1 Eleventh Session of the Open Working Group on Sustainable Development Goals (5-9 May, 2014) Major Groups and other Stakeholders Morning Hearings : Summary of Statements (FA 1-10) Focus Area 1: Poverty eradication, building shared prosperity and promoting equality On behalf of Women, NGOs, Workers and Trade Unions, Commons Cluster, Aging, Indigenous People, ATD Fourth World, World Society for Protection of Animals, Save the Children, Oxfam, Beyond 2015, Committee on Social Development and Wada Na Todo Abhiyan a) Eradicate extreme poverty using suitably referenced benchmarks by 2020 with a focus on addressing structural barriers faced by women and the most marginalized groups, who make up the majority of poor people. b) Reduce the proportion of people of all ages living below national poverty lines and above extreme wealth lines (the top 1%) by 2020 through regulatory frameworks and redistributive policies, by way of more progressive tax systems such as taxing use of natural resources. c) By 2030 implement nationally designed universal social protection measures, in particular social protection floors, with focus on coverage of the most marginalized, including women, indigenous people, persons with disabilities, youth, elderly, and migrants. d) Build resilience of poor people with focus on women of all ages and the most marginalized groups and reduce by x% social, household and economic losses related to disasters by protecting livelihoods and productive assets, including livestock, working animals, tools and seeds e) Achieve full and productive employment and decent work for all, for people of all ages, including women and young people f) Ensure equality of economic opportunity for all women and men, including securing individual and collective rights to own land, property and other productive assets and access to financial services for all women and men Targets to be added: Ensure adequate redistribution of resources through progressive taxation policies, functioning labour market institutions and setting a minimum living wage by taxing harmful emissions and use resulting funds to promote sustainable development for all people. Reduce relative poverty in societies as measured by proportion of households with incomes below 50% of median income Reduce the intensity of multidimensional poverty as defined by the Multidimensional Poverty Index Develop nationally relevant indices to assess human well being By 2030, all development plans and poverty reduction strategies - at the national, subnational and local level - include risk reduction measures based on local participatory risk assessment. With regard to appropriate means of implementation must be articulated in greater detail and in keeping with the principle of common but differentiated responsibility and financing mechanisms to be adopted. 2 Replace targets with: a) By 2030 reduce the number of people living on less than $1.25 a day to zero and reduce by x% the share of people living below their country s 2015 national poverty line b) By 2020 cover x% of people who are below the national poverty line with social protection systems c) Appropriate means of implementation On behalf of NGOs Include reference to progressively reducing economic inequality through appropriate fiscal policies such as progressive taxation by X amount. Target (D) should read: Build resilience of the poor and reduce by X% deaths and by Y% economic losses related to disasters by protecting livelihoods and productive assets, including livestock, working animals, tools and seeds. Target : Include reference to achieving decent work for all. On behalf of Indigenous Peoples Add a target on protecting individual and collective land rights of indigenous peoples and land tenure. On behalf of the Commons Cluster and Commons Action for the United Nations Include reference to placing taxes on land and natural resources so as to be able to get the incentives right, fulfill basic human rights and needs, and invest in and provide employment opportunities and basic services for all. On behalf of Save the Children Define extreme income poverty at a $2.00 per day level On behalf of Human Rights for All Post-2015 Target (c): instead of including floors, commitment by all countries to ensure a quality, nationally-designed social protection floor for all people Include concrete target to reduce economic inequality by a said amount per year through enhanced use of progressive taxation, tracked in reference to one of the widely accepted metrics of income inequality, and disaggregated across disadvantaged groups On behalf of Beyond 2015 Reinstate separate Focus Area on promoting equality a) By 2030, ensure that no one lives with less than 2 dollars per day, and reduce relative poverty according to national poverty lines b) reduce the proportion of people of all ages living below national poverty lines by 2030 c) by 2030 implement nationally appropriate quality social protection measures to guarantee a standard of living adequate for the health and well-being of all people of all ages, including a commitment by all countries to ensure a social protection floor for all people, with focus on coverage of the most marginalized d) build resilience of the poor and reduce by x% deaths, and economic losses and impact on poverty eradication related to disasters 2

Sustainable agriculture, food security and nutrition On behalf of Women, NGOs, Indigenous Peoples, Children and Youth, Local Authorities, the NGO Food and Agriculture Cluster, Wada Na Todo Abhiyan, World Society for the Protection of Animals, Millennium Institute, Biovision Foundation, Shumei International, Temple of Understanding, Association of World Citizens, Institute for Planetary Synthesis, All Win Network and the Commons Cluster. Rewording of goal to: End hunger and improve nutrition for all and develop sustainable agriculture and improved food systems a) All people have access to adequate (safe, affordable, diverse and nutritious) food all year round, consistent with the right to adequate (healthy, GMO-free and toxic-free) food and the fundamental right of everyone to be free from hunger b) End malnutrition in all its forms, notably stunting and wasting in children under five years of age, and reducing anemia 3

