5 1.0 Message from the Chair On behalf of the Ontario Pesticides Advisory Committee (OPAC), I am pleased to present this annual report outlining this Committee s activities and achievements from April 2015 to March Over this past year, OPAC convened 10 monthly meetings, as well as a workshop, and teleconferences in order to carry out its multi-faceted mandate. Three new Members, Mr. Tibor Szabo, Mr. Jim Wilson, and Dr. Susan Wood-Bohm, were appointed, while Ms. Cathy McKay and Dr. Lillian Wong completed their term of service with OPAC. It is also appropriate to note the ongoing support from the Pest Management Regulatory Agency (PMRA) with ex-officio representation by Ms. Linda McIntosh. OPAC continued to review Ontario s pesticide classification process, identifying and developing options for a number of operational issues, in order to enhance process efficiency and registrant accountability, thereby focusing on improving the effectiveness of the regulatory process. Reviews of all herbicides and adjuvants classified in Ontario have been completed, ensuring that these products will be classified using the latest scientific data, and in a consistent manner. Similar reviews have been initiated for all fungicides and insecticides. In the coming year, OPAC will again strive to continue to provide a high level of technical expertise and service in fulfilling its mandate. Dr. Frank Ingratta, Chair Page 3 of 17

6 2.0 Background and Mandate In May 1971, the Minister of the Environment announced the establishment of the Ontario Pesticides Advisory Committee (OPAC). OPAC is one of the longest standing Advisory Agencies in the Province and is enabled by the Pesticides Act and its attendant Regulation 63/09. The mandate of OPAC, as set out in subsection 10 (3) of the Act is to: a) review annually the content and operation of this Act and the regulations and recommend changes or amendments therein to the Minister; b) inquire into and consider any matter the Committee considers advisable concerning pesticides and the control of pests, and any matter concerning pesticides and the control of pests referred to it by the Minister, and report thereon to the Minister; c) review publications of the Government of Ontario respecting pesticides and the control of pests, and report thereon to the Minister; and d) perform such other functions as the regulations prescribe. 7 3.0 Summary of Activities and Accomplishments Following is a summary of the Committee s activities and accomplishments from April 2015 to March Pesticide Product Classification Recommendations The Committee generally meets monthly to evaluate the environmental impact, toxicity and other hazards of federally registered pesticide products. As a result, two-hundred and fourteen (214) products were recommended for classification during this annual report period, as shown below: Twenty-five (25) Manufacturing Concentrates Eighty-nine (89) Commercial/Agricultural products Ninety-nine (99) Domestic products One (1) Pesticide / Fertilizer product The following is a table showing OPAC s activity in recommending pesticide product classifications over the last 5 fiscal years: PRODUCTS RECOMMENDED FOR CLASSIFICATION: Fiscal Years (April 1 March 31) Product Type/Year Manufacturing Concentrates Commercial (& Agricultural) Domestic Pesticide/Fertilizer Totals OPAC also convenes special meetings or teleconferences, as required, to recommend the classification of pesticide products in a timely manner, in the cases of environmental or agricultural emergencies. Reclassification of Pesticide Products: If the Committee becomes aware of new information, or if a registrant provides a new scientifically-based rationale, the Committee will review the data and recommend a pesticide product reclassification, if applicable. Declassification of Pesticide Products: The Committee continued to declassify pesticide products, which are no longer registered by the federal Pest Management Regulatory Agency (PMRA). Twenty-seven (27) pesticide products were declassified during this fiscal year period. Page 5 of 17

8 Environmental Bill of Rights Registry (EBR) Proposals The Environmental Bill of Rights (EBR) legislation requires that all pesticide products, containing new active ingredients, or those recommended for reclassification, be posted for a 30- day consultation period to allow for public input into the decision-making process. Forty-six (46) pesticide products were recommended by OPAC to be placed on the EBR Registry during the fiscal year, consisting of: thirty-three (33) recommendations for classifications of pesticide products containing new active ingredients; and thirteen (13) recommendations for pesticide product re-classifications. Technical Topics / Areas of Interest The Committee took it upon itself in or was requested to take on the following technical topics / areas of interest: Adjuvant Review OPAC completed its review of all adjuvants available for use in Ontario, and transmitted its recommendations to the MOECC. The purpose of this review was to ensure consistent evaluation, based