CONTENTS OF PRESENTATION Functions of Malaysian Rubber Board Technologies to Transfer Why Transfer of Technology? Transfer of Technology Through Smallholders Cooperative Conclusion
Malaysian Rubber Board (MRB) A Statutory body under The Ministry of Plantation Industries and Commodities Malaysia
FUNCTIONS OF THE MALAYSIAN RUBBER BOARD FUNCTIONS R&D SERVICES FINDINGS/RECOMMENDATION TOT
Technologies to Transfer Planting of recommended high yielding clones in Group 1 and Group 2 Good agricultural practices (GAP) Encourage land consolidation Encourage integrated farming Applying latest harvesting technology Producing good quality rubber sheets (USS-for Sabah and Sarawak)
Recommended Planting Materials to be used by the Smallholders for Clones Group 1 and Group 2 1. New planting: Estate owners of oil palm plantation are encouraged to convert the marginal land to rubber planting No limit set for area allowed to convert to rubber planting 2. Replanting: To ensure domestic supply of raw materials and economic well-being of producers of smallholdings Target of replanting 40,000 ha per year 50% of this must be planted back with rubber 3. Targeted Yield: 1800 kg/ha/yr
Planting of Recommended High Yielding Clones Cuting green bud eyes Planting in the field under smallholders condition bud eyes Young budding planting materials
Good Agricultural Practices I. Applying accurate fertilizer Requirements of the tree in various stages according to the age of tree II. Watering system for New Planting Materials III. Field Maintenance
Applying Fertilizers in Matured Area Soil Sampling and analysis Leaf Sampling and analysis
Field Maintenance -Weeding Before After
Encourage Land Consolidation Consolidate in term of the management of the land belonging to smallholders FELCRA is an agency in Malaysia responsible for this
Encourage Integrated Farming Rubber and Tongkat Ali (herbal plant) Rubber and Kenaf
Applying Latest Harvesting Technology Ethrel RRIMFLOW REACTORRIM G-FLEX MORTEX
Producing Good Quality Rubber
WHY TRANSFER OF TECHNOLOGY? The aim of TOT is to transfer the technologies to smallholders in order to increased their land productivity and income
TRANSFER OF TECHNOLOGY THROUGH SMALLHOLDERS COOPERATIVE ESTABLISHMENT
Definition of Cooperative Cooperative is defined as an autonomy organization formed voluntarily by a group of people having similar socio-economic aspirations and needs which is owned managed and controlled in a democratic manner by them
Establishment of Smallholders Cooperative The main objective is to undertake all smallholder development programs on a commercial and participatory basis through their own institutions and to develop a community of self-reliant smallholders with all necessary service provided by their own institution. The cooperatives are seen as a mechanism to empower the smallholders to become self-reliant, progressive and competitive and thereby reducing rural urban imbalances in development
Specific Objective I. To increase income of smallholders II. To disseminate information III. Effective and efficient transfer of technology
MRB s Model Cooperative 1. Kampong Baru Batu 2 Cooperative, Gerik, Perak Northern Region 2. Kampong Pinggir Cooperative, Felcra Simpang Renggam, Johore Southern Region
Kampong Baru Batu 2 Cooperative, Gerik, Perak Northern Region Background Company Name Kg. Baru Batu 2 Cooperative Type of Business/Activity Buy and sell latex and cuplump Year of establishment 1980 No. of members 350 participant Initial capital Contribution from members RM 100/person
Cooperative Asset Assets 1. One cooperative building 2. One lorry 3. Fix deposit RM130, Cash flow RM30,000.00
Benefits to the members Obtained higher rubber price when selling Dividen was given to members based on shared profit concept Rubber products (latex and cuplump) could be easily sold through cooperative Skilled workers could be created and thus solve shortage of workers More efficient production as a result effective management Cooperative can enable the transformation of the smallholders into agro-entrepreneurs Cooperative can play the role of Extension Agents
MRB s Future Planning To establish at least ten cooperatives a year in other regions To transform smallholders into agro-entrepreneurs
CONCLUSIONS Through smallholders cooperative, the member are selfreliant, progressive and competitive in terms of managing their holdings Effective management through cooperative enables efficient production and increase income to the smallholders Cooperative also empower extension agents and smallholders in carrying out information dissemination and TOT activities Cooperative raise the socio-economic well-being of the smallholders