4 c) By 2030 ensure sustainable, productive, efficient, climate-resilient and diverse agriculture and food production systems that maintain and regenerate natural resources and ecosystems across the urban rural continuum through promoting indigenous and sustainable farming, including crops, livestock, forestry, fisheries and aquaculture d) All small food producers, especially women and indigenous peoples, have secure access to and control over adequate inputs, knowledge, productive resources, seeds, land tenure, veterinary services, financial services and markets to increase their productivity sustainably and increase their income and resilience h) Achieve by 2030 protection of agricultural biodiversity, including through use of sustainable farming systems and traditional and local knowledge related to agro-biodiversity and diversity of food Delete target: G) Targets to be added: By 2030 establish inclusive, transparent and equitable decision-making processes on food, nutrition and sustainable agriculture at the international and national level that fully include local, regional and subnational voices Limit the usage of human-edible food crops for animal feed at x% in order to significantly enhance access to and availability of food for human consumption The concentration and misappropriation of land is halted and productive lands are redistributed through socially just and environmentally sound land reform programs that guarantee in particular women s rights to land tenure and allow for collective ownership and governance over natural resources By 2030, ensure access to basic resources to small scale producers in rural areas of land, water, infrastructure in order to increase rural development by at least as much as 30% Add to Means of Implementation: encourage use of owner operated businesses and cooperatives On behalf of Business and Industry Replace targets with: a) By 2030 end malnutrition in all its forms b) By 2030 reduce stunting by x%, wasting by y%, and anemia by z% for all children under five c) By 2030, double food production while improving efficiency per unit produced to protect biodiversity and land resources by 2030 achieve access to adequate inputs, knowledge, productive resources, financial services, entrepreneurship training and markets for small farmers and fishers, with a particular focus on women and indigenous peoples d) By 2030 reduce by 50% the global rate of post harvest loss and waste along the food supply chain. e) By 2030, ensure access to basic resources in rural areas of land, water, infrastructure in order to increase rural development by as much as 30% f) By 2030, eradicate calorie-deficient hunger and halt increase rates of obesity and of malnutrition g) Appropriate means of implementation On behalf of Local Authorities 4

5 a) All people have access to adequate (safe, affordable, diverse and nutritious) food all year round, ensuring adequate food transportation, and the connectivity between urban and rural areas On behalf of NGOs Add target: By 2030, contain excessive food price volatility (maximum standard deviation of x% from food price index over time) On behalf of Beyond 2015 Amendment to goal: End hunger and improve nutrition for all through sustainable agriculture and improved nutrition-focused food systems a) Ensure food sovereignty in order to achieve that all people have access all year round to adequate, safe, affordable, diverse and nutritious food which meets food-based dietary recommendations b) End malnutrition in all its forms, notably stunting in children, especially under two years of age, and wasting in children under five years of age d) By 2030 increase by x% access to adequate inputs, knowledge, productive resources, financial services and markets for small farmers and fishers, with a particular focus on women and indigenous peoples On behalf of the Global Network of Civil Society for Disaster Risk Reduction, Oxfam, WSPA, Islamic Relief and the Huairou Commission Amendment to target 2(G): Achieve climate-smart sustainable agriculture practices that are resilient and adaptable to all climate change impacts including slow onset, extreme weather and natural disasters On behalf of Indigenous Peoples, NGOs, Women, Children and Youth, APEDDUB, BioRegional [Beyond2015 SCP Focal Point], Earth Condominium, WECF International [Stakeholder Group on Ageing], WWF International, Generación Par [MGCY 10YFP Focal Point], Responsible Tourism Network Amendment to target (C): include Substitute all highly hazardous pesticides with safer alternatives by 2030 and move towards sustainable non-chemical alternatives Focus area 3. Health and population dynamics On behalf of Women, NGOs, NCD Alliance, FIA Foundation, International Women s Health Coalition, the Partnership for Sustainable Low Carbon Transport, the Stakeholder Group on Ageing, the Civil Society Working Group on HIV, the World Society for the Protection of Animals, the Psychology Coalition at the United Nations and the International Association of Applied Psychology Rewording of goal to: Ensure physically and mentally healthy lives for all across the life course 5

