IR-4 Transitions Technology
Value of IR-4
Mission Food Program Food Program Ornamentals Biopesticides Public Health
Technology Pesticides Crop Protection -Chemicals - Chemicals - Microbials - Biochemical - PIP s - RNAi
Pesticide Products OP s RR ( 1950/1960) ( > 2000 s)
It Starts with the Pests!
Minor Use Problem SALES DATA COSTS
Minor Use Problem-Today Registrations are plentiful in the U.S. but options can be limited (i.e. MRLs with trading partners, pest resistance, use restrictions) Companies more active with registering many specialty crops Efficacy data needs increasing Registrations are more difficult
IR-4 Strategic Plan Technology
Vision 2020 Plant Health (CORE) Objectives Food Crops Residue Studies MRL Harmonization, International Crop Grouping Efficacy & Crop Safety Ornamentals/Environmental Horticulture Biopesticides/Organics
Vision 2020 Other points Improving Efficiencies Empowering State Liaison Representatives Reinvestment in Infrastructure Development Land-Grant University Partnership
What s Next Product Performance HQ A small group dedicated to better management of all efficacy/crop safety research No longer an after thought
IR-4 Northeast Region Cornell University policy for 18% indirect cost Federal authorization for IR-4; no indirect costs Relocate admin. from Cornell to Rutgers/Univ. of Maryland Marylee Ross now Regional Field Coordinator Existing IR-4 HQ staff assist with Administration Jane Forder HQ QA NER QA Dan Rossi - New Regional Director
Value of IR-4
Rejection of Technology
Research Drivers Regional Needs Regional Needs National U.S./Canada Global
IR-4 international involvement U.S. Growers want/need access to lucrative international markets Pesticide residues can be a trade barrier What is registered in U.S. may not be accepted in other countries or allowable levels may be different The lack of harmony/lack of international MRLs is constraining the use of newer reduced risk pesticides to solve pest management problems
What s Next
What s Next IR-4 will be conducting a comprehensive Organizational Assessment of human/infrastructure resources and programs in Opportunity for further change to increase efficiency and service stakeholders Recognition of budget realities
What s Next Indirect Costs Potential conversion of IR-4 competitive grant to cooperative agreement.allow host institutions to charge 10% indirect costs
IR-4 Priority Setting Existing Food Program Process Submission of specific chemical/crop request (PCR). Performance data supporting proposed use may/may not be available IR-4 stakeholders prioritize specific PCRs Not always working on the best solution for requested need Not always developing the most appropriate data, i.e. residue studies done before performance is fully clear
Priority Setting Changes Establish priorities to find solutions for most important Pest Management Voids (PMV) Growers/farmers/stakeholders submit request for assistance to find solution(s) to pest management void in one/more crops PMVs prioritized at IR-4 Workshop and most important PMV are selected for research/regulatory activity
Research Process IR-4 solicits potential solutions for priority PMV. Solutions can include chemical pesticides, biopesticides or other technology. IR-4 does appropriate research to allow registration Solution development must include resistance management If no known solutions for priority PMV are identified, IR-4 will conduct screening program to identify solution; highest performing products are elevated to regulatory/performance studies
Growers Value of IR-4 Legal use of needed safe/effective PPP Food Processors Keep supply chain open Economy IR-4 s efforts contribute over $7.2 Billion to annual US Gross Domestic Product and supports 104,650 jobs Public Plentiful supply of reasonably priced fruits and vegetables that contribute to a healthy diet or plants/flowers that that enhance the environment
