2 importance of sustainability and environmental issues public is sensitive about environmental and health issues consumers choice Common Agriculture Politics - CAP 2014? - second pillar (e.g. agri-environment programs) Farmers need to make a choice in order not to lose existens. 3 farm advisory system cross compliance occupational health and safety FAS (EMS) step 1 FAS (EMS) step 2 specialist law (federal and state) private quality standards GQS BW GQS BW Environmental- Audit environmental issues 4
3 FAS Baden-Württemberg free market for advisory bodies it's up to the farmer to make use of it: advisory body tools general approach FAS is a long-term issue => it must be available when needed There will be only a significant progress in improving production processes through FAS if the farmer and his advisor have the chance to work together on a voluntary basis. support for farmers FAS step 1: 70% in the first year (max. 700 /year) following years 50% (max. 500 /year) 5 EMAS Eco Management andaudit Scheme EMAS was opened for farmers in 2001 BUT no existing tools for farmers projects in different federal states to implement EMAS in farming buisness e.g. Hohenlohe and Donaueschingen (BW) guidelines for farmers implementing an environmental management system published in April 2003 by the Federal Environment Ministry 6
4 EMAS Baden-Württemberg using EMAS to build up and implement an FAS that goes beyond cross compliance: sophisticated farm and environmental management system (step 2) aims to analyse each farm individual way and system for each farm achievments are individual for each farm BUT no controll system such as for cross compliance 7 EMAS Baden-Württemberg aim, structure and content of GQS BW close to the requirements of an eco-management system for farmers GQS BW Umwelt-Audit (Environmental-Audit) is an approved FAT since 2005 GQS BW is a checking and management tool for farmers GQS BW combines all self-check and documentation requirements for agricultural production GQS BW provides them to the farmer in an easy way GQS BW is an approach for the entire farm 8

6 FAS beyond cross compliance FAS step 2: GQS BW Environmental-Audit requirments for participating farmers (Regulation on the implementation of FAS) cross compliance regulations (SMR and GAEC) documentation and evaluation of the farm advice occupational health and safety energy balance 11 FAS beyond cross compliance crop production balance for N, P, K for farming unit and farm level survey and evaluation of risks due to erosion and soil compaction survey and evaluation of crop rotation providing a humus balance for crop rotation or farming unit survey of biodiversity survey and evaluation of pesticide application 12
7 FAS beyond cross compliance livestock farming livestock register documentation of purchase of animal food, mixing journal for self-mixed animal food documentation of the application of animal food documentation of veterinary treatments documentation of compliance with current livestock breeding and animal safety regulations 13 FAS beyond cross compliance support for farmers using FAS step 2: 80% of the advisory costs (max /year) farmers need to get the EMAS Certificate latest in the third year of participation 14
8 What happend to this day? 10 farms validated (2006) 7 farms updated their validation (first time validation in 2006) 2 farms need to get their validation updated in farms will be first-time validated in look-out GQS BW Environmental-Audit is part of the curriculum of the technical schools for agriculture one student farm is about to be validated another student farm just started with FAS step 2 the other schools are about to follow producer group for milk (60 farms) might start the implementation of GQS BW Environmental- Audit 16