6 a) By 2030 end preventable new-born and child deaths in all countries by reducing child mortality to 25 or fewer deaths per 1000 births and newborn mortality to 12 or fewer deaths per 1000 births b) By 2030, end the epidemics of HIV/AIDS, tuberculosis, malaria and neglected tropical diseases by guaranteeing equitable, universal and affordable access to prevention, treatment, care and support for all people across the life course and reduce by (x percent) the emergence of new infectious diseases c) By 2030, achieve through prevention and treatment a relative reduction of premature mortality by 34% from non-communicable diseases (NCDs); reduce road traffic mortality and injuries by 50%; and promote mental health and wellbeing (or addressed in three separate targets) d) By 2020 achieve universal health coverage (UHC) and universal access to physical and mental health services for all people of all ages and abilities, including financial risk protection, with particular attention to the most marginalized and increase financing, development and training of the health and mental health workforce. f) By 2030, ensure universal access to high-quality comprehensive sexual and reproductive health services for all, including modern contraceptives, maternal health services, safe abortion services, and the prevention, diagnosis and treatment of sexually transmissible infections and reproductive cancers, and sexual and reproductive rights; g) By 2030, eliminate preventable deaths and illnesses from chemicals, indoor and outdoor air pollution, and other forms of environmental degradation, particularly for vulnerable groups of children, women and specific occupational groups at higher risk of exposure. Delete target: H) Targets to be added: By 2030, reduce to zero the inappropriate use of antibiotics, particularly the non-therapeutic and preventative use of antibiotics in livestock production, to protect adequate and affordable healthcare for all. By 2030 increase by x years healthy life expectancy at birth and at age 60. Regarding target e), ensuring universal access to affordable and essential medicines and vaccines for all is already within reach and a target date of 2030 is too late. On behalf of Business and Industry Rephrase goal to: Ensure healthy life at all ages Replace targets with: a) By 2030 reduce the maternal mortality ratio to less than 40 per 100,000 live births, end preventable new-born and child deaths and reduce by x% child and maternal morbidity. b) By 2030, increase by x% the number of people with access to affordable health coverage, including financial risk protection, with particular attention to the most marginalized. c) By 2030, ensure x% of females have access to comprehensive sexual and reproductive health, including modern methods of family planning. 6

7 d) By 2030 reduce the burden of disease from HIV/AIDS, tuberculosis, malaria, and other neglected infectious diseases. e) By 2030, reduce by 25% the risk of premature mortality from non-communicable diseases (NCDs), injuries and promote mental health with strong focus on prevention. f) By 2030 increase by x% the proportion of children, adolescents, at-risk adults and older people that are fully immunized with essential vaccines g) By 2030, eliminate narcotic drug and substance abuse h) Appropriate means of implementation On behalf of Sustainable Transport Cluster Amendment to target: c) By 2030, achieve a 34% 1 relative reduction in premature mortality from NCDs; reduce road traffic injuries and fatalities by 50%; and promote mental health and well-being. On behalf of NGOs Targets to be added: By 2030, reduce to zero the non-therapeutic and preventative use of antibiotics in livestock production to protect adequate and affordable healthcare for all. By 2030 increase by x years healthy life expectancy at birth and at age 60. Change wording of for all people to for all people of all ages wherever possible in the goals and targets. This would apply to (1b) on reducing national poverty, (3c) on non-communicable diseases and (3d) on Universal Health Coverage. On behalf of Indigenous Peoples Reinstate the target which says, dissemination of medical and public health knowledge, including traditional knowledge On behalf of Beyond 2015 b) Guarantee equitable, universal and affordable access to prevention, treatment, care and support for HIV, TB, malaria and other infectious diseases, and prevent the emergence of new infectious diseases c) Reduce by x% the risk of premature mortality from non-communicable diseases (NCDs), malnutrition and injuries and promote mental health for all people with strong focus on prevention f) By 2030, ensure universal access to quality, comprehensive, integrated and affordable sexual and reproductive health and rights, including modern methods of family planning for all people, with a particular focus on marginalised groups g) Decrease by x% the number of deaths and illnesses from indoor and outdoor air pollution and other environmental determinants of health through priority health interventions and actions Target to be added: By 2030 increase by x years healthy life expectancy at birth and at age 60 1 Reflects an ambitious view to decrease in premature mortality for NCDs, mainly cardiovascular disease, cancer, diabetes, or chronic lung disease, extrapolated from the target to reduce by 25% premature mortality from those diseases by 2025, as included in the agreed WHO NCD global monitoring framework. 7