on the most current scientific data, which is updated periodically. The MOECC continues to work towards reclassifying these products for inclusion in their Pesticide Classification Database (PCD). Ampoule vs. Collar Type Flea / Tick Control Products The Committee continued their discussions on the most appropriate classification of ampouletype and collar-type flea control products, which are currently classified in both Classes 5 and 6. It was agreed that the single use ampoules would continue to be recommended as Class 6, based on a negligible toxicity risk. However, the Committee continues to evaluate whether the flea / tick collars should be recommended as Class 5 or Class 6. Heat-Activated Area Mosquito Repellants The Committee continued to discuss the classification of heat-activated area mosquito repellents with the active ingredient d-cis, trans allethrin, which are classified in both Classes 5 and 6. It was agreed that the Committee will consider the Oral Lethal Dose, 50% (OLD50) toxicity values for future classification recommendations as well as re-review products, currently classified as Class 6, with OLD50 toxicity levels of <2,000 mg/kg. 9 Herbicide Review OPAC completed its review of all herbicides available for use in Ontario, and transmitted its recommendations to the MOECC. The purpose of this review was to ensure consistent evaluation, based on the most recent scientific data, which is updated periodically. As such, further revisions and refinements are ongoing and will be communicated to the MOECC regularly. Imidacloprid Reclassification The Committee re-evaluated seventeen (17) neonicotinoid-based pesticides (containing the active ingredient imidacloprid) and, based on soil persistence, recommended that these products be reclassified from Class 4 to Class 3, making them only available to certified farmers / growers and licenced applicators. The MOECC continues to work towards reclassifying these products for inclusion in their Pesticide Classification Database (PCD). Indoor Use of Pesticides The Committee continued to investigate whether new criteria, such as residue and dust could be used in the evaluation of indoor use pesticides for the classification process; since it has been determined that soil half-life is not a consideration for indoor pesticide use. Insecticide and Fungicide Review The Committee continued its work on reviewing all classified insecticide and fungicide products currently used in Ontario. Similar to the herbicides and adjuvants review, the Committee will assess product toxicity, active ingredient soil half-life, as well as any respirator requirements, in its recommendations for possible reclassification. Mixtures The Committee continued to investigate whether information could be gleaned from data received by the federal government s Pesticide Management Regulatory Agency (PMRA), in order to enlighten a process in Ontario for recommending pesticide product classifications, based on mixtures. Neonicotinoid Use and Bee Health OPAC continued to provide support to the MOECC and Ministry of Agriculture, Food, and Rural Affairs (OMAFRA), towards the implementation of Ontario s Pollinator Health Action Plan. 10 Permit Applicant Guide for Aerial Application of Agricultural Pesticides OPAC completed a review of draft amendments to the Permit Applicant Guide for Aerial Application of Agricultural Pesticides and transmitted its comments to the MOECC, for their consideration. Administrative Items The Committee continued to take on various administrative tasks, including: Administrative Processes Review The Committee reviewed a number of administrative processes in a continued effort to improve efficiency and modernize approaches to its core activities. As well, the MOECC sought the help of an internal consultant to help identify areas of effort duplication and possible streamlining, with regard to the interactions between OPAC, the Ontario Drinking Water Advisory Council (ODWAC), and the MOECC. Conferences, Meetings, Presentations, and Training The Committee continued to keep abreast of various pesticide-related research, scientific information, and issues through attendance, participation, and reports from members who attended various conferences, workshops, or meetings, including the: Ontario Institute of Agrologists Branch Meeting (May 12, 2015) Biopesticide Industry Alliance Meeting (September 15-16, 2015) First Global Minor Use Priority Setting Workshop (September 20-22, 2015) American Minor Use meeting (September 23-24, 2015) Ontario Invasive Plant Council AGM (October 13-14, 2015) 38 th Annual Forest Health Review (October 27, 2015) Weed Society of America Meeting (February, 2016) Innovative Farmers Meeting (February, 2016) Ontario Phragmites Working Group Meetings Impacts of and Alternatives to Systemic Pesticides: a science-policy forum (April 19, 2016) Conflict of Interest Determinations A subcommittee was struck to determine member conflicts of interest related to fulfilling the Committee s mandate. 