Promotion of Agricultural Mechanization in Africa TICAD V CARD Side Event June 3, 2013 Yoshisuke Kishida President of Shin-Norinsha Co., Ltd.
1.Harmonization with the life system Harmonization = Mother Nature and human being. Nature-life system and the humans change together with agriculture Having better working methods for the humans and life system is important.
2.Land Productivity Demand for food continues to increase Little room for expansion of farmland Increase land productivity by mechanization Africa has greater potential in increasing productivity 3.Timely and Accurate Agricultural Operation Increase in human population and CO2 in the atmosphere Climate is getting worse towards life systems - humans and crops. Timely operation and Accurate operation by agricultural mechanization are essential for cultivating crops better and raising land productivity
4. Improvement of environment to promote agricultural mechanization 1. Appropriate government policies to promote mechanization Preferential tax advantages to the guaranteed agricultural machines Introducing industrial standards Engineering economics is essential for planning the mechanization 2. Development of agricultural machinery industry Fostering R & D capacity for local agricultural mechanization Development of general and related industrial capacity such as parts production Development of distribution and after-sales service system 3. Establishing education and training institutions for agricultural machinery
5.Cooperation among global and regional experts and development of their networks Well-educated human resources are not sufficient in agricultural machinery field Development of human resources Partnership and networks among agricultural machinery researchers and engineers in the world
6.Establishing African Agricultural Machinery Research and Development International Center Role of AAMRDIC Conducts researches, development and designing of required machines by regions and crops Provide consulting services to foster the Agricultural machinery industry in African region Serve as a knowledge bank offering performance test results of the machines and providing many kinds of technical information. Governmental policies utilizing ICT (Information and Communications Technology) are absolutely urgent
7.Optimum design for agricultural machinery which create profits to three parties Optimum Design will bring profits to 3 parties 1. Farmers 2. Agricultural machinery manufacturers 3. Distributors Consequently Progress in mechanization can bring so much benefit to the country
8.Priority in global agricultural machinery business Foreign private sectors can be promoted to enter into a market where there are common certification standards and common tariff policies adopted among the countries in the regions such as eastern or western part of Africa, not only an individual country. 9.Support for private companies Long-term financial support system is essential for private companies
10. Conclusion (1/2) Measures to promote mechanization in Africa Implement policies based on main interests of all the related parties who play important roles in promoting agricultural mechanization Improve distribution network of agricultural machinery and spare parts in accordance with the tariff policy Create industrial standards and quality standards Strengthen capacity of private companies in terms of after sales services
10.Conclusion (2/2) Measures to promote mechanization in Africa Strengthen research and development capacity Establish institutions for human resource development offering education and training Establish African Agricultural Machinery Research and Development International Center Take initiative in adopting the common certification standards and trading policies in regions Provide long-term financial services for agricultural machinery industry
11. Future of mechanization in Africa There is no way to solve food insecurity issues without agricultural growth in Africa. Agricultural mechanization will contribute to food security and agricultural growth in Africa With progress of technologies, unprecedented new technologies can be introduced and mechanization can be accelerated. We expect each government to take on these great challenges and make efforts for the future.
