16 ASEAN STANDARD HARMONISATION INITIATIVES One Community for Sustainable Energy The overall long-term goal of this initiatives is to pave the way for a market transformation in favour of higher efficiency air conditioners and to remove non-tariff barriers to trade through the harmonization of EE standards for air conditioners. The specific objective of this project is to harmonize standards for testing methods for air conditioners among ASEAN Member States, as the necessary preliminary step towards achieving the long-term objectives under the ASEAN Plan of Action for Energy Cooperation Standard Harmoinsation within ASEAN could boost trade in the region by as much as 4.55 per cent and save a potential Bt21.5 billion in energy costs
17 Regional Policy Roadmap on Standard Harmonisation for AC Component 1. Harmonization of Testing Methods ASEAN will harmonize testing standards referencing ISO Brunei, Indonesia, Malaysia, Philippines, Singapore, Thailand, Vietnam to adopt by 2016 Cambodia, Laos, Myanmar to adopt by Harmonization of Evaluation Methods Evaluate fixed speed and inverter ACs separately Consider a common evaluation method (CSPF) using ISO by Harmonization of MEPS ASEAN countries will notify minimum MEPS of 2.9W/W for EER/weighted EER and 3.08W/W for CSPF The MEPS would be reviewed and revised periodically at interval of 5 year or less 4. Testing Infrastructure Establish an appropriate framework for round robin testing ( RRT) and evaluation process for testing facilities by Mutual recognition Agreements (MRA) Evaluate feasibility of incorporating energy performance testing into existing MRA (AHEEERR) If existing MRA not appropriate, establish new MRA by Reporting One Community for Sustainable Energy

ISO and IEC are international standards organisation for industrial (ISO) and electrical (IEC) products IECEE CB Scheme - is an international system for mutual acceptance of test reports and certificates dealing with the safety of electrical and electronic components, equipment and products. JSC EEE Joint Sectoral Committee on Electrical and Electronic Equipment. An ASEAN sectoral body responsible for the implementation of the ASEAN EE MRA.
21 MOVING FORWARD To complete the National Policy Roadmap for Minimum Energy Performance Standards (MEPS) for Air Conditioners. As of end 2016, 7 AMS have adopted the regional policy. Round Robin Test (RRT) Moving toward establishing of MRA regional energy labels and standards and data base Feasibility study on the Expansion of the ASEAN MRA to Energy Performance Testing.
