5 Diagnostic of The Service 3/ Strategy of the Service Modernized plant health legislation in accordance with the IPPC new revised text of Adequate infrastructure and data system installed to consistently carry out the activities as described in the NPPO mandate. Organizational structure updated for satisfying the institution's needs. Border point centers rehabilitated and equipped. A comprehensive national pest risk analysis system developed to facilitate trade flow for agricultural products. Export certification system established and operational. 5
6 Structure The Export, Import and Plant Quarantine Service structure consists: Import, export and plant quarantine service: central head quarter. 6 Border Points Inspection (BPI): distributed on Lebanese border. 6

9 Mechanism of The Service The Tasks of the agriculture import/export and plant quarantine service: Ensure that phytosanitary rules and regulations and import/export standards are applied. Propose the issue of phytosanitary rules and regulation. Validate certificate of origin. Communication with the BPI (daily). Monitoring BPI, (monthly and in emergency cases). 9
10 Mechanism of The Service The Tasks of the agriculture import/export and plant quarantine service: Monitor and control the plant health status of the imported and exported agricultural commodities. Collect samples from specific commodities for laboratory analysis. Keep records on all imported and exported agricultural commodities. Issue phytosanitary certificate for exported agricultural commodities. 10

16 The Method of Sampling We take 8 samples (400g) from different points (the middle and points as describe below, distant 50 cm from the wall of consignment. We mix the samples very well and we choose one sample as the Representative (5Kg) and we put stickers to indicate the label of consignment. We send to the laboratory for analysis. 16