11 Guideline, Application and Instructions Review The Committee completed its review on improving the Pesticide Classification Guideline for Ontario and the Application for Pesticide Classification/Reclassification form and associated instructions. The suggested improvements were conveyed to the MOECC for inclusion in future revisions to the Guideline, and the Committee will continue to work with the MOECC as it amends these documents. Legislative Review The Committee continued to review both the Pesticides Act and Regulation 63/09 for meaningful revisions, and will await future communication from the MOECC regarding opportunities for regulatory amendments. Ontario Classification and Additional OPAC Criteria In accordance with Section 5 from Regulation 63/09 (Pesticides Regulation), the Committee may recommend that a pesticide product be classified using additional justifiable criteria, if it is considered to be in the public interest to do so. To this end, the Committee continued to document a number of additional criteria to be applied to MOECC s Pesticide Classification Guideline for Ontario. This internal document undergoes regular review and update by the Committee, and the updated information is forwarded to the MOECC for inclusion in future revisions to the policies and guideline used for classification of pesticides in Ontario. Publications Review The Committee continued to monitor the content and accuracy of provincial publications, in which recommendations are made for the use of classified pesticides for pest management in Ontario. Skills Gap Analysis The Committee continued to identify gaps in member knowledge and experience in a number of disciplines, deemed important to OPAC in carrying out its mandate, with the goal of aiding the MOECC in the recruitment of possible new members. Some areas of expertise requiring possible attention included Structural Pest management, Industrial Pest Management, Grower / Integrated Pest Management, and provincial Labour laws. Page 9 of 17

12 Yearly Workshop The Committee held a 2-day combination Meeting and Workshop, from October 6 to 7, Topics of internal discussion included: OPAC Criteria for Non-Herbicidal Plant Growth Regulator Pesticide Products: The issue of indoor versus outdoor pesticide use was discussed, including the situation where soils are removed from greenhouses for outdoor disposal. In the end, it was agreed that all nonherbicidal plant growth regulator pesticide products should be recommended as Class 4. OPAC Criteria for Indoor Pesticides Use: It was agreed that soil half-life not be considered when a product is used only indoors (i.e. there is no soil contact). Other parameters such as residue and dust continue to be explored by the Committee as additional criteria for evaluation and classification recommendations. Declassification of Commercial Products: The issue of applicators retaining a supply of declassified pesticide products, which, technically cannot be used, was discussed. It was agreed that the most environmentally friendly option would be to allow these products to be used up, within a certain period. This is in alignment with PMRA s approach of permitting a set period of use for declassified products. OPAC Exception for Single Use Applications: The toxicity criteria for pest control products for use on animals generally meets Class 5 criteria, but single use applications are generally recommended as Class 6. It was agreed that single use applications, such as ampoules, would continue to be recommended as Class 6. However, the Committee continues to debate whether flea / tick collars should be recommended as Class 5 or Class 6. The Committee also received external presentations on the following topics: Industrial Vegetation Management and Aminocyclopyrachlor / Picloram Use; MOECC Operations Division Update on inspections and enforcement activities; Structural Pest Control Issues and pesticide residues in enclosed environments; and Exposure of Children to Chemicals (Chlorpyrifos and Pyrethroids) via Indoor Dust Ingestion and Inhalation. 13 Appendix A - Relevant Legislation Other functions of the Committee are prescribed in Regulation 63/09 under the following sections: Committee Business 2. (1) The Committee shall meet, (a) at the request of the Minister; (b) at the request of the chair; or (c) at the request of any three members of the Committee. (2) The secretary of the Committee shall, (a) keep a record of all business transacted at a meeting of the Committee; (b) have the custody of all documents received by the Committee; and (c) produce the records mentioned in clause (a) and documents mentioned in clause (b) for inspection when requested by the Minister or the designated person* mentioned in subsection 4 (1). *Currently, the designated person in subsection 4 (1) is the Manager of the Pesticides Section, Standards Development Branch, Environmental Sciences and Standards Division, Ministry of the Environment and Climate Change. Applications for Classification 5. (1) The following persons may submit to the Committee, in a form approved by the designated person mentioned in subsection 4 (1), an application for the classification of a pesticide: 1. A person who has registered the pesticide under the Pest Control Products Act (Canada) or the Fertilizers Act (Canada). 