Education and life-long learning On behalf of Workers and Trade Unions, Women, Children and Youth, NGOs, Indigenous Peoples, Education International, Psychology Coalition at the UN, International Association of Applied Psychology, Association of World Citizens, Institute for Planetary Synthesis, All Win Network and the Commons Cluster a) By 2030 ensure universal, free, equitable access to and completion of quality primary and secondary education for all girls and boys, leading to relevant learning outcomes b) Ensure that persons with disabilities and other marginalized groups such as indigenous peoples, ethnic minorities, migrants, and persons living in rural areas, and conflict-oremergency-affected countries have access to inclusive education, skills development and vocational training c) By 2030 increase by x% the proportion of children able to access and complete quality universal access and completion of early childhood education e) By 2030 increase by x% the number of young and adult women and men with vocational training, technical, engineering and scientific skills, as well as equitable access to higher education and lifelong learning f) Integrate relevant knowledge and skills in education curricula, including ICT skills, education for sustainable development, awareness raising on culture s contribution to sustainable development, evidence-based comprehensive sexuality education and traditional knowledge and global citizenship education g) All schools to provide safe and healthy learning environment, as well as qualified teachers for all students Targets to be added: By 2030, sustained and sufficient financing is in place to guarantee free quality education for all, including in emergencies All targets must be disaggregated according to at least sex, socio-economic background, age and location. On behalf of Business and Industry Replace targets with: a) By 2030 increase by x% the proportion of children able to access and complete pre-primary education b) By 2030 ensure every child, regardless of circumstance, completes primary education able to read, write and count well enough to meet minimum learning standards 8

9 c) By 2030 ensure every child, regardless of circumstance, has access to lower secondary education and increase the proportion of adolescents who achieve recognized and measurable learning outcomes to x% d) By 2030 provide enhanced computing skills at primary and secondary level e) By 2030 ensure that persons with disabilities have access to inclusive education, skills development and vocational training f) Appropriate means of implementation On behalf of Sustainable Transport Cluster Target 4(A) should read: By 2030 ensure universal, free, equitable and safe access to and completion of quality primary and secondary education On behalf of Indigenous Peoples Add targets that respect and protect cultural diversity, the right and access to culturally appropriate education based on inter-culturalism and bi-linguism, and promote intergenerational transfer of Indigenous Peoples cultural heritage, traditional knowledge systems and practices. On behalf of the Commons Cluster and Commons Action for the United Nations Target (F) should read: Integrate relevant knowledge and skills in education curricula, including ICT skills, learning how to measure one's impact on the Earth's system using their ecological, water, and carbon footprints, including education for sustainable development throughout the curriculum in all schools and educational institutions by 2020, and awareness raising on culture s contribution to sustainable development On behalf of Save the Children Include an explicit reference to disaster risk reduction on safe and healthy learning environments Amend target (G): All schools to provide safe and healthy learning environment for all students, including an end to violent discipline On behalf of Beyond 2015 a) By 2030 ensure universal, free, equitable access to and completion of at least quality primary and secondary education adequately resourced by qualified teachers for all girls and boys, leading to effective learning outcomes b) Ensure that persons with disabilities, indigenous peoples, ethnic minorities, persons living in rural areas, migrants and other marginalised groups have equal access to quality, acceptable, inclusive education, skills development and vocational training f) Integrate relevant knowledge and life skills in education curricula, including ICT skills, the importance of good nutrition, especially in pregnancy and early childhood, education on human rights, climate change and its impacts, and awareness raising on culture s contribution to sustainable development g) All schools to provide safe and healthy learning environment for all students, with particular attention to children belonging to vulnerable and marginalised groups 9

