Programme 1: Corporate Services Performance progress per quarter 2017/2018 Business Transformation Informed and Satisfied Stakeholder Base Skills retention % of money spent on B-BBEE suppliers % of information provided at a 95% accuracy level in week 1 of reporting* Organisational customer satisfaction index measured % of staff retained 77% 70% 77% 72% 75% 75% 81% 77% 94% 94% 97% 94% 97% 94% 95% 94% 80% 80% 83% 97% 97% 99% 97% 99% 97% 99% 97% The BBBEE spend is above the Q3 target and remain on course to achieve the annual target. Opportunities have been identified to leverage on the provisions of the PPPFA 2017 in targeting level 4 or higher BBBEE suppliers and Black Women Owned suppliers for certain commodities. Considerable effort has been made to enrol Black Owned and BWO suppliers on the Enterprise Supplier Development programme in order to build capacity and afford them an opportunity to grow with PPECB whilst increasing procurement spend with these targeted suppliers groups. More data capturers were employed during the citrus season and higher uptake of Titan inspections for deciduous fruit. Client satisfaction survey is conducted in Quarter 3 (Sept/Oct) and is done once a year and 80% target was meet. There were 4 resignations during the quarter which accounts for the 99% retention rate
Programme 2: Operational Services Performance progress per quarter 2017/2018 Compliance Number of samples inspected on a 2% basis* % of accurate temperature letters issued in relation to the number of vessels sailed 97% 97% 95% 97% 96% 97% 96% 97% 100% 100% 100% 100% 100% 100% 100% 100% Pome fruit targets were not met due to resource constraints in especially the Western Cape regions in support of high risk citrus inspections in the CBS positive regions. During the upcoming deciduous season which is less resource intensive targets will be met and will thus contribute to the Q4 target and annual target being achieved All vessels carrying perishable products were issued with temperature letters.
Programme 2: Operational Services Performance progress per quarter 2017/2018 Q1 (Apr-Jun 17 ) Q2 (Jul-Sept 17) Q3 (Oct-Dec 17) Q4 (Jan-Mar 17) Efficient service delivery % of cartons on main products (citrus, grapes, pome, stone and avo s) captured on Titan system 50% 35% 26% 40% 32% 45% 35% 50% An ambitious annual performance target of 50% for main products was set for the Titan system. Due to seasonality both the first and second quarter has only been indicative of citrus, pome fruit and avocados, with table grapes and stone fruit seasons coming into play for the remainder of the year. Historically the uptake of grapes and stone fruit has been strong and the increase in Q3 is due directly to these seasons coming into play. This should continue into Q4. Efficient service delivery Number of activity points interfacing with the PPECB mobile technology platform * An increase in the amount of new activity points during Q3 parallels the percentage increase in Titan volume mostly due to the Grape and Stone fruit season during Q3 and it should increase further during the fourth quarter.
Programme 3: Food Safety Services Performance progress per quarter 2017/2018 Food Safety Assurance Number of samples analysed using accredited methods * The statutory groundnuts and dried fruits volumes have significantly increased during this period compared to last financial year. Since the suspension of the DAFF laboratory (South), export maize samples have been directed to the PPECB laboratory, enhancing the volumes for Mycotoxin analytical programme. A significant increase in the number of fresh fruits has been observed since the expansion of MRL services. However, a significant decrease in the dairy sample volumes has been observed although the unit is slowly picking up. Number of food safety audits conducted * came in under due to clients not renewing private sampling certificates and 100% of the pome and stone fruit client who deliver to the canning factories moved over to GlobalG.A.P certification.
Programme 4: Transformation and Development Services Performance progress per quarter 2017/2018 Capacity Building Competent staff Market Access Number of students graduated through the AETP programme Number of small holder farmers trained * Percentage of operational staff verified as competent on their technical skills Number of small holder farmers certified for export * % 85% 81% 87% 82% 89% 88% 90% Students undergo a year of training and practical s before graduating at the end of quarter 4 Extensive training of farmers was undertaken in Q3 with an additional 88 being trained. This is due to DAFF informing provinces that the workshops being run are for farmers and that officials should not arrange workshops for themselves and should rather attend with the farmers. Considerable progress was made on cold chain competency as well as subtropical competency which led to the large increase from Q2. With grape competency evaluations underway we hope to achieve target in Q4 An additional farmer was certified in this quarter due to the hard work put in by the farmer he was ready for certification faster than anticipated. * These targets are cumulative