2. The Canadian agent of the person mentioned in paragraph 1, if the pesticide is registered under the Pest Control Products Act (Canada). O. Reg. 63/09, s. 5 (1). (2) The Committee shall receive applications for the classification of pesticides and shall consider the applications. O. Reg. 63/09, s. 5 (2). (3) After considering an application for the classification of a pesticide, the Committee shall provide a written recommendation to the designated person mentioned in subsection 4 (1) with respect to the classification of the pesticide in accordance with the following rules: 1. Subject to paragraphs 2 and 4, if the pesticide meets the criteria set out in Column 1 of the Table to section 4 opposite Class 1, 2, 3, 4, 5 or 6, the Committee shall recommend that the pesticide be classified into that class. 2. The Committee may recommend that the pesticide be classified other than in accordance with paragraph 1 if the Committee considers it to be in the public interest to do so. 3. If the Committee makes a recommendation under paragraph 2, the Committee shall provide written reasons for the recommendation, which may include reference to the toxicity, persistence, container size and mobility of the pesticide. 4. The Committee may recommend that the designated person mentioned in subsection 4 (1) refuse to classify the pesticide if the Committee is of the opinion that, i. it does not have sufficient information to recommend that the pesticide be classified, Page 11 of 17

14 ii. proper use of the pesticide, as described in the directions on the pesticide s label and in accordance with the Act and this Regulation, is likely to have one or more of the effects mentioned in subsection 49 (3) of the Act, to an extent that is excessive, unreasonable or unnecessary, or iii. it is not in the public interest to classify the pesticide. O. Reg. 63/09, s. 5 (3). Reclassification 6. (1) The designated person mentioned in subsection 4 (1) may reclassify a pesticide, having regard to the Act, this Regulation and any recommendation made by the Committee under this Regulation, if, (a) the person who registered the pesticide under the Pest Control Products Act (Canada) or the Fertilizers Act (Canada) requests the reclassification or consents to the reclassification; or (b) the designated person mentioned in subsection 4 (1) has notified the person mentioned in clause (a) that he or she intends to reclassify the pesticide and has considered any submissions made by that person. O. Reg. 63/09, s. 6 (1). (2) The designated person mentioned in subsection 4 (1) may request that the Committee recommend whether a Class 1, 2, 3, 4, 5 or 6 pesticide should be reclassified, and if he or she does so, the Committee shall provide the recommendation in writing, having regard to the Act and this Regulation. O. Reg. 63/09, s. 6 (2). (3) The Committee may, on its own initiative, recommend in writing to the designated person mentioned in subsection 4 (1) that he or she reclassify a Class 1, 2, 3, 4, 5 or 6 pesticide if it considers it appropriate to do so, having regard to the Act and this Regulation. O. Reg. 63/09, s. 6 (3). (4) A reference in subsection (1) to the person who registered the pesticide under the Pest Control Products Act (Canada) includes the Canadian agent of that person. O. Reg. 63/09, s. 6 (4). Declassification 7. (1) The designated person mentioned in subsection 4 (1) may declassify a pesticide, having regard to the Act, this Regulation and any recommendation made by the Committee under this Regulation, if, (a) the person who registered the pesticide under the Pest Control Products Act (Canada) or the Fertilizers Act (Canada) requests the declassification or consents to the declassification; (b) the pesticide is no longer registered under the Pest Control Products Act (Canada) or the Fertilizers Act (Canada); (c) the designated person mentioned in subsection 4 (1) has notified the person mentioned in clause (a) in writing of relevant scientific or other information suggesting that proper use of the pesticide, as described in the directions on the label and in accordance with the Act and this Regulation, is likely to have one or more of the effects mentioned in subsection 49 (3) of the Act, to an extent that is excessive, unreasonable or unnecessary and the designated person mentioned in subsection 4 (1) has considered any submissions made by the person with respect to that information; or (d) the designated person mentioned in subsection 4 (1) has notified the person mentioned in clause (a) in writing of newly available scientific or other information suggesting that it is no longer in the public interest that the pesticide be classified and the designated person mentioned in subsection 4 (1) has considered any submissions made by the person with respect to that information. O. Reg. 63/09, s. 7 (1). (2) The designated person mentioned in subsection 4 (1) may request that the Committee recommend whether a Class 1, 2, 3, 4, 5 or 6 pesticide should be declassified, and if he or she does so, the Committee shall provide the recommendation in writing, having regard to the Act and this Regulation. 