4 1. SUMMARY OF PROGRESS FAO signed a Letter of Agreement (LoA) with Conservation International (CI) on 13 September to carry out the activities under output four. The duration of the LoA is 18 months and it is expected that the output four will be achieved within this timeframe. CI has recruited the staff needed and started some of the field activities. FAO and Naterra agreed that the implementation of the activities under output three will be conducted by two entities. The construction of the training centre will be curried out by a construction private company chosen after a competitive process. The implementation of the gardens/animals zone of the training centre and all the training activities will be conducted by Naterra after signing yearly LoAs with FAO. The first LoA with Naterra will be signed in November FAO continued implementing the activities of outputs one and two of the project based on the workplan. FAO mobilised 648 small-scale farmers in Lautem and Dili (Atauro Island) Municipalities to test and adapt conservation agriculture (CA) technologies and practices. The farmers are part of 24 farmers groups from 13 villages. Six of these groups are testing CA since Project Year 1 (PY1) and 18 groups were mobilised during this quarter to test CA in the coming cropping season (October March 2017). The main activities conducted during this quarter were related to the awareness campaign to mobilise farmers and motivate them to test the CA technologies. The activities included meetings with each new farmer group to explain the project and the new farming technology, conduct exposure visits for farmers from new groups to farmers groups that are implementing CA successfully and participation in the second national CA conference in Timor-Leste. 4/13

QUATERLY PROJECT ACHIEVEMENTS Project title: Conservation Agriculture, Permaculture and Sustainable Fisheries Management: Enhancing Food and Nutrition Security and Reducing Disaster Risk in Timor-Leste. Project partners: FAO, Ministry of Agriculture and Fisheries, Conservation International, NATERRA Reporting Period: 1 July 30 September 2016 # EXPECTED PROJECT OUTPUTS AND INDICATORS INCLUDING ANNUAL TARGETS 1 Output 1: Effective and sustainable conservation agriculture technologies and practices are adopted and practiced by resource-poor smallholder men and women farmers through community-based participatory extension approaches. Indicators: - CA techniques tested, validated, replicated and upscaled - Farm labour inputs - Crop productivity - FFSs implemented and monitored - MAF subject matter specialists and extension workers - Project and communitybased FFS Facilitators PLANNED ACTIVITIES -Activity 1.1. Replication and Upscaling through FFSs -Activity 1.6. Monitoring, Evaluation and Reporting of Conservation Agriculture EXPENDITURES (IN US$) 6,000 2,000 8,000 31,000 25,500 3,000 RESULTS OF ACTIVITIES A1.1: M&E Natural Resources conducted a base line in Atauro and Lautem on cropping systems and soil properties. A1.2: FFS programme design was conducted in quarter 4 of A1.3: FAO conducted two-days training to 10 extension workers from Lautem and Atauro to upgrade their knowledge on CA and to plan the strategy and implementation modalities to test and promote CA among new farmers groups the next cropping season. 1.4: FAO continued conducting CA adaptive research with two groups in Lautem during the second cropping season (May- September). Traditionally PROGRESS TOWARDS ACHIEVING OUTPUTS Most of the 648 farmers mobilised by FAO and participating in the project CA activities are willing to test CA in their farms during the next cropping season (October 2016-March 2017). The transition that most farmers made from being reluctant to test a new farming technology to be willing to test it and in some case already adopt it in their farms (those testing since year one of the project), came after an intense raising awareness campaign conducted by FAO and MAF staff. The activities conducted and the good collaboration and participation of MAF staff in the activities contributed to start changing the farmers mindset. Also, discussions between new farmers with farmers testing CA successfully contributed greatly to increase their willingness and be interested to test and adopt CA in their farms. 5/13
