19 POLICY INNOVATIONS TO INCREASE FOOD DONATIONS Expand and improve federal tax incentives for donated food Legislation would help shift the decision from landfill to donate for many small businesses and help food banks capture millions of pounds of excess food Legislation would increase the amount of the deduction to full fair market value making the donation a wise business decision for small farmers in particular Examine innovative tax policy that could spur additional food donations Current federal tax incentives do not address the food waste throughout Farm to Fork Tax incentives can produce more favorable economic conditions so producers, processors, retailers, manufacturers have an incentive to capture food waste for donation 19 FEEDING AMERICA, NCSL Presentation 2013