15 (3) The Committee may, on its own initiative, recommend in writing to the designated person mentioned in subsection 4 (1) that he or she declassify a Class 1, 2, 3, 4, 5 or 6 pesticide if it considers it appropriate to do so, having regard to the Act and this Regulation. O. Reg. 63/09, s. 7 (3). (4) A reference in subsection (1) to the person who registered the pesticide under the Pest Control Products Act (Canada) includes the Canadian agent of that person. O. Reg. 63/09, s. 7 (4). Notice of change in registration, label 8. (1) If a pesticide is classified under this Regulation as a Class 1, 2, 3, 4, 5, 6 or 7 pesticide, the person who registered the pesticide under the Pest Control Products Act (Canada) or the Fertilizers Act (Canada) or, if the pesticide was registered under the Pest Control Products Act (Canada), the Canadian agent of that person, shall notify the Committee of any change in the pesticide s registration or label within 30 days after the person is notified of the change. O. Reg. 63/09, s. 8 (1). (2) If the Committee receives notification of a change under subsection (1), the Committee shall inform the designated person mentioned in subsection 4 (1) of the change within 30 days after the Committee is notified and that person shall, if necessary, amend the Compendium of Classified Pesticides accordingly. 16 Appendix B - Membership and Associated Biographies Mr. Hugh Berges is the manager of the Horticultural Technology Unit of the Ontario Ministry of Agriculture, Food and Rural Affairs and provides a liaison between his ministry and OPAC. His expertise in plant agriculture assists OPAC in making decisions on the agricultural pesticides to be used in the Province of Ontario. His background in the Federal Pesticides Program is also an asset. Mr. Berges has a B.Sc. (Agr.) from the University of Guelph. Dr. Ana Gaina is a Pesticide Regulatory Scientist of the Pesticides Management Section, Ontario Ministry of the Environment and Climate Change. She provides interpretation of and advice on the Pesticides Act and Regulation 63/09, and reviews OPAC s recommendations of federally registered pesticides products proposed for classification / declassification / reclassification to the ministry prior to their sale and use in Ontario. Dr. Gaina holds a M.Sc. in Animal Production Engineering and a Ph.D. in Crop Field Science from Banat University of Agronomy and Veterinary Medicine of Timisoara, Romania. Dr. Allan Hamill is a retired Research Scientist from the Agriculture Canada Research Station at Harrow, Ontario. As a weed scientist, he provides specific expertise on the herbicides classified for use in Ontario. Dr. Hamill has a B.Sc. (Agr.) and a M.Sc. from the University of Guelph and a Ph.D. in Weed Science from Michigan State University. Mr. Craig Hunter is currently employed by the Ontario Fruit and Vegetable Growers Association after retirement from the Extension Services of the Ontario Ministry of Agriculture, and Food. His expertise in Pest Management provides OPAC with invaluable insight into the classification of pesticides in Ontario. Mr. Hunter has a B.Sc. (Agr.) and a M.Sc. in Environmental Biology from the University of Guelph. Dr. Frank Ingratta (Chair) is a consultant with his own firm since retirement as the Deputy Minister of the Ontario Ministry of Agriculture and Food. He holds a B.Sc. (Agr.) and M.Sc. from the University of Guelph and a Ph.D. from the University of Toronto. Dr. Michael Irvine is the Provincial Vegetation Management Specialist with the Ontario Ministry of Natural Resources and Forestry. He provides expertise in forestry and industrial pesticides and a liaison between his ministry and OPAC. Dr. Irvine holds a B.Sc. (Agr.) and Ph.D. from the University of Guelph and a Master of Pest Management from Simon Fraser University. Mr. David Marshall is an Agrologist who owns and operates MeriAcres Farm. He provides experiential knowledge to OPAC, particularly regarding agricultural pesticides, which are being used in Ontario. Mr. Marshall holds a B.Sc. (Agr.) degree from the University of Guelph. 