2 Description: Transport Regulatory Label Performance Specification No.: 200 Supersedes Issue: 07/10/2006 Owner: Ryann Roberts Change Record: Changed Owner SCOPE: This Corporate General Specification defines requirements and responsibilities for the printing, adhesion, and durability of regulatory labels and placards purchased by 3M Company. 1.0 REFERENCE MATERIALS 1.1 Suppliers of regulatory labels or placards for 3M Company must be familiar with the following publications which are used as the framework for Corporate General Specification 200. These are: United States Code of Federal Regulations, Title 49, Part 172, Subparts D through F From: ASTM G-151 and ASTM G-155 Department of Transportation (DOT) Print Limit Color Charts From: Office Of Hazardous Materials Safety, Office of Hazardous Materials Standards, Room 8422, Nassif Building, 400 Seventh Street SW, Washington, DC International Civil Aviation Organization's (ICAO) Technical Instructions for the Safe Transport of Dangerous Goods by Air (Doc AN/905), Part 5, Chapters 2 and 3 International Maritime Dangerous Goods (IMDG) Code, Part 5, Chapter PURPOSE 2.1 To facilitate compliance with label and placard printing, adhesion, and durability requirements specified by regulatory agencies and to enable consistent performance of regulatory labels and placards. This Corporate General Specification shall supplement the 3M individual item specification(s). Instructions in the 3M individual item specification(s) have precedence over any instructions contained in this Corporate General Specification. 2.2 This Corporate General Specification must be referenced on all 3M transport regulatory* label, placard, and marking specifications. * "Transport regulatory" labels, placards, and markings are those symbols that are required by the various competent authorities of hazardous materials transport regulations M RESPONSIBILITY 3.1 Communicate proofing procedure to be followed and provide written approval to print, if required M Package Engineering will record and keep on file data and/or reports of successful tests. 3 printer equipment parameters for computer-generated labels. 4.0 SUPPLIER RESPONSIBILITY 4.1 Provide labels and/or placards in conformance with the quality requirements stated in Sections 6.0, 7.0 and 8.0, which parallel the requirements in 49CFR, IMDG Code, and ICAO technical instructions. 4.2 Follow proofing procedure as stated in Advise 3M Sourcing Operations of inability to meet minimum performance requirements prior to producing packaging supplies. 4.4 Perform tests specified herein upon 3M's request. 4.5 Record results of tests performed, maintain for at least two years from the last date of supply to 3M, and provide copies of test reports to 3M Package Engineering. 4.6 Colors of printed labels and markings must fall within the color tolerances of Table 1 or 2 of Appendix A to Part 172 of Title 49CFR. 5.0 SAMPLE PREPARATION (for all performance tests) Sampling Option 1: (Preferred for standard stock evaluations) A sample of the printed label material(s) of size 100mm x 25mm shall be affixed to test plates of polished aluminum. The aluminum test plates are to be polished using a fine grit (360 grit) silicon carbide abrading paper to remove any mill finish. The plate shall be degreased using a 1:1:1 mixture of acetone, ethanol and toluene. Make sure hands, labels, and substrate samples are free of dirt, grease or other particles of debris. Hand apply each label by removing the pressure-sensitive base label material from the carrier liner. Once the label is removed from carrier liner, affix one label to each individual substrate. Apply an even amount of pressure using palm of hand or a roller so that pressure-sensitive label is properly secure to each substrate with no visible wrinkles. Sampling Option 2: A sample of the printed label material(s) of flat sheet 18 gauge (0.043 min max) thickness shall be affixed to test plates of stainless steel type 304 as prescribed in ASTM Specification A666 and having a bright annealed finish. The stainless steel test plates are to be polished one side. Surface roughness height of 1.5 +/- inch.5 arithmetic average deviation from the mean line in both the machine and cross machine directions on the polished finish side. Panels showing stains, discoloration, defects, or scratches (other htan polishing marks) are not acceptable. The plate shall be degreased using a 1:1:1 mixture of acetone, ethanol and toluene. Make sure hands, labels, and substrate samples are free of dirt, grease or other particles of debris. Hand apply each label by removing the pressure-sensitive base label material from the carrier liner. Once the label is removed from carrier liner, affix one label to each individual substrate. Apply an even amount of pressure using palm of hand or a roller so that pressure-sensitive label is properly secure to each substrate with no visible wrinkles. Sampling Option 3: Samples of the printed label material(s) of a size 100mm x 25mm are to be affixed to suitable specific surfaces (to be approved by 3M Package Engineering). The surfaces are to be dry, dust and dirt free, but not otherwise treated. Make sure hands, labels, and substrate samples are free of dirt, grease or other particles of debris. Hand apply each label by removing the pressure-sensitive label material from the carrier liner. Page 3

4 6.0 ACCELERATED 30-DAY WEATHER EXPOSURE TEST AND FADE RESISTANCE TEST Test Procedure: Step 1: Complete sample preparation. Sample to be prepared in accordance with sample preparation procedures outlined above. When sample preparation is complete, sampling should include the following: - Minimum of 3 test specimens per variable - Minimum of 3 control specimens Note: Computer-generated labels must include separate sample sets for each printer setting and ribbon type. Step 2: Allow samples to sit for a duration of at least 24 hours at room temperature conditions (23 C +/- 2 50% RH) before executing first test cycle. Step 3*: Place all samples (with the exception of control samples, which are to remain unexposed and at room temperature) in a weatherometer prepared and operated according to ASTM G-151 and ASTM G-155. Step 4*: Expose all test samples to 50 (fifty) cycles at ASTM G-155 exposure cycle 1 (=100 hours of exposure). Step 5*: At the end of the 50 exposure cycles, remove samples, review condition, and record results. Pass Criteria: Fail Criteria: All markings are identifiable, there is no significant separation from substrate, and there is no significant fading (as compared to controls). Failure will exist if any sample does not meet any and/or all of the above pass criteria. * Alternative test method to Steps 3-5: Expose samples to 30 days of normal conditions incident to transportation. 7.0 INTERNATIONAL MARITIME ORGANIZATION (IMO) 90-DAY SEAWATER TEST Test Procedure: Step 1: Complete sample preparation. Samples to be prepared in accordance with sample preparation procedures outlined in Section 5.0. When sample preparation is complete, sampling should include the following: -Minimum of three test specimens -Minimum of three control specimens Note: Computer-generated labels must include separate sample sets for each printer setting and ribbon type. Step 2: Step 3: Step 4: Step 5: Prepare an ocean water substitute solution according to ASTM D Fully immerse test samples into the ocean water for 90 days at room temperature. Remove test samples from ocean water and allow to dry at room temperature. Examine test samples and record results. Pass Criteria: All markings are identifiable, there is no significant separation from substrate, and there is no significant fading (as compared to controls). Page 4

5 Fail Criteria: Failure will exist if any sample does not meet any and/or all of the above pass criteria. 8.0 PRINT EQUIPMENT PARAMETERS 8.1 The following are known parameters that have been tested and have passed the test criteria specified within this document.
