ARIDITY MAP OF TURKEY Increased drought frequency has been identified since 1990 according record.
land use change and degradation in Turkey Boundry of Adıyaman City at 1975 Boundry of Adıyaman City At 2011
land use change and degradation in Turkey
unproper land use type and erosion Soil erosion is a major problem in Turkey Almost 70% of the country s lands are already affected to a significant degree, while some 50% are prone to severe to very severe erosion
emissions and removals by sectors in 2010 LULUCF - %19.6 Waste %8,9 Agriculture %6.7 Industry %13.4 Energy %70.9
NATIONAL CLIMATE CHANGE STRATEGY (NCCS) : NCCS prepared under the coordination of Ministry of Environment and Forestry May 2010: adopted by the High Planning Council that is chaired by the Prime Minister
identified objectives and strategies for greenhouse gas control in the sectors of: energy, industry, transportation, waste management, land use, agriculture, forestry,
identified objectives and strategies for climate change adaptation in vulnerable areas: water supply food security other ecosystem services disaster and risk management human health
strategic objectives fulfillment of UNFCCC obligations control of GHG emissions proposal for Climate Change Adaptation accessing to national and international financial resources developing clean production technology, R&D and innovation capacities building human resources and institutional capacity
strategic targets international negotiations National Climate Change Action Plan to ensure Climate Change Organizational Structure and Knowledge Management
Climate Change Coordination Council PUBLIC SECTOR (Ministries) Foreign Affairs Finance Health Transport Agriculture, Food and Livestock Industry and Trade Environment and Urbanization, Development Undersecretariat of the Treasury. Turkish Union of Chambers and Exhanges (TOBB) Turkish Industry and Business Association (TUSIAD) PRIVATE SECTOR
actions taken by MOFAL legal arrangements preparation of strategies and action plans project development and implementation research and development activities farmer support programs
OBJECTIVES 1. increase Sequestration Capacity in agriculture sector 2. limit Greenhouse Gas Emissions caused by agricultural production 3. renewable energy opportunities 4. improve Knowledge & Information Infrastructure to combat climate change
Landscape Approach and Opportunities Associated With It Since end of 1990 s, MFAL started to manage agricultural lands by separating them into agro ecological zones as a improved by taking landscape approach one step further to plan big landscape not just according to ecological diversity but also according to climatic conditions
As a primary results of these approach; 1) MFAL started to plan it agricultural subsidy system according the agro ecological zones so had chance of increasing effectiveness of the agricultural subsidy programs, 2) Started to implement comprehensive land consolidation project to increase effective use of agricultural lands as whole landscape rather than individual parcels, 3) Was able to plan and to start establishing agricultural land management information system in relatively short time
This in return gave MFAL chance to clear most of the planning obstacles in front of the various renewable energy and environmental management investments.
Two of the most significant examples of this positive effect of landscape approach are, Land consolidation works on more than 5.5 Millin Hectares of land (Largest land consolidation works ever undertaken in the world)
Allocating more than 200 hectars of land in Konya Plains for Organised Solar Energy Production Industrial Zone as well as other public lands in the other parts of the Turkey for Wind Energy which otherwise it will not be possible to plan and to allocate land in such a short time

determination of LAND USE TYPES (crop areas, planted agriculture)
PARCEL-BASED REGISTRY / BARCODE IMPLEMENTATION Agricultural plot ID number database *User info *Crop/product info, *Inputs used Parcel activity database Example: assume potato as crop Seed barkodes will be registered to the parcel barcode Prescribed chemicals will be registered to the barcode Only fertilzer as determined by soil analisis will be sold and registered to the barcode Agricultural inputs database Certified seed/seedling Agricultural nutrients Chemical fertilizer Organic Fertilizer Packaging of domestc and imported products Squarecore use All fertilizer, chemical, pesticide and other inputs on the market are registered TRACIBILITY OF FOOD Soil analysis information system When any product has the Parcel ID number and Barcode this will show: - Where produced, - Who produced -All inputs used - Date of harvest, - Crop type - Calorie, nutrition value All inputs used in any parcel will be registered by amaount and type 23
improvement of parcel and ownership structure parcel structure and energy expenditures village center-interparcel mechanization
1.1. Village center to parcel : Losses in mechanization efficiency Software to model access to parcels from village center was developed. Average parcel size was assumed as 0.8 ha. village area (ha) total access roads to parcels (km) 4261 no. of round trips 50 fuel /km (lt) 0.2 total fuel (lt) average fuel / parcel (lt) 83 Turkey average: 35 L/Ha/Yıl
Machinery Efficiency (activities within the parcel) Depending on the sahpe of a parcel, soil preparation distances and numbers of turns will vary. Existing Parcel Each turn = 45 secs. Machinery use duration and fuel will depend on: 1.Type of work (soil preperation, harvest, etc), lenght of field and speed 2. number and duration of turns The modelling software calculates using the above variables. Based on average small parcels and odd shapes losses resulting from area being unsuitable for mechanization results in following losses in fuel effciency Village Area(Ha) Ideal Parcel (Edge ratio: 1/5) Driving length as shown Fuel use (L) Average fuel used /ha (L) Calculations show that an average of 50 lt/ha/year fuel savings will be achieved as a result of land consolidation.