6 Targets at the end of project*: - 1,050 smallholder farmers adopting & practicing two or more of ten CA technologies practices promoted through implementation of 42 FFSs & one experimental site - 25% reduction in farm labour required for maize production within one year - 25% increase in maize yields within three years - 30 SMSs & master trainers able to train FFS Facilitators & technically support FFSs - 20 SEWs and FFS Facilitators able to guide FFSs & demonstrate CA practices during this drier season not many farmers plant crops as it not ensured they will have a good production because less rainfall that the main cropping season. After observing the good results of CA during the main season, some farmers were willing to plant crops during the second season or at least use legume cover crops to improve soil fertility for the following cropping season. 1.5: The up-scaling of CA will be conducted in the October March 2017 cropping season. FAO staff, in coordination with MAF and local leaders, selected 18 new farmers groups (11 in Lautem and 7 in Atauro) with 486 members to test and adopt CA technologies in their farms. During the mobilization of the 18 new farmers groups, FAO conducted 18 meetings (one per group) to explain the project, the CA technology to be tested and the benefits expected if the technology is properly applied. To raise their awareness and willingness to test a new farming technology, FAO showed videos and photos to show the benefits of CA and how to implement it. Also four 6/13
7 exposure visits were conducted with 116 participants from the new groups to farmers groups that have been testing and adapting CA successfully for two/three years in Timor-Leste. In addition 41 farmers from Lautem and Atauro participated on 20 September on the second National Conference on CA in Timor-Leste. Two of them presented the progress of CA in Lautem and Atauro. 1.6: FAO staff monitored closely the implementation of activities and reported to Technical Officers. 7/13
8 2 Output 2: Improved enabling environment for the development of districtlevel land management strategies, in particularly for the sustainable adoption of conservation agriculture techniques. Indicators: - Benefits of CA to Timor- Leste (i.e. food & nutrition security, CCA, DRR, etc.) - Land management policy makers - Local land management strategies Targets at the end of project*: - Support to the national CA network sustained - Partnerships developed with CA agencies in Brazil, China & India, and sustained - 10 local authority policy makers able to develop sustainable land management strategies - 30 relevant teachers & students aware of CA and capable of up-grading land management curricula - Brochures, leaflets, videos, manuals & other training materials & technical blished & disseminated Activity 2.1. National Conservation Agriculture Network Activity 2.2. Linkages with Internationally Recognised Conservation Agriculture Institutes of Brazil, China and India Activity 2.3. Policy Development in Local Land Management Activity 2.4. Awareness Creation at Local Agricultural Schools Activity 2.5. Production of Conservation Agriculture Training and Promotional Materials Activity 2.6. Monitoring and Evaluation 2,500 3,000 2, : The National Conservation Agriculture Network will meet on the fourth quarter of Bilateral meetings with some members (GIZ, ADRA NGO, UNTL) of the CA network have been conducted to coordinate and provide information on CA. 2.2: This activity was not conducted during this quarter. 2.3: This activity is planned for year 3 of the project. 2.4: FAO met with the director and teachers of the Agriculture Technical School of Fuiloro in Lautem Municipality to coordinate the trial on CA in the school farm and how to engage students in the field activities. 2.5: Conducted in Q : The FAO M&E Officer monitored the progress of activities and gathered field data from field staff, extension workers and farmers. Also the M&E for Natural resources collected soil samples from demonstration plots to compare soil properties in CA and traditional sub-plots. FAO continued improving the enabling environment at the municipality level increasing awareness of key actors from MAF and NGOs who are directly involved in policy discussions and implementation of land management activities. In addition, students from Fuiloro technical school are learning better land management practices when testing CA in the CA demonstration plot at the school. 8/13

Develop a Permaculture Demonstration Centre for Atauro Island Activity 3.2. Establish School Gardens and Rainwater Harvesting and Water Storage Facilities Activity 3.3. Build the Capacity of a Womenfocused Agro-food Processing Centre on Atauro Island Activity 3.4. Promote Beekeeping and Honey Production on Atauro Island: FAO and NATERRA have agreed on the contractual arrangements to conduct the output 3 of the project. The construction of the training centre will be conducted by a private company that will be selected through a competitive process. Naterra will take care of the implementation of the farming area of the centre and training activities under output 3. FAO and Naterra have agreed on the LoA to be sign and the LoA is in the process of revision/approval. 9/13