10 On behalf of Indigenous Peoples, NGOs, Women, Children and Youth, APEDDUB, BioRegional [Beyond2015 SCP Focal Point], Earth Condominium, WECF International [Stakeholder Group on Ageing], WWF International, Generación Par [MGCY 10YFP Focal Point], Responsible Tourism Network Amalgamate target 4(F) with 11(D): All primary and secondary education curricula, teacher training and capacity building, and informal education opportunities ensure that children learn about key sustainability issues, so that they understand their duty to consume and produce responsibly as adults Target to be added: By 2030 redouble efforts to raise awareness for creating a culture of selfsufficiency and sustainable lifestyles as practiced by indigenous peoples and with cutting-edge sustainable technology, including sustainability information on products and services Focus area 5. Gender equality and women s empowerment On behalf of Women, NGOs, Workers and Trade Unions, Equidad de Genero, IPPF-WH, WEDO, Education International, WECF International, ANPRAS-SARC and AWID Rewording of goal to: Attain gender equality, the full realization of women s human rights, and the empowerment of all women and girls everywhere a) By 2030 end all forms of discrimination based on gender against women and girls of all ages, including by revoking all gender discriminatory legislation, policies and practices b) By 2030 end all forms of gender-based violence against women and girls in all their diversity and end impunity for gender-based violence c) By 2030 ensure equal access to education including a commitment to universal, quality and free education for all women and girls at all levels, life-long learning and comprehensive sexuality education d) By 2030 ensure equal employment opportunities for women and equal pay for equal work of equal value e) By 2030 ensure equal access to, and control of, assets and resources, including land ownership and inheritance, credit, and natural resources management, that promote fair redistribution of assets f) By 2030 ensure equal and full participation and leadership of women and girls in decisionmaking at all levels in public and private institutions and spheres, including in conflict and disaster-affected settings g) By 2030 end harmful practices, including child, early and forced marriage, female genital mutilation and honor killings h) By 2030 reduce and redistribute the burden of unpaid domestic and care work through shared responsibility by states, private sector, communities, and women and men i) By 2030 ensure universal access to sexual and reproductive health and reproductive rights, including by guaranteeing that women and girls of all ages are free from stigma, violence, coercion and discrimination. 10

11 j) Promote the availability of gender and age disaggregated data to improve the formulation, monitoring and evaluation of gender equality policies, laws and programs, including gender sensitive budgeting. Targets to be added: By 2020 ensure that gender sensitive planning and budgeting are integrated into national and local legal and policy frameworks, and ensure effective and continuous ODA as well as innovative financing for gender equality. Remove all legal and policy barriers that hinder access to sexual and reproductive health care services, and eliminate laws and harmful practices that criminalize sexuality and reproductive autonomy. On behalf of Business and Industry Replace targets with: a) By 2030 end all forms of discrimination against women and girls of all ages b) By 2030 end violence against women and girls in all its forms c) By 2030 ensure equal education and employment opportunities for women and equal pay for equal work d) By 2030 ensure equal participation and leadership of women in decision-making in public institutions e) By 2030 end child, early and forced marriage f) Appropriate means of implementation On behalf of Sustainable Transport Cluster Target 5 (C): By 2030 ensure equal and safe access to education at all levels On behalf of Save the Children Ending violence against women and girls should also include a reference to boys On behalf of Human Rights for All Post-2015 Target 5(A): should refer to ending discrimination against girls and ending harmful practices including language on eliminating early and forced marriage, ending female genital mutilation, honour killings and sexual violence perpetrated during and after conflict. Target 5(C): should include a commitment to universal and free education at all levels; with focus on the most marginalised women and girls, including indigenous, ethnic minorities, those living with disabilities, those living in rural areas and migrants. It should also include provision of comprehensive sexuality education programs. Target 5(I): should commit to ensuring sexual and reproductive health and rights of women of all ages, especially adolescent girls, to guarantee sexual, bodily and reproductive autonomy free from stigma, violence, coercion and discrimination On behalf of Beyond 2015 a) By 2030 end all forms of discrimination against women and girls of all ages, revoking all gender-discriminatory legislation which criminalises or stigmatises different social groups, and ensuring access to justice and effective remedial mechanisms for human rights violations 11

12 b) Provide universal access to critical services, rehabilitation, justice and remedies for all victims/survivors of gender-based violence and by 2030 end all forms of violence against women and girls c) By 2030 ensure equal, universal and free access to education at all levels, with a focus on the most marginalised women and girls, including indigenous peoples, ethnic minorities, those living with disabilities, those living in rural areas and migrants e) By 2030 ensure equal access to, and control of, assets and resources, including land ownership and inheritance and productive resources, including natural resources management f) Ensure equal participation influence and leadership of women in social, economic and political decision-making at all levels, including in conflict and disaster-affected settings and environmental management g) By 2030 end harmful practices against women and girls, especially child, early and forced marriage and female genital mutilation h) By 2030 reduce and redistribute unpaid care and domestic work through shared responsibility by states, the private sector, communities, women and men, and ensure that care is incorporated into social protection systems through allowances, services, and benefits that maximize women s autonomy i) By 2030 ensure universal access to sexual and reproductive health and reproductive rights and comprehensive sexuality education, to guarantee sexual, bodily and reproductive autonomy free from stigma, violence, coercion and discrimination and violence, for all women and girls j) Promote the availability of gender and age disaggregated data and human rights impact analyses of budget and tax policies across disadvantaged groups, to improve gender equality policies, including gender sensitive budgeting. Focus area 6.
