant Director Infrastructure The fiscal impact is approximately an additional $30,727 for a fiscal year ($168,750 in total), and about $16,000 for the remainder of the current fiscal year, including salary and benefits. Assistant Director Public Services The fiscal impact for this position is approximately $168,750 for a fiscal year, and approximately $85,000 for the remainder of the current fiscal year, including salary and benefits. Communications and Virtual Services Manager This position was outlined and approved by the Authority Board at its September 25, 2014 meeting as part of the FY Final Budget, Position Control and Fine & Fee Structure. The fiscal impact of this position for a fiscal year is budgeted for $96,500 for the period September 2014 to the end of the fiscal year. Current vacancy savings are approximately $24,125 and will continue to increase until the position is filled. Facilities Operations Manager The position is budgeted with salary and benefits at $160,276 for the fiscal year. Fiscal year-to-date vacancy savings are approximately $44,500 and will increase until the position is filled. Next fiscal year expenses for this position are not anticipated to exceed the current budgeted amount. Librarian (Central Library) This position was included in the May preliminary and September final FY budget requests to the Board, and approved. The position is in the budget in an amount of $88,200, including salary and benefits. However, the position was not included in the Position Control inventory and was therefore not counted

The Library is now requesting the addition of this position to the Position Control inventory and approval to fill this needed position. Fiscal impact will be approximately half of the budgeted amount, or $44,100 for the remainder of the current fiscal year. LICENSES, CERTIFICATIONS, BONDING AND/OR TESTING REQUIRED Possession of a valid Class C California Driver License and proof of satisfactory Department of Motor Vehicle (DMV) clearance is required.
