2 ICT AND DEVELOPMENT Experiences from around the world demonstrate the impact of ICT on development: ON POVERTY ON EDUCATION ON GENDER ON HEALTH ON ENVIRONMENT ON GOVERNANCE by increasing market access and competitiveness of the poor by increasing access to learning through distance education by increasing economic opportunities for women by connecting rural health providers with formal health systems by monitoring and mitigation of environmental risks by engaging citizens in policy and decision making processes, etc. However, the empirical evidence is yet to be explained by rigorous impact assessment frameworks: How can particular types of ICT initiatives advance concrete development objectives? Establish the actual needs of practitioners, member states and international organizations in effectively assessing the impact of their ICT4D initiatives (WSIS Action Line projects) on MDGs 3. Provide an annotated repository of resources (frameworks, toolkits, etc.) to guide practitioners on the use of existing ICT Impact Assessment models, frameworks and measurement systems. 4. 13 CONCEPTUALIZATION AIM The Conceptual Framework (A3) action aims to: odevelop a conceptual model to relate major concepts in different thematic areas covered in the Stateof the Art (A2) review. orelate various theories, models and frameworks to provide good understanding of the central issues involved in ICT impact assessment and design of ICT4D portfolios. Specifically, we seek to determine and fill the gap in the application of existing ICT4D theories/models with respect to the WSIS and MDG processes E GOVERNANCE WORLD SUMMIT, TAIPEI, 15 NOVEMBER 2010, 13

19 CONCEPTUALIZATION ICT Traditionally, ICT has been treated as a monolithic and homogenous entity, particularly in practice. 33 IMPLICATIONS EGOV EGOV as part of the WSIS Action Line C7: 1)While C7 potentially impacts on all MDGs, there is a need to drill down on the WSIS stocktaking database to determine which MDG subset is potentially impacted by EGOV initiatives. 2)Establishing causality between EGOV initiatives and the MDG or governance objectives will require comprehensive analysis of qualitative and quantitative data on specific case studies such as the well known Bhoomi Project (online delivery of land records) in Karnataka in India, by integrating and customizing existing ICT4D impact assessment models. 3)For EGOV impact assessment activity to be feasible, EGOV planners, program managers and operators must integrate data collection into their activities. This would require additional resources and time. Therefore evaluating the tradeoff in terms of resource requirements and quality of impact assessment results is critical from the pragmatic perspective. 4)However, results from (2) are necessary to develop evidences that could be used to inform the design and development of more effective policies and programs on EGOV E GOVERNANCE WORLD SUMMIT, TAIPEI, 15 NOVEMBER 2010, 33