17 Ms. Cathy McKay is an Agrologist who owns and operates Nature s Bounty Farm, a 35-acre apple orchard. She provides expertise to OPAC in the agricultural pesticides field, particularly those used in Ontario s orchards. Ms. McKay holds a B.Sc. (Agr.) and a M.Sc. in Plant Pathology from the University of Guelph. (Stepped down from OPAC on January 2, 2016) Ms. Wanda Michalowicz retired from the Ontario Ministry of the Environment and Climate Change, where she was the Manager of the Pesticides Section. She has more than 30 years of experience in pesticides management, as well as expertise in regulation, policy, and in the certification and education of pesticide users and handlers. Ms. Michalowicz was appointed to OPAC as a non-government member after her retirement, and holds a B.Sc. from Bishop s University and a M.Sc. in Environmental Biology from the University of Guelph. Dr. Earle R. Nestmann is President of Health Science Consultants Inc. and a member of the team at Beeler Consulting Inc. His background includes a faculty position at York University, research scientist at Health Canada, pesticide registration manager at Cyanamid Canada Inc., and over 25 years of consulting in toxicology and risk assessment. His M.Sc. and Ph.D. degrees are from York University where he currently sits on the Board of Governors and the Alumni Association Board of Directors. Ms. Erica Phipps serves as Executive Director for the Canadian Partnership for Children s Health and Environment (CPCHE), a national collaboration of organizations that work together to advance children s environmental health protection. Erica has a master's degree in public health, and has worked on environmental health and toxics issues for more than 20 years, both domestically and internationally. Dr. Susan Sang is an Environmental Consultant. She provides OPAC with expertise in the field of environmental toxicology of pesticides. Dr. Sang holds a B.Sc. in biology from National University of Iran and a doctorate degree in applied ecology from University of Aberdeen, Scotland, U.K. Her experience includes Senior Manager, Toxicology Program, World Wildlife Fund, NSERC Postdoctoral Fellowship with Environment Canada, and Research Fellowship with University of Toronto. Tibor Szabo holds a Bachelor of Applied Science Degree in Horticulture from Olds College, Alberta and is currently conducting a study on honeybee breeding and genetics. Mr. Szabo holds Pesticide Applicators Licences (greenhouse, landscape, agricultural, and interior plantscape), a Honeybee Queen/Nucleus Producer Permit, and served as a member of the Premier's Ministry of Agriculture and Food working group on pollinator health. Mr. Szabo's community involvement includes serving as President of the Ontario Beekeepers' Association and as a member of the National Farmers' Union. 18 Ms. Ivanka Wile retired from the Ontario Ministry of Environment and Climate Change where she was the Director of the Standards Development Branch, and Assistant Deputy Minister of the Environmental Sciences and Standards Division. She has over 30 years experience in environmental research and management, including the regulation of pesticides. She also served as Ontario s interim Environmental Commissioner. She brings knowledge to OPAC from the environmental protection and pesticide legislation perspective. Ms. Wile holds a B.Sc. from the University of Guelph. Jim Wilson has been a falcon breeder involved in the sport of falconry since the early 1980s. Since then he has built a falcon breeding business in Canada, which supplies falcons to falconers in North America, Europe, and the Middle East. Mr. Wilson has worked with the Ministry of Natural Resources and the Canadian Wildlife Service to modernize federal and provincial policies and legislation with respect to raptors, falconry, and captive breeding. He has donated falcons to endangered species recovery programs and consulted with governments, zoos and other organizations on captive breeding and raptor management. Mr. Wilson is currently a Director of the Ontario Beekeepers Association and a founding Director of the Ontario Hawking Club. (Appointed to OPAC on May 6, 2015) Dr. Susan Wood-Bohm is the Executive Director of the Biological GHG Management Program, for the Province of Alberta. Her work involves providing expertise in climate change impacts on cropping systems, invasive species, and emerging pest threats. She was previously appointed as Director of the Office of Research Services with Queen's University and Research Director of the BIOCAP Canada Foundation as well as an academic appointment within the Department of Biology of Queen's University. Dr. Wood-Bohm holds a BSc Agr from University of Guelph, an MSc and PhD in in Molecular Genetics from Queen's University. (Appointed to OPAC on February 10, 2016) Dr. Lillian Wong is the Senior Medical Consultant with the Occupational Health and Safety Branch of the Ontario Ministry of Labour. Her expertise in occupational medicine provides OPAC with valuable knowledge on worker health related to the use of pesticides before classification in Ontario. Dr. Wong has an M.D. from the University of Toronto and is certified as a specialist in occupational medicine by the Royal College of Physician and Surgeons of Canada. (Stepped down from OPAC on August 31, 2015) Ms. Teri Yamada is the Executive Director of the Integrated Pest Management Council of Canada. She has over 30 years experience in the turfgrass industry as the head Agronomist for the Royal Canadian Golf Association and author of the Environmental Guidelines for Canadian golf courses. She also served many years on both the Canadian Turfgrass Research Foundation and USGA Turfgrass and Environmental Research Committee and provides input to OPAC in the field of turfgrass science.